you're watching wpst St John the Baptist Parish Public School television check it out 1600 Highway 44 Reserve Louisiana on Thursday March 16th 2017 at 6 p.m. Carla  you're not going to have the invocation by Pastor Brown Lawrence tan and head down lord we always give glory to your name for who you are we pray not all that you would bless this meeting tonight God and all those that ain't attends that night I did mine in your heart be fruitful to or everything that trying to do in propelling to our next Destiny God we pray now God for the superintendent all of his staff and all those that working under him everybody where God as who won Jesus name we pray amen recognize Lopez Elementary and also mr. shows of Emily Watkins it come up and lead us in the pledge please Kansas go fund me same place your right hand over your heart inside with me  I pledge allegiance to the flag of the United States of America and to the tablet for which it stands one nation under God indivisible with liberty and justice for all  thank you chance and thank you Darcy thank you Tara men Pledge of Allegiance Roku Colton that Keller is the Sander Jones Chihuahua is Mitchell approve of the minutes recommendation so move 2017 in February 13th 2017 superintendent number report thank you president Borough I love this night this is night when we will be recognizing the best of the best the cream of the crop the Crim Della Crim and any other acronym I can think of you know but before we get into that I just want to say that I'm so proud to be the superintendent the school system you know we always preach about working as one and working together and we have we really done a lot to work as one to two to just hold one another up when we have tough times we band and we make it right and we understand that mistakes happen we fix them and then we move on and we don't make those same mistakes again but I just want to say before we get in recognizing top students and top employees of the Year students about 2 weeks ago there was a National Convention in New Orleans 2 weeks ago right after the Mardi Gras break and in this is a National Conference attended how about four or five thousand of superintendents from around the country and as as I walk in to the registration area we have a band can who's the Emily C Watkins and John L ory students playing as people are registering and feeding the crowds were gathering around those folks and listening to these young kids play music and it will just so they were expressing how well those children sounded and I say will the only been playing for about it here and then that even Amaze to me even more so then on the next day on the the Friday morning of this conference we have a band of gold John high school they March into the the convocation area to lead the session they watch onto the stage and they performed about 3 songs play some New Orleans favorites one of them was hey Pocky way and I didn't know how to spell it so when I tweeted it you know I just like poci can a student a student texted me on Twitter and said hey Miss Georgia's Pocky so we were so proud and everyone was just so amazing how great if they sounded and so then we get to the Saturday where there was a rewards of given an and I must say that you know this was you know their game either Ward but this award definitely goes out to all of our children are parents who support their children in is it programs this board who School bought into our vision and also all of the teachers who actually teach these children how to play so is they were giving out the award they say it will hold on a second we got a surprise and little did I know that the John L ory choir led by mr. Taylor there before me a number they perform glory on that stage and just surprised me and ended entire audience and song A I just a resoundingly edition of the song Glory so been very proud of everything that that the school system is cable to accomplish you know it in the short time we've had a lot of good news to hit us over the last few months and we just going to continue that and the reason why the reason why we able to achieve those things is because there's a lot of the people that you'll get here called here tonight all of our students without the students without the Prince backing them we would not be where we are today so we're proud and I just can't wait to get to the rest of this agenda president bro thank you I remember five educational presentations and recognition by the board and staff or staff maybe it's the bar assignment policy student recognition good evening are to the board members to everyone here from St John the Baptist Parish Community and Sabara sound of principal here at East Saint John High School I would like to speak upon a posse Foundation winner the first-ever Posse Foundation wanted for our school and for our district this Elijah Tumblr if I can have you logically just join me up here what's a ladies and gentlemen this is Elijah Tumblr Elijah Tomlin is a senior at our school he applied with over 500 are the individuals from not only our district but the New Orleans metropolitan area and other areas but Posse Foundation scholarship ship consisted of three rounds of interviews going to New Orleans to travel and he was one of 10 students who received a full scholarship at Case Western University in Cleveland now just so you understand the difficulty in this are there a districts who have been in the Posse Foundation as we found out that night mr. George and I went to the awards banquet in the Posse Foundation years and they have never add anyone to reach that level so not only did he Trend set in and set the bar for st. John the Baptist parish and students coming to him but he set the bar for other districts as well so there was an article written about him in which it is  it talked about how how great of a student he was excellent of a person he was I would like to just kind of echo that sentiment and I would like to also state that if anyone ever had an who did you speak with this young man or if you wanted an opportunity to speak with his young man please come by this by the school and speak with him speak with him tonight before he leaves I promise you not be disappointed he is worth every every penny that they are investing in his education and he's worth the award that he's received so once again I would love to just congratulate Tasha Tumblr I like to say thank you for the Ronda Applause Tumblr you ready to go home and study what's the Attic you come back last week I had a nice speech and everything prepared and I still had to go see it but I want to see it thanks in good achievement to be of the Parish School System so you have I want to see you have a lot of weight on your shoulders but we need you two to make dirt that that presentation so that they come back and more students are cuz you around breaker right now from now Parish will be eligible to go down following your footsteps through you make a stands there and we're going to follow and since I read my speech I want to stop by the school and get your $50 money card so when you're done and you can buy some snacks alright then thanks 5B recognition of students of the Year teachers of the year and principles of the year good evening everyone  we have the great pleasure of presenting our students of the year for the 20 16 2015-2016 school year 2016-2017 I'm sorry  I first need to recognize Miss Katie climber with they have been so gracious to reward our students and extend by giving all of the students who were selected as to the year a Kindle e-reader in addition our district student of the year will receive a Kindle Fire for our school teachers of the Year each one of them will receive a $50 Visa gift card the district teacher of the year will receive $100 Visa gift card and our district symbol of the year will receive a $200 she wanted to stay up here as I call your name please stay in front so that we may take your pictures with the group  for Emily C Watkins and 5th grade chance Joseph Corvette Ford elementary Trinity hydel garyville Mount Airy magnet Marcel Nelson the 4th John L ory magnet Olivia Reeves Lake Pontchartrain Elementary Amari Anderson LaPlace Elementary Thomas gross 4 West st. John Elementary School requires action some motion made by Mr Trish II by Mr Sanders by the participation  fleas what's the name for the record  Carolyn Bettis  I wish you would reconsider and make this more open for the public because  I'm wondering what happened at these two schools to put us to we are right now because of all the things that was going on you two here looking at the SPs scores and everything  how can we justify I just doing it for these two schools when we have areas of concern over are we talking about individual students we talking about grade level what was going on in I may be standing here but parents have already said that they have discussed with it they have concerns with it and I know you said you had meetings but we are meeting at one school one hour and next hour the other day but it's not in the newspaper we don't know what's going on this meeting was not in the newspaper so you know people don't know what's going on but I wish we would get some more out to let the people know why we're doing this but exactly happening you know what's going on with the children any other board members I mean public participation boat members  yeah so I like two men that motion to basically say to pending approval by Department of Justice that we are on the court order desegregation I don't think it'll be a problem but we can't do anything they give their blessing I like to man that emotion I have this put in as part of the motion on no problem  Miss sir would you be able to read the amended motion who was the author of that motion okay and who was the second reconfiguration of Fifth Ward Elementary School and East st. John Elementary School contingent upon approval by the Format what are the gorge shared with the board's basically from Kevin climate was doing working on that but the justice department of the but I think we should pick what it is an amendment  lyrics thumbs up yes I like to ask you please up in reference to miss Betty's concern can you please reiterate not only to the board to the public the process that took place what does situation as related to configuring these two schools can you please of allergic public please sure a few things I know that there was an article as I think Stephen email wrote probably about a month ago that would hit the newspapers Forest question regarding this change also I like to say that we we did have five public meetings of 280 School off to school when then one here at the boardroom over there was actually a public hearing we did here when we first bought this to devote schools parents were concerned teachers were concerned had a lot of different questions and I think by the time we got to about the third and fourth meeting some of those concerns were alleviated obviously not 100% of of every parent and every teacher it is totally 100% hey let's get this done but an overwhelming majority of parents and of teachers and administrators are on board is process again this first began talking about this maybe about a year ago but in Earnest at a board retreat January which is also a public meeting that we began really saying hey let's we do have a school that that has struggled what can we do differently to help these children me and my staff along with the the principles and at both sites look that what can we do really to change the trajectory of the students performance at each School Bus Pacific that one and this was something that we felt could help students it's not going to be easy for me laughed when I say staff I mean that the teachers principals administrators on this level will be a lot of work so but we're ready to Food Network is not about how much work that we have it's about service in these kids and I have no doubt that it will be a good situation for children ultimately will be good for our teachers and our parents because we're going to have kids in her perform at higher levels and that's kind of where we are it's really three point question serve appreciate that answer and I think I said this at the last meeting a lot of parents in my area turned are there questioning is this going to be a domino effect the kids in my area, 10 Embassy walk ins and John ellery's and close do you want to know or there any plans from the from the district to do the same thing at DS2 schools in the future or is this just a pilot picture of these questions being answered sure absolutely and actually those questions did come up at several of the public meetings is this meal plan on and every school we can figure in all schools and I made it tell you today that no we have not looked at other schools we looked at one specific School elephant in the room is that we we have V War that's on lowest-performing school bottom line it's no secret okay and that's the school that we're focusing on ihealth change and East st. John Elementary was was the the the closest forest proximity and changing we don't want to create a how did different change my parents so he seemed John Elementary was the closest school there and we knew that they the staff that they have could really focus in those 50 grades students to give them get them ready for school so they answer your Chris and directly know we don't plan on doing this with any schools  3 years from now let's see both of these schools are excelling at A's and this board didn't say is hey this work fine for play the school why don't we take a look at it District why but that's not something I'm promoting or even anticipating because I'm focused and on the Here and Now making sure that these schools and these children have everything that they need so no we don't anticipate even plan to bring this the schools we are focusing you know hit it's about equity and not equality is giving every school what they need and not making them all equal and I feel this these schools need last question is there any supporting data to this disinfect I mean is there anything in writing it shows that this is this is going to be a positive thing I'm going to support it but these are questions that I'm getting from from Mike did you want to my parents in my area is there any supporting data and show that this is going to work some people feel that  it's a rush to judgment and I've done the best that I can explain it but I like you to reach out to the parents and then what's the data show that this is going to work absolutely at the actually at the last board meeting how you received of a four-page document that I had one of our a curriculum facilitator just to create that shows the data that supports student stub the less grade you have under one building it it doesn't take research to tell you that if I'm a principal and I'm I have grease from pre-k all the way to 8 and then you take four of those grades away now I'm me and my staff I'm able to focus in on just pre-k through 4 and ensuring that those by the time those kids get the third grade they're able to read and I can focus on that now I don't have the fifth sixth seventh and eighth grade also to trying to master spreading my my ministrative stens ready my master teachers as I'm looking at some of the staff and Owens and they know how difficult that is when you have so much so many subjects under one so many grade levels to master because that's what you have to do in order to give them those kids that opportunity so with all of that said we do a document that's also in this packet that does a couple together the research and just as we again in one of these public meetings someone asked about the researching on any topic you have you going to find research this for you don't find research that against and so you take the research that that's for and you work on it and you look at the research that's against the find out where those weaknesses happen for the most part when you're that research all in Industries when you talk about the configurations it's it's normally a district-wide process and some of pitfalls even I think when you had it before of speaking two different board members two different teachers community members there was an issue and that in what is I think all of the kids went to one middle school and that created some issues and that's one of the reasons why one of the reasons why the schools were broken down and k28 but that's not what we're doing we're not going to district-wide mod on we looking at a Target and model that is focuses on the school that has been I can low-performing and we're going to do everything that we can in order to address that until it's no longer over Forman School  I think so somis gym put on it is it Sybil Samsung me at evidently have to wait on Justice approval to hold maybe one or two more public forums and do it on our ethnic publicize it so just to make sure that everyone is on the same page and we're disseminating information did before we did the air connects to to all parents the teachers of the schools also sent letters home this is kind of like the the line the DMV line if we wait any further we're not going to have time to do what we need to do in order to be prepared so I would say hold it up or down tonight up either way we have to move forward then we can't wait we can't kick the can down the road we can't table because that would just put everyone you have teachers who the deadline to transfer is to 20th and so that was taken into consideration as well that if changes need to happen then know what's going on with their schools we don't want them waiting any longer so I will suggest that if the board does not it is not comfortable with that been voted down and we're done we moving forward then we do what we have to do but if you do believe that this can help kids and vote for it and then for that way as well no I'm saying I don't know what to consider the board approves it and wait on it a public meeting so that do whatever I'm saying just to let the parents it may still be on the fence give them information to Stats let them know how all the school districts are doing this so it's not just your man to St John Parish and maybe that is sweat and let them know I alternate Lee it could benefit them I have no problem with conducting other public means I will say at the last public meeting there was myself Stephen email and one of our teachers that was the only people that showed up so I'm not sure if people I think people have heard everything they need to hear but I'm more than welcome to have the public meeting but I think the decision one way or the other needs to be tonight just a comment on now entire situation one if we keep doing what we're doing we're going to we're going to keep getting what we're getting there's a need for a change we have what Wing school with identified and we've identified it over the past by three four years in terms of one of our schools that are struggling and if we don't do anything  we're back to square one so I support making the change it put the average of the administration in terms of making this necessary change  it's a it's a it's a definite once again if we keep doing what we we're going to keep getting what we getting so we it's it's imperative that this would make some are allowed the administration and power that Ministry to make some positive changes the superintendent state it we can look at it whether it's a pilot you can call it a pilot you can call it whatever you want to call it but if we don't make a change we're going to be doing a disservice to children so if we don't take the step the necessary steps to move forward to help these chip the children academically we're failing we're failing as board members we're failing as a district so I encourage this board to positively make this necessary change near there not in favor of of there's not on understanding I don't want them to get the alternative facts I wanted to get the real fresh from the school board and so we can have questions any questions that did they're asking ask directly to us so when that doesn't happen Administration you see it on this if that didn't happen I'm saying you can point it at that but if we set out there plain and everybody by the cuz ultimately we going to need communitive in for the Jessica we're going to need those parents to come and make sure that they are being a part of the system so we need men in the buying so I only invited meaning don't want no positive people everybody has negative come give it to me unless Ella morning alright since you at home let's just move on will it be in a disservice to our kids we don't move forward with this and if we keep staying when we going to have people coming to the bullets and what are you doing to make to make these schools that's cool battle what are we have to do and we have to do what we have to do we had five meetings and had it out there for anyone that had concerns and I'll think it's time that we move forward with this and let's get these kids tools that they need to move this District Fallen 2B District we want this to happen we have to move some things that I'm not working for us right now and that's going to make us Celeste vote for this and make this work but we have
