Blaine Robinson is vice president but he's a student at LSU this afternoon and he was unable to attend but he will be in board meetings it has been working with you Miss Georgia's had me working I'm retired but Saturday when the polls close I'm officially retired louder much Miss Holloway please stay at the mic for just the one second is that was going through my office I ran across something I think you might like to have it was weird because it had your name on it it said presented to the Holloway and recognition and appreciation of the 38 years devoted to the students fapping staff of St John the Baptist school board thank you for your loyal and dedicated service and support but most importantly for making a difference thank you thank you thank you just as Miss Holloway said you know we've had her working and working even though she is retired for a couple of months she has what are working with us continuously to help us to get the message out of why we need to get this tax passed on on Saturday thank you for everything your dedication in all of your hard work again thank you so much thank you Chuck Brown from the Louisiana DEQ board with a a presentation we have had some concerns brought to us from citizens from a different community members about some emissions that could possibly be harmful to the citizens of this so I've asked dr. Chuck Brown from the DQ to come address the board so the board can hear directly from him his state of this matter Doctor Brown good evening going to be able to make it to the last time I was invited here was actually in Shreveport and could not could not make it to the boat spots at the same time but as I promise you what how would show in the address you directly because I have a philosophy of calling eat eat call Environmental Education that means that you get the real the folks that actually are in charge of what's going on and then you have access to decision-makers well I'm standing right here in front of you and then hopefully you have trust in the decision is finally made Joe give you a little background on what's going on at the dean kafana Dupont facility and how we got to where we are today and then tell you some is it we're putting in place to make sure that we are addressing the situation at hand but first of all in December of 2015 one of the chemicals as being produced at the Dinka facility was reclassified by EPA as being a possible carcinogenic the plant change hands in October of 15 where did switch from DuPont to Dinka and then here we are in December of 15 week this this now that is National toxic air assessment data that the that shows that there's some issues in St John Parish and LaPlace and protect just letting you know that that the natter date is not a predictor of risk it just predict where some concerns are raised and you need to start addressing those concerns so that's where we stepped in at as we took over as an Administration in January we started meeting with the company e p a l d do we all looked at several areas that we started we thought we needed to monitor we use at mobile air layoffs to establish those those six areas initially and I don't have the map but basically living 5th Ward Ochsner Highway 44 and Highway 44 at one little area there and a couple other spots and then since then we've actually doing some idiot or some hermana so we started doing 24 does add a monitor in the in March we started looking at the spikes and chloroprene that we were getting above some suggested numbers that EPA was actually Bring It full that was number is everybody's talking about .2 micrograms per cubic meter I came here to a meeting public meeting on July 7th and I'd be remiss if I don't recognize the community or some very concerned citizens here from the reserve area in La Paz area I won't call everybody's name but I was contacted by mr. Taylor mr. Taylor would you have anything to say Sir or are you great with this gentleman had to see you like the same free word sir you can come to the mic and identify yourself please  my name is Robert Taylor I'm a lifelong resident of St John the Baptist 26th Street I was born and raised on East 23rd Street same Community Built My Home In 6600 East 26th Street I am afraid turn off that makes me feel I think that the public should be aware I don't see why simply because a group of us Potential Threat to us I live maybe 1800 feet from the plant so we had concern and that was limited access to we made efforts we not we seem to be at we being demon we are the ones who are being exposed to this so I think we do have a right to have them for me to make the effort to see them for me that we need I listen to someone else certain outside I don't know what an RTO and I don't know how many people there that we can understand that I've been called White or number simply because we are trying to do this with we're trying to protect our children not about 2.2 thing up I don't know that I could speak to that as well as with my limited understanding of it .2 micrograms to a cubic meter when it is said over a 70-year. That's it .2 we haven't found it what sound does the school right there according to that does a lot till 70 years when we go 250 x over  what it takes that 70 years eat in the way to maybe seven years I'm not a mathematician either but I can understand that difference being that I think people need to be involved in this especially the potential victims of this when I hear the controversy that's surrounding this thing this is what new information that says here the industry director Dave been wrestling with this for years at least I think this things going on in Kentucky if I'm understanding the data put up on the website it was because I take put the right of the citizens to know the freedom of act information at that organization has been receiving from a state organization we are affiliated with them they're helping us  they have they have years of experience at getting the information and then bring it to us helping the community  I don't want to talk over then I'll get dragged away but we are we simply reserve the right to know what is happening to us until our children to our community we thank you for being a community activist we thank you for shedding a light on the situation because we know that the DQ and the play would not be here investigating a problem if you had to shine the light on it so the commute for work but what will we have to be time for we have to have a balance between the community and Industry and Environmental Protection agency's so that we can protect the soul capital u st. John Parish and I think that now that we all working together I think that we can find a viable solution a balance a balanced approach the community's concern with the industry is doing to mitigate the situation and what the EPA in the guidelines of the EPA to DQ or laying down to men are the impact to the community I think that we are working for the same thing we applaud you for Shining Light and bringing awareness to the community cuz they wouldn't be here if it weren't for you but I think at this point I think that what about trying to work together to bring about a viable solution to the problem so so we applaud you so thank you thank you that hasn't been the case I just want the reason we haven't been we just have been included in it and appreciate you but I'd like to make you aware that tried to stop us from getting them for me and I don't understand and that really is what it is for the anger me because I don't see if if they are working with it if they're working Community why would they request this agency do not allow us have the information all of a sudden I don't know I don't think you can do it and I'm sure there I'm sure the agency will not allow that but what what what really concerns me is the fact that day attempted could deny us access to the information in the sensible Corporation we're all cooperating and working together please let us work together include turn off in this especially as the as the people with the most to lose because for this be sitting there getting 250 times at what whatever I think of mr. Wilfred Mitchell justice of the peace and Miss Piggy Joseph as big as yours but still present thank you guys for coming thank you for coming to visit us superintendent turn it back over to you sir thank you president jonesin I like to call District in school performance scores and out St John the Baptist Parish College statistics  good evening everyone we know that this is a much later time in the year than a normally stand before you there were some incidents obviously in Louisiana with the flooding that delayed the scores coming out so we just dumb as a central office a couple of weeks ago we share them with you at that point but I'm going to do some public highlights for you in your packet you head receive the entire district report card in addition to the school report cards that I had received you will find an off-white hand out thence 3 people cheats that just gives you a little more information other than what you saw on the report cards I need to congratulate all in the district teachers students administrator central office and all support staff because for the second year in a row we have maintained RB letter grade status which is very commendable because for the time last year we became a big and we have maintained that b status in addition to that being of you status as you look at the date play District in the state that has attained to be ever a B rating and kept it where 82% of the population is classified as anomaly disadvantage you will find no other District in the pair in the state that has that high of economically disadvantaged students that is rated to be call RCS and below  as you look specifically in the data district-wide we made the biggest improvement in our act index last year we added the test that's called workkeys we know that we want all students to go to college however weird preparing them also for careers they have to take the ACT workkeys test as a result of giving the combination of both assessments the that particular index Rose by 19 points over the 2015 letter grade and then most importantly of all and this doesn't happen to everyone we again 10 progress points for the work that are schools are teachers or principles are doing with our most intense that are struggling you get progress points when you move a child who previously scored on sad or approaching basic up a certain number of points in an order and those Pro West Point you have to at least move 50.1% of those students to their attainment score whatever that may be so commendable to all in the parish that we again have earned ten progress points is a district as you look at the school report of the school report cards you notice that there is notable things as well the first bulletshares with you that five of our schools increased their SPS over last year that includes East st. John Elementary st.john High West st. John Elementary John L ory in garyville Mount Airy magnet the school that showed the most growth was he saying John Elementary 9.5 points over last year in right behind was garavel Maneri magnet which grew 9.3 points we again and again vagina Lori they again or an a school and even better they grew 2.8 points and they are now a 103.7 but have in there a I want you to know that there is something different as you look at this year's report cards over last year's report cards are state is progressively going to a standard where Mastery is going to be where you get points and that's going to be in the year 2025 however they are preparing us for that standard and on the report card you'll notice if you look at our district report card I put one in the packet for your sample the first indicator at the talks about students who are on track and as you look at that percentage it appears to be not very favorable but noticed they are counting it as train the bus just to let you know our students who scored basic currently or considered for rsps 100 points which is an a they do not track this because they're preparing us for the future but are our student to on track of technically much greater than 25% as you on that report card and then finally what are we doing about this do know that we crunch numbers the minute test scores come out when students take C testing we get those results in the summer when they send us sub claim reports on test we are working with principals and teachers and Leadership teams and with the disc to have to start making plans for the following year so you probably already heard about some of these things that we've already done we talked to about identity find gaps in students individual students learning providing interventions we talked to about using data teams at our schools actually look at data entry mini assessment so that we give those to the students and see where they are and again continue to intervene this year we've Incorporated instructional rounds bring a whole bunch of the administrators from The District in the schools into one school and we go in and we do our vacations and give them feedback based on what day identified their school needs and then of course you're aware that even starting from the end of last year to this Summer that there were some administrative changes in a is administrators looked at their data and made teacher changes and provide an appropriate support there in so I'm going to kind of just open it up to the to you guys to let you go to that that's just some of the highlights this is been out there for a while but but I just wanted to formally present that to you before I get to the college data are there any questions about District or school performance course I just want to say thank you for that report thank you for your presentation thank you for the statistical data you always make Saint John parent look good you know we will we're fortunate to have you and your staff and I are administrative staff St John Parish is blessed and fortunate to have you thank you thank you very much  any other board members into two schools that will work for me and one was garyville magnet which I know we have a new principal and I know what she's doing pretty good and Miss Brown at Fifth Ward but I think Miss cupid is over  that those two schools right is it possible you can get with her and have those two principles and Miss Cupid and come and bring forth the plane in January to the board and let us know what new ideas they're bringing to improve those scores at those schools did every school do that so there are a lot of changes that have occurred Wonder there in ministration and I'm sure that's not going to be a problem and I just got the approval from their evaluators what do that and get them on the agenda in January okay just very quickly if you turn to the third sheet about this time every year we getting College persistence data it says on the report card that 58% of our students go to college that is not something that's factored in however I want to let you know that as we look at the real numbers and we get real reports of student enrollment this third sheet shows you how many students actually enrolled in college which is slightly different and above with the actual district report card says and for East st. John High School what they do is they actually look up their student numbers and they find these students and they tell us what college they're attending and that they're actually enrolling cuz we know even you know you may have children of the family members you know they will fill out a lot of applications but until September when they actually sit in a seat you're not guaranteed that actually win so what the did you see hear or actual Warm Bodies in college classrooms and so 61% of East St John's class of 24 and again this date is a little bit late actually have to find them but over an average of the last three graduating classes with the exception of last year cuz I dated hasn't come in yet they averaged six 1% and then those students who don't immediately go to college by the end of the spring semester that was 68% so we gained another you know soon did you say you want to take a semester off you say that kind of scares me but we gained another 7 but look at the third bar after the second year they were able to find 74% of e st. John's graduating class in a college see if you think about 300 children in the graduating class that is over my goodness that's the math I did it earlier and I didn't write down the number but you think 75 * 3 tell me five at a 300 children we're sitting in a college classroom 2 years after they graduated isn't that amazing I think that's wonderful amazing but I also wanted to speak to you about the four thing we are offering dual enrollment classes and AP classes this is absolutely amazing in 2 years after they left High School 2% of those children had already earned a college degree after 3 years so that means they're saving a year of having to pay for college 10% of those kids so you know you know what Regional degree is four years 10% of those kids had already gotten their college degree and we're in the workforce and I know you guys like this data so that that that bottom piece is where East st. John high school students traditionally the top five colleges that he Saint John high school students typically attending please do this first Delgado second LSU Baton Rouge his third nipples is 4th and there was a tie for you LOL and Southern so they have the other play you know they're not as high of a percentage thing so that you know and you catch yourself on the back did you leave out Grambling State University set by accident so I just stopped it I was trying to be so I have to give those two high students to look at their data right after the fall semester 79% of those children were found in a college classroom at the end of the second spring semester 81% worth play after two years 4% it already earned their degree look at this percentage 12% of their students in he got in a college degree after 3 years of course there are top five or Southern Nichols South Central Louisiana Technical College Southeastern in River Parishes Community College just want to say we're all about getting our kids prepared for their future and whether it be a vocational school or whether it be a 4-year University with getting them there we get him in the seats and we're getting them for Soco St John Parish Empire College are you including Vo-Tech or  obviously we were our goal is to get them out and you really even try and get associates degree before their leave high school so that's what Shannon Smith is working on really hard the Junior and Senior year but currently yes that does involve to Union no it's a setting a degree so it's not just a certificate it's actual associate's degree or higher things on first I guess would it be possible to see what is the national or local average terminal studentclearinghouse company and so they provide the data to us cuz they actually go out and do the finding and they even go out of state which is something we don't access to but they do so it is a national company so I can work on looking into that and see if they can give me obviously they won't give me names but they can give me percentages and I will get it reason why I cuz I got in you not an argument was talking to one of my classmates and I was telling them about these numbers and it didn't realize it was that high so they will be good talking points for us also with the ones I know I guess we'll be just me being optimistic but if we can identify I know you those that going to go to a trade school and there was that mean I want to go to college if we can identify in that freshman year who may want to go to a four-year College we can start working on my tray where we can increase these numbers towards 100% of all graduates in college or university school at least by the end of the 10th grade year and that's what it's all about when I should making their Junior and Senior year more meaningful to what they want to do instead of saying that every is going to afford University getting the men right now and getting them credits when they're not paying for it by doing our dual enrollment with the vote the vocational school so that is happening as we speak okay thanks  thank you honey good job thank you I'm sorry I was already temperature to Trish please step up the mic she wants to recognize one of our Community Partners that is doing great things so miss Patricia Trish okay with act 3 now in the state of Louisiana we looking at a unified system of early childhood education which is from birth to 5 years old we are the lead agency now it's weird consider the St John the Baptist Parish Early Childhood Community Network last year was the first year that the state performance profiles on all of the Pre-K and toddler classes in the whole state of Louisiana I am proud to say let Terrence daycare was the highest scoring School in our whole District they actually outperform all the state averages in a numbers they outperform the state in what we call a motional support classroom organization and instructional support the Pre-K level the state also recognize when I was on a conference call with Jenna Conway who was the assistant superintendent of early childhood education that are Parish exceeded the toddler averages for the state Miss Green's School did the state and emotional and behavior support and engage support for learning they are doing an amazing job at Terrence with educate how many our students in our community and they are getting them our goal is to get our students kindergarten reading as a district will working on trying to increase are numb of students that are enrolling in preschool I would like to call Miss Palencia green up please and then she's going to be able to recognize her stab let's give her a big travel clock the plaques St John the Baptist Parish Early Childhood Community Network recognizes Terrance Child Care Center highest performance profile rating for the 2015 6 school year together we are achieving Excellence by raising the teaching and learning standards in our community and mr. George and mr. John olenick they United Way is giving our program a $6,000 Grant that's cop was with advertised in a community awareness so we appreciate you yeah and I will does that conclusion superintendence report yes a president Jones take your message George item five educational presentation and recognition of and by the board of Staff item 5 aim is to Kevin Georgia yes this is always my favorite time of year when we get to look at all of the the artwork that our students have of submitted for Christmas record contest every year we get a joy of looking at all of the creative artwork that I students have created so I'm here today. the first place winners in to get to give them to them a plaque commemorating their accomplishment on the plaque is actually a copy of their cord so they can remember this for the rest of their lives so at first is through first through fourth read category the Christmas card winner is from a fourth grader from LaPlace elementary school as mister Canyon Keller dr. Kelly shout Man Show an hour of V raise grade category a 7th grader from John L ory magnet school is JC Bernard and last but certainly not least in that 9 through 12 grade category a senior at East st. John High School Miss Jackson will make sure and get this to you seen John High School to present this to Miss Bonita give me some George and congratulations again to the Christmas cards winners next we have item 5B Miss Eric American United Way good evening  very excited to be here to visit our winners for the United Way campaign we started our campaign in one month in Rivera what is this year's st. John the Baptist Parish increase the United Way contributions by 20% through a very excited about that the one thing we did different this year we had a competition among the school's we decided to award the top three school to raise the most money and I'm very very to present the award to those schools which is LaPlace Elementary School West st. John Elementary School they raised $933 to contribute to United wait with the principal and or the United Way level committee how members please come forward to receive your plank  animus Miss Walker and asked if we have this many Franklin she is the United Way level tell me coordinator meaning make sure the money gets raised I was second place winner goes to the place elementary school the principal is Miss Patty Forsythe and the school ever coordinators is Miss Kathy Schaefer and she also said that she had a sidekick that helps her but she had to leave however we were who would like to principal and Miss ketchup please come forward to receive their plane $1,872 and I'll first place winner  go to West st. John High School principal dismissed lower Hills  and if level coordinator is Miss Dawn Cole and Elsa Miss Beverly Lewis it raised its holder of 2100 are you sure they didn't pull the money together nothing to do with this  right next we have a  a plague that I would like to present in this plague is there with we want to keep track of how much money we raise for United Way and I wanted for the Angels play to mr. George hoping that he will keep this on display in central list the plague on Western and every year not only what the not only what we raise at central office because this year central office which comprises of Transportation everybody that works at central office maintenance bus drivers who makes a total $4,000 in contributions and the Paris as the whole this year $1,304 and we are very very proud of that we also have a special presentation for mr. George like to think our superintendent for putting up with our questions and insistence on raising money for United Way in bugging him for that check is also a very strong contributor of United Way by the way thank you do a t-shirt that you can wear it proudly I know that uhm is Merrick and her team presented me with something but I really didn't do anything except to appoint her in charge of all the fundraising and so you know she did an excellent job I just want to say that you know we've we've increase the amount that we give to the United Way United Way of such an organization can I see mr. olenek I'll be remiss if I didn't ask him to come to the mike to ask him what his thoughts on on the giving of this Parish we do want to recognize raise him by giving him a token of our appreciation because any time we call on John and United wait finding assistance they are right there when we had a fire you know Eddie Saint John elementary school was out for a week you know we made a couple of calls and John was on top of that list and they were able to provide the funding to so that kids so their parents and have to worry about what they going to do with the kids while we got together I'm in a temporary housing together and they made sure that the payment was done so parents didn't have to pay a dime for about 7 or 8 days of daycare so I'd like to just present this St John the Baptist Parish School Board recognizes John old executive director CEO thank you for your standing patient and service to the St John United Way I bring you super Tender George the members of the board bring you greetings from the United Way Board  and thank the school district for us continuing and increasing support let there be no question that for us Haitian  one of our strongest portions of the United Way whether it's after school programs like scouting and full range or weather direct support for the early childhood education or are Dolly Parton imagination books that we've now has given out four and a half years 40 2000  children's books to Children Here in the parish  we can't do that except for the kind of support that we get from and we thank you for what you do our children and we just want you to know we are part Partners in education and the last part of United play a presentation it is this again is it to do is sign someone to be in charge to organize and the set everything up and it's a lot of work to make sure that all the employees that we have we have 900 we have 12 schools we have you know Central always maintenance department bus drivers and every sing in between and you know you know we have a team that kind of works together to make it all happen which is why we were able to raise as much money surpassing our mounts from previous years so a few of them could not be here today because of some previous commitments but you know I like to just recognize me light a homes is joycelyn Joseph and miss Monica Jackson and they work with and under the direction of Miss Eric America you what a token of our appreciation for making this work and for making sure that United Way is a big receiver of our contributions thank you so much really going to get them some pecans got something yes sir. Stacy's recognition of Grant recipients good evening lots of awards listen family we do have any family suffering in St John and so we need to see a prayer for them and I'll be donors or some more  thank you take the bunch of people to save lives it is my pleasure tonight to be able to recognize two outstanding Professionals in the special education department both of these on individuals have been awarded grants these are competitive grants on the grandson during their own time and they've been dedicated to St John the Baptist school system and their students for many years they do a lot to enrich the lives of the students always looking to be Collective Innovative in the classroom and really really just just happy to have them on our department the first person that we have turn the phone back now dumbest put that now for the adapted physical education department and that's known Cynthia Owens supervisor of that program and she's written on this to several times and was awarded on $10,000 and I'm to help fund community-based trips candles and supplies for students with special needs and just to afford opportunities for students to go out into the environment and Community Based on outings looking for a few minutes if she wants to say a few things about some of the experiences I've had they had wonderful what is been very positive for okay so I just want to start by recognizing Valero and they're all of their contractors because without them it wouldn't be possible that's where the funds come from for the children's charity on Grant and they award this money too musicians that improve the lives of children with special needs so we are very privileged honored like to have received it so many times ling cod recipes already said we use the money to go out and the community and our community and surrounding parishes to do motor activities Leisure things for some of my students who otherwise may not be afforded these the chances to do that we we go to many different venues we try to pick new place is for example we go to kids sports we take them bowling we've done laser tag the skating ring the kids enjoying it it's just experience for them we also use the funds to pay for our motor Extravaganza at the end of the year I special ed on Big Field a big send-off event and I'm also for equipment so like I said we are very grateful for receiving  thank you next we have elements on Burnet in your purse the son of Amber's was awarded a $1,000 Grant from her Professional Organization and again that's you know it's language Pathologists and audiologists is it going to rain in our department she started in the school so let's give her an opportunity to Share the Fun  thank you mr. Jones CJ's for absent guess one abstention for episode one at Martian passes Miss Nadia Mitchell can you please come to the mic ma'am and introduce yourself and tell us tell me about yourself man please first of all I'm thankful to God to this board to my parents and my family my mom my mom my daddy together to come up with I am great because of who they are I am great because of bringing in some John the Baptist that make me great uncle's here mistress who happened to be one of my principles when I worked in St John the Baptist Parish I was actually working on my Master's in administration and kind of work the mystery so Trish  again I am a product of the same John the Baptist schools I started in St John Parish in 4th grade can my 4th grade teacher made an impact on me and I am an educator because of her her name was Lady a bad deal at Woodland School and I am here as an educator because I came in and I was a little deficient and she stayed after school with every single day for free to make sure that I was on task so immediate at the fourth grade knew I wanted to be a teacher talked for a little while and then realized it wasn't enough students that I was impact and so I decided to get my Master's and become an administrator so impact hundreds of students instead of just my 25 in my class  I've had the opportunity to work at some of the best schools and some of the worst schools in the country I've been in alternative school principal and I've been in schools that are high performance I've seen both gambits of what we experienced in all parishes not just st. John the Baptist Parish I am a proud parent of a st. John the Baptist Parish Public School student that makes me proud for a long time I like the confidence but I am proud to say that Asana 10 school in St John the Baptist parish and we are Abby district and growing I'm excited to be a part of this board that's driving to not only lead Paris believe the state in excellence because it doesn't stop here the world will know about St John the Baptist parish and my seat on the board I will make sure that any part of that so this is definitely an opportunity for me again I'm excited to serve and represent District in mr. Would this 100 million dollar investment will they property and taxes increase so I think that's a question that whoever says that property need to answer because we're this 100 made out of Desmet seemed like the property taxes should go up and if we would have got our fair share of taxes sit at for my last time I don't think we should have the text to Residence st.
