guys having us good to see you again uh from December I believe we spoke first so that's the overview of the grand scheme of what they're working on for geryville so I'll talk to you specifically about what the plans are for the school if we're able to to get it look at my Graphics y'all that's the extent of uh okay the rest of it's boring so so anyway just about River Parish Community Theater and I'll again I'm going to go through it stop me at any point um originally formed in 19 1987 as St James Community Theater uh and they performed for uh until 2008 and they kind of stopped because they were running they didn't have a place to perform and uh all they did was a Christmas every other year at the St John theater we revitalized it in 2015 uh it started doing summer musicals and a couple of other shows uh and in 2017 because we were doing things here at St Peter's school and because we were raising money to be spent in St John P Parish we rebranded as River Parish Community Theater also because we were drawing people from Ascension St James St Charles uh even Jefferson Parish um and then we established a headquarters in reserve Reserve telephone company allowed us to use the old building on West 4th in 2019 and when they saw the amount of work we put into it they gave us the building in 2020 they were looking to get rid of it and they gave it to us uh to use as our headquarters and right now we use it for meeting space and it's actually it's it's full we've been able to fill it with technical things with set pieces got a whole huge costume room it's it's really pretty nice to see from what we inherited to what we have primary space as I mentioned St Peter school we get the building when they let out of school when they let out we take the keys and we start working on our big summer show we build out the entire stage the walls of the gym everything to make it a real theater we use the school Lobby for ticket sales we use the cafeteria for the lobby and the classrooms for dressing rooms so we we really truly taken something from scratch and we rebuild a theater every year we partner with St Peter by they do all the concessions and we the first year we said look we don't have money to pay you but we'll be happy to give you 25% of anything we make that may be zero but we'll do it and thankfully it's been successful every year it's been a good 10 year run uh as I mentioned we had no money we borrowed money money for the 2015 show we raised money by introducing different types of fundraising over the next 5 years as I mentioned we had acquired the RTC building and a bunch of things to go in it and it's been through building relationships with Community um we have a great um Patron group that we call the gems that's people like Friends of the theater right they buy old membership and we give them benefits to the theater 1 thing that I'm I'm very proud of it's worth noting is that last line that we are 100% self-funded we have no government funding we have no recurring Revenue stream every year we start knowing that we're going into it with zero and we have to raise the money to put on a show for that year or anything else that we do um Community investment I'm I'm going to go through all this stuff but we are very involved in the community we make donations we support the schools the biggest thing that I'm most proud of is the last line again we're introducing this year and a River Parish Community Theater scholarship for uh uh student who wants to pursue Performing Arts in college because you just don't see that I mean you see kids go and play ball here or academic scholarships but nobody really supports the Arts uh and for the next level so um that that's another another um effort I guess to get closer to the community so leading us to this uh to this discussion is our you know our performance venue because we perform at a functioning School its limitations on access to the facility as well as when we can even get in and when we have to be out when we close our summer show this year is July 26th July 27th it has to be back to where we inherited so 2 2 and a half months of work have to be gone in about 8 or 9 hours so it's it's a challenge currently to offer any workshops or any classes we have to find a space and it's almost impossible to get something on a regular basis and there really are no as I mentioned in December there's no truth Performing Arts Center for residents of the River Parish just to have easy access to the benefits of an expanded offering would be again to create a space dedicated to the to the Arts more opportunities for people to participate in not only our summer show but other other things but then more importantly uh to offer workshops to cultivate people's talents or to to to Really you know water the seeds of interest that they have and maybe something else maybe they have an interest in being on stage or backstage or construction or something else uh and then also it gives us another uh chance to assist the Local School drama and music programs by hosting a family conducive uh environment for their concerts recitals or whatever they they're they're putting on uh again we can uh offer more things on an introductory level for kids for young kids who maybe they they don't even know what you know stage writer stage left is I know it took me 3 years to get it down pat because it's opposite of what you might think it is but and I don't know why they do that but um it just gives us a place to offer more and I keep hitting on that same theme but that's what this is all about uh and then increased ability to teach the non-performing side not everybody can sing dance and act but somebody's got to build set somebody's got to paint it somebody's got to be able to run the lights somebody's got to be able to run the soundboard and maybe people have an interest in that but nobody's teaching that I'm not going to go through this that's a very basic proposed calendar of what we could do if we had a full-time and that's just what River Parish Community Theater would put on in sponsor that's not counting what other groups would come in and take advantage of the building uh to use basically what we do this is what we inherit every summer whenever St Peter's school lets out this is what we walk into and this is what we put on that's the same exact space taken from the same spot so show you that again because I'm very I'm pressed by it every time I look at it we get we get this and we turn it into this and that's tough for a community theater to do so what the community gives back to us validation fuel encouragement and support we've been voted best of the reverse parishes for 4 consecutive years as long as liberators had it we've won it for being the best local theater the best family entertainment um a couple other categories but we're very proud of it we intend to continue putting that same quality out so the proposed project why everybody sat here and listened to all of that stuff what we'd like to be able to offer and again it's going to have to come out in phases but Phase 1 is again the educational on stage for youth team adults voice acting dancing instrumental music classes and then offstage for people who maybe don't want to perform for teens and adults you don't want to really put Power Tools in a 8 year old's hand but uh lighting set design Sound Engineering paint meaning construction and house management somebody I mean it's a business so somebody has to to know hey we got to order a dumpster we got to order tickets we got to order concessions we got to do all these things that's in front of house management and it's peace meal every year we have to find volunteers to do that but if we can start teaching people it's going to teach them responsibility and teach them how to do it the instruction types would be 2 workshops for short instructional offerings that would might be 1 or 2 days on a week in or maybe 2 consecutive Saturdays on short bursts for things and then the more important thing the long the big picture what's going to pay for the second phase of the project is classes for extended detailed arts-based instruction that's going to be maybe 12 weeks 2 hours a night twice a week and we're going to teach voice acting whatever it is um eventually and I put potential educational credits because I don't know how it works but I've been told several times that if we can work with the school systems and have the right people instructing and give the right content maybe it would qualify for school credits for some of these people and then we can be open a little bit uh more to funding Educational Funding would would come in because people want to invest in it uh just a side note we have 8 current or former professional teachers on our board with about close to 200 years of teaching experience um that's half our board is made up of people who have spent their life in the classroom so this makes perfect sense and they're they're itching to get their hands on this thing recreational and entertainment offerings outside of what we do as I mentioned there's the whole big opportunity for other things to happen concert series things that are based on education things that are just for your enjoyment and we also want to have local performers have a chance they put their time in the to hone their craft and we want them to have a place to to show off what they can do and then culture-based exhibitions either arts-based crafts and handiwork historical education about the region or just about different communities local customs and traditions it gives us a place to have those kind of offer as well uh opportunities for local residents there are no performing art centers offering this type of instruction between downtown New Orleans which is Noah and Baton Rouge Sports is not for everyone and kids and teens need an outlet for creativity and a potential to foster a passion and then the Arts again as I mentioned in December we all know you guys know better than I do how much your curriculum can get attacked and cut by budget cuts the Arts was severely underfunded and it makes a real challenge for the schools to provide anything other than a base level introduction to some of the Arts programs uh and again I mentioned Noah getting to know our other schools like that is hard for people that have to work to get your kid to downtown New Orleans or the Baton Rouge to take advantage of of classes like this so we want to be something that can at least we're not going to be Noah and we know that but we at least want to offer an opportunity for kids to find is is something I want to pursue and am I serious about it so their parents can make the commitment to get them into other schools corporate Partnerships and this is important but we've already spoken to some of our corporate neighbors um not every family can pay for extra things whether that's sports or things like this outside of regular tuition or regular school expenses we've already talked to several of our corporate neighbors who are going to be offering grants or gifts that would be used to give scholarships to kids who can't afford to pay um evaluations to pay are going to be made when somebody signs up and again our goal is that no child teen or adult would be denied an opportunity to participate because of financial reasons if they have an interest in doing it we're going to find somebody that's going to pay the fees that's going to cover the cost of giving them the opportunity this is and I apologize this is the best I had but this is the footprint of garyville Elementary as it stands uh the bottom is the entrance you have 8 classrooms a couple of offices when you go to the back part on the right side is the auditorium on the left side is the cafeteria and then the kitchens in the back this is our initial pass what is what we want to turn it into So eventually uh the 2 interior classrooms towards the the north we would take the walls out and make that more of a Lobby um the 2 classrooms on the back wall again to the side would of sliding doors if we needed overflow for bigger events the 4 classrooms across the front will always be instruction classrooms we're going to you know make a little concession area a ticket window and office Phase 2 which is what really costs you know the money and that's why we're hoping we can establish something with the educational part first in the front of the building and then use that to raise the money we would basically gut the current Auditorium and the cafeteria and make all that area the new Auditorium everything thing behind that is new construction it would be the stage area of the Wings and the dressing rooms um and then to uh restrooms as you can see on the on the left so that's that's the big picture on what we want to turn it into so just for reference on the left you see what it it currently is on the right that's the proposed use um for what we have for the building and that's that's about it for for what we have for tonight so I encourage any questions um again I know I went through it quickly but I wanted to respect your time any questions I'm happy to answer okay board members any questions or comments Mr Burrell yes the cost of insurance and the uh groundskeeping yeah so we met with an attorney this morning and showed him an example of a lease with a couple of uh this was our our bullet points to him a we want the school board to have zero dollar investment um from when we take it over so that means we're going to pay utilities we're going to pay upkeep basic maintenance we will have to talk about things like the HVAC and the roof and just make sure everything's in good order before we get in we don't want to get in and then the AC goes down the next week and then we got to figure that out but um as far as the insurance goes what we would like to propose uh because you guys have so many facilities that to ensure we'd like to see if we could work it into the lease that you get the insurance but we pay the difference between what garyville cost you to have and not to have so we would pay 100% of what it cost to insure it but if we could get it through your policy it would just make it more affordable anybody else into um what that cost might be and like so it's clear when y'all get ready to talk about the negotiations it's going to go through Administration but I just wanted it to be clear what that cost would be so that the board isn't going to have to cover any cost sure uh good evening members of the board and everyone so currently for this particular building the district currently has uh 2,536,000 worth of property insurance on it and 12,700 dollars worth of contents insurance on the contents the annual premium for the property insurance or for the insurance period is 27204 which includes tax as well as there is a flood insurance premium of 65622 that total is 33,736 and I just want to make I and I guess any proposal would have to come before the full board sure but I'm going to ask Dr Perry and Mr Miller unless board members have any other questions to talk to bring to us what the actual final proposal would be in terms of contract of of of a lease if they oh yeah so we could we could yeah we could sit down and and take a look at that yeah similarly got a quick question yes sir you said we paying 6,700 on flood insurance 6,562 annually for flood insurance for that building because that that building is elevated and is in a no flood zone and we're paying that much for flood insurance yes sir I think we might have to look at that on a on a a different level but okay okay I got a question Mr Mamou yeah um I guess my question is in regards to uh the partnership with the schools um are you guys going to be um I guess partnering with the public schools as far as how we can maybe um create some type of feeder for the kids in systems will be a part of the program um I guess that's what most were my questions a lot yet um I don't know is this song is that on I don't know how it would exactly work but yeah we would be very interested in partnering with you because that's where the that's where it needs to come from yeah um because I mentioned how hard it would be to get to know but even kids from St James and St Charles would have a hard time sometimes getting to garyville so it needs to be St John based first and again we recognize that the number number of kids in public school dwarfs the number of kids in private school so we we need to partner with you to find a feeder system to get kids involved yes so Dr Perry um when you guys start your your negotiations I just think it's important that we make sure we have um so something in place um to make sure we collaborating with our schools kids in the public schools to um be a part of the program if if if the schools have arts-based teachers yeah band teachers music teachers drama teachers yeah we want them to come be part of that cool yeah I was doing this there's no face you got I don't want to be a case where we we kind of get left out so I want to make sure that we kind of have those conversations up for him um absolutely you know um as you talk about this what's the value of that building Mr Miller we don't have the current value of it it is a part of the um evaluations that will be happening over the next month we do have a date for uh the appraisals to begin to start happening which starting on the week of the 11th of March and so we do anticipate getting a an updated evaluation after that that would be my only my thought process is we're trying to we're trying to consolidate and we're trying to cut costs you know and I don't know that we have the bank account to be able to just lease it for a dollar or 2 dollars or what have you when we could possibly see how much it costs and sell it I mean I that that should be on a something that we think about I mean I I I'm all for it but I just wonder if we have the capacity right now to do that any miss Lynn uh Miss vickner I hear you and that was my concern a couple months ago when the church came and we voted to allow them to have it this is something that is going to benefit our students and our staff and our teachers and potentially be a feeder not that the church isn't but I think we also need if we had a mindset a couple months ago I think that we need to consider that in this or in this instance as well and I I just want if I can add 1 Thing the information that we shared about the insurance currently people who lease from us just clarify this for me if you will Mr Miller the people who currently we are leasing we are not we are the board has been covering that property and flood insurance correct yes ma'am that's correct typically we just asked them to have renter's insurance right yeah but but I think this is where we can potentially sort of change the picture of how we do it so it the first there's no cost to the board but I I think what Mr Mamou was saying is in this particular case there's a chance because I think we need to to be honest we need to add art and music and theater abilities if our students are able to access it I think that's part of what needs to be looked into I agree with that I I think having a specific percentage allocated to St John's students and your enrollment of your programs and if it's not filled that's fine but at least there's a set percentage for them and you have a deadline for our students and if once that deadline passes of course you can open it up to the public but I like that idea Mr Mamou Miss Holden I was going to say that's what need to be negotiated between Administration as far as to the benefit of our public school kids look I'd love to see here and tell you uh but I do know that if we had a space we could make it available to more kids not only St John Parish Public School children and maybe we bring people in money here too so we have no problem working on details like that and I did I appreciate your comment um but I do want to remind you that this is this if anything it's not going to be Revenue 2 for the school board but at least relieve you of some current financial responsibility we're going to take over the insurance at least going to be able to stop spending money on it allowed to move and in the lease we did also led the attorney know that stop doing this thing obviously you get the building back with Miss friselle and you might have said that perhaps I missed it what when would you want um ideally at least to start so it's going to take a little bit of time I'm sure I know you guys have a lot of stuff in there um still and they would need to be inspection to make sure what's operational and what's not and then you know we got to get um got to get the lease drawn up so I'm thinking probably wouldn't be able to happen until maybe sometime in the summer I'd be surprised if it moved that quickly but we're flexible again because we can always start working with cleaning it up until we're ready that way in the fall we could start our classes with when school starts yeah and I'm definitely in agreement um with what some of the other board members mentioned about if a certain percentage of our public school students had the opportunity to go in first I know that we have some incredible under appreciated art music uh all of those things tapping in our schools so I I I personally think it's a a wonderful opportunity for the students of our district to be able to have something closer to home that can help give them a creative Outlet hopefully help with some of the um issues that happened in the summer because they don't have enough to do or don't have anything that they're passionate about I'm available to them so um I absolutely loved the idea and hope that we can um make something work outside out on the insurance and the the cost and all the leases to be with the joint venture group that we have 1 we're ready to earmark 100,000 aside to make sure it's all covered there's no question where is the money coming from next month that kind of thing part of it we are prepared to deal with now okay Mr Miller did just 1 thing in a response to the timeline we do have to keep in mind that there is currently District property in this building we would have to complete a comprehensive inventory and then we would have to bring before the board for decisions on Surplus and disposition those items which will take a significant amount of time okay thank for your presentation uh we will have Administration work with you um what to present to the full board for action thanks again for having us um if it doesn't work here you know we're going to still try to do this somewhere but I think that this is a good fit saves a historic building in an area that needs action and it us an outlet for kids that need something to do so we're looking forward to it thank you thank you okay um item number 4 uh public comment Miss Sherry Johnson or Miss Sheree Johnson a presentation from River Parishes alumnae chapter of Delta Sigma Theta sorority Miss Sheree is it Sheree or Sherry Sheree Sheree all right is this is this what the 1 working all right um what happened to the I got Mike working is this the mic that's working yeah it's working okay good evening and thank you all for uh having us um superintendent Perry and um president sham and the members of the school board uh we are River Parishes alumnae chapter of Delta Sigma data sorority Incorporated I am the first vice president of the chapter Sheree Johnson and I bring you greetings on behalf of Dr Bonita Chapman our president who could not be with us tonight as well as our executive committee EX executive board and members of our chapter I want to start by thanking our social action chair and co-chair Miss uh Danny Moses and miss Connie Jackson Who uh scheduled and set this up for us to come tonight and um I'll go ahead and get started with our um our presentation I am trying to advance it thank you so I want to start tonight by saying a little bit about who we are globally as well as who we are locally talk about a couple of a few of our programs that are geared toward our youth in the area and then um why it would be best for us to you know partner on different um programs and and projects okay all right so Delta Sigma Theta sorority Incorporated was founded 112 years ago on the campus of Howard University by 22 women um we were rooted in Hood scholarship service and social action and what guides Us in terms of how we serve our community is what we call a 5-point programmatic Thrust which includes Economic Development International awareness and involvement physical and mental Health political awareness and involvement and structure for tonight's uh discussion also educational development locally um our chapter was chartered on March 23rd 2013 we service 3 parishes including um St John the Baptist parish and what we um in terms of our educational development programs for our youth I wanted to cover uh 4 programs that we have our read Across America uh youth initiatives our scholarship program as well as our youth Mental Health First Aid so as soon as tomorrow we will be visiting St John Elementary School we've been doing that for the last few years um annually we collect over 100 books and we present those books to the students as it on a day of Engagement we go and reread those books to the students and then we also um complete a few craft projects that are centered around the books that we've read and our goal of course is to promote literacy at an early age our youth initiatives are stem from a our National program uh we have 3 uh parts to our youth initiatives the first part being our Dr Betty shabaz Delta Academy which is geared toward girls ages 11 through 14 um our Dr Gene El Nobel Delta gems program is uh centered around our high school girls ages 14 through 18 and we've had some students who have started with us in Delta Academy and then as they age they've gone into our Delta gyms program and then our program that is centered towards our young men is the embodied program our empowering males to build opportunities developing Independence and so these programs we have we follow a curriculum that covers uh stem uh education we talk about health and hygiene self-esteem cultural awareness and just uh study skills those are some of the things that we cover during our time um with the students you all are in our schools already so we with these 3 so we're not not directly in the schools we um what we do is we advertise publicly for um parents to sign their children up and we we meet in different areas um across our service um point to make sure that we are able to meet with them and it's 1 Saturday out of the month um what we would like to do is make sure that we have some type of partnership where we can come into um the schools on a regular basis and work with the how many kids y'all have in each right now we we are averaging between 8 and 10 kids so it's a small group right now so next is our scholarship program so we offer 6 Scholarships in total 3 scholarship ships go towards high school students who are going into a college or university and they went they earned uh 750 dollars each uh based on that uh application and then for any students who want to go into Community College trade school or Vocational School uh they are in a a scholarship of 500 dollars and uh our current application period is open however it does close on this coming Sunday um March 2nd and um lastly I just wanted to briefly cover our youth Mental Health First Aid um Delta Sigma Theta has a scholarship and standards uh committee and we received a grant to offer youth Mental Health First Aid from the National Council of mental well-being and so what we've done is across our service areas we have um provided this training and have certified 50 adults um in this meth instead of youth youth Mental Health First Aid so what does that mean that basically says that these adults are informed about um common mental health concerns amongst the youth they uh they are knowledgeable about these Pro these concerns and then they also know how to recognize signs and symptoms of this mental health and substance abuse uh problems that are in Youth and then it teaches a action plan to help a youth who may be facing that mental health problem or crisis and so with they do from that point is it's not so much certifying them to directly Council but they know exactly what steps to take to connect that youth with the resources that they need so lastly everyone I wanted to uh go over why partner with us so what I did here is I took I looked at what the mission of St John and Baptist Parish schools and the objectives of Delta's youth programs and I looked at some of those similar words that um that show how we align we all want the best for our students um meeting their educational needs um helping them to um to provide community service and learn Within Community providing different opportunities of learning uh making sure that they are set for the future um and that they understand how to goal set and plan um for their uh future and their education and so that is really all we have for you all this evening we just wanted to introduce ourselves let you all know that we are a resource here in the community and that um you can definitely contact us um and we definitely want to continue our our begin a partnership to where we can have direct access to our youth and work with them we do go through um various trainings the risk management training where we um make sure that we are equipped to work with uh with youth we all go through background check and everything to make sure that we are clear to work with the youth in our uh service areas thank you so much for your presentation board members yes I just wanted to um tell you that the best way to get these kids is to set up a table and have all these be beautiful ladies at lunch at the high school like because yeah and they they'll come by and they'll ask questions and you know they might not know about yeah some of the offerings but if you if you go especially if you feel Freedom okay they they they yeah but um that that thank you so much for your service to our community thank you all so much for having us this evening and if you all come on stand up any any other members have any questions all right y'all are welcome to come up yes please feed off a witness Trish justice so what we do I'm I'm sorry I'm Danny Moses social action chair what we do now is when we go into register to vote we go to a table so that's a great idea for if we want to sign people up for our other programs is contact the principles and see if it's okay for us to come into into the schools I also wanted to just um make a quick note uh thanks to Kiana Keller for getting in touch with uh Sean and Dr Shrum for bringing us here tonight thank you y'all thank you very much great presentation thank you thank you oh wait we have Miss friselle do any of your do any of your programs lead into 1 on 1-on-1 mentorship um opportunities for um young ladies on you know next step of career path and and college and and you know like sophomores juniors seniors do any of those programs lead into having a mentor yes absolutely so that is kind of the premise of the programs is that the members of our chapter are are the leaders of these uh these different programs and so we're able to to talk to them and guide them and provide them they actually follow a curriculum um that we're able to kind of track them as well to see um how they're doing they participate in different um types of um events or programs like let's say it's stem Saturday so we have um we'll have a guest speaker or our instructor or we will have the kids ourselves to go over the um the particular project and we talked to them about maybe their interest in these types of careers and what path they to reach these types of careers and making sure that they have those resources thank you um scholarship yes yes thank you yeah we try to be at Wesley yeah that's nice yes and the books that's wonderful yes Miss Kelly going to make sure that yes absolutely absolutely thank you all so much great great having community support thank you all so much what was that I don't I don't know what we're doing well my wife my wife um all right we're going to move to item number number 5 uh public comment Dr Clio Perry and the administrative team discussion and recommendation for John Lori's student relocation versus facility upgrade public comment uh Robert Russell you need the address I I couldn't remember from last time actually I wasn't planning on getting up and saying anything but I figured hey I'm here so I might as well uh had a great conversation Miss Miss shum uh this last week and um I think I just wanted to kind of just uh Echo some of the things I told you that the whole board uh as a parent of a worry kids uh you know I like the idea of the Arts I actually really excited about some of the stuff they were talking about doing in garyville I'm living garyville and 1 of my daughters loves the Arts so that'd be great um but as far as the art stuff happening there used to be a lot more happening at ory uh I don't think that's really a secret uh it's kind of a letdown as a parent especially with a daughter who really likes doing the plays and stuff like that um but all of that being said my the most important thing for me as a parent from orian and I want to just communicate this out because I know I'm not alone in the community here uh is is that you have a school where its performance driven and that that's that isn't a worry that's not um grades from my understanding but this performance Behavior Uh expectations for you know arriving on time and stuff like that um very important as a parent as you can imagine I want to send my kids to a school that's safe whether in a good environment I want to send them to a school where they're challenged by their peers to do even better academically uh and I feel like that's something that happens at story so whatever the decision is that the board arrives to uh just want to encourage you know let's keep that in some form of fashion um Miss sham said what what would you what would you say what would you suggest and I'm like and I I don't have enough information I really don't uh I do agree our Parish we have to change I mean our biggest con here um I work in the port and I see people all the time get a job and the first thing to do is leave and they'll say it's flooding uh that's an easy 1 that's an easy thing to go to uh but you know if there's Levy gets built in and it works then uh what what are we left with well we're left with the schools something needs to change we need to have successful schools and I think we have the opportunity to do that uh I think right now you'll have some some great opportunity with the people on this board to make serious changes I don't know what that looks like uh but I would I'm excited to see that happen uh I would I would really like to see what it works at ory be brought to whatever that looks like so that means you know the magnets the Arts that get combined in a location as a parent I really don't care I just want my kids to go to a they have opportunity yes but number 1 they're safe they're in a place that encourages good performance and good behavior and I think uh I think a lot of other parents feel the same way so thank you thank you public comment closed all right Mr Dr Perry okay uh can you change the slide um reset first I want to Echo Miss um Mr Russell's sentiments um definitely this Administration um focus on safety academics uh definitely there's some challenges that are that we Face we are faced with with JLo um so first I'm going to start with the recommendation and then I'm going to allow Mr Miller to uh present us uh part of this item says recommendation and uh versus facility upgrades I want to uh bring to the board the upgrades cost for JLo and then we can put that into perspective um based on timing right now uh for um a possibility of move right now I think the recommendation moving forward this uh school year would be to allow JLo to remain at its current location um pending more discussions from the street uh the planning committee and um but before we get into that piece I'm going to just allow Mr Miller to come up and just kind of talk through this slide about the numbers um that would cost to either bring the site to uh fruition or uh the pleasure of the board if is to do something else all right all right good evening once again board members so uh I have this segmented out essentially in 4 different sections and so we'll work through this so on the top uh left we see the normal operating expenses for Danielle Lori for the school year uh 2024 to 2025 is budgeted at 224,127 um out of that year to date we have spent approximately about 12,000 dollars in maintenance repairs and about 10,000 in maintenance supplies if we look at that that is year to date so that is through February if we look at that as opposed to the previous school year 2324 uh for that year we spent uh 26,200 in maintenance repairs 11,900 or close to 12,000 in maintenance supplies so for a total of right around 37,000 I think that that is important to understand what it looks like from a maintenance standpoint and what we are spending on uh this particular site so you can have that information also we do have a bond allocation of 6.8 million so far about 8,000 of that has been committed but what we do have that is coming is 3.2 million in HVAC work that is planned for uh the John Lurie site as well as 1 million which was allocated for uh we would just call it traffic and parking so carpool uh working on a pavilion potentially after we did the traffic study for bus arrivals and all of those things about 500,000 for the Performing Arts Auditorium uh between 500,000 and a million for a security upgrades uh approximately 300,000 for a playground and then around 500,044 maintenance this is already what is allocated in the bond project all right um so that's that if we go to the top right what we still know that we need as far as upgrades grades is obviously we need about 3.3 million for HVAC installation that includes everything all in to get the HVAC upgrades in um I've estimated somewhere between depending on the the quality of the playground uh somewhere between 100 and 120,000 for a playground uh about 7 uh 50,000 is what we're allocating for what we would call traffic flow upgrades 1 of the biggest um pain points for our community as it relates to school traffic all of that is January we get more calls about that uh the Sheriff's Office so this is not this is not simply just the road this is looking at other Alternatives and other options for that and I have some of those listed uh 1 that was suggested after we do the traffic study and realize that we couldn't necessarily or that the road was not a viable option was to 1 install call a metal awning for the buses where they currently come in so that as students are as we have a system where students are unloading and loading on the buses that they would not potentially be in the rain also Drive widening the drive lane in front of the school as well as doing some things to be able to have a carpool staging area whether that is uh partnering with the company or the business that is no longer uh doing business are open next door or also looking at the footprint that we have in doing some things that we could do with Paving or redoing uh the front of the school and all those things so these are things that we know that are needed so just using using um the average material costs and labor costs for 2025 uh I have put together a total so 3.3 million for HVAC 200,000 and that is a high-end approximation for a playground 750,000 for a uh for we would just call it traffic flow upgrades then 1.2 million for additional work that's needed which gives us a total of 5.5 million 5,525,000 for this school so that there is understanding when we're talking about the additional work needed that we have um essentially estimated 1.2 million in the blue I have uh put that detail there so first of all if we go to the school we know that if we're going to install a new HVAC system we have to make sure that the building is insulated properly 1 of the things we have to do to make sure that happens is we've got to replace really every window and every window frame in that building so if we approximate there are 100 to 150 uh windows in that building that need to be replaced there's approximate cost their estimated somewhere between 100,000 on the low end 375,000 on the high-end based off of material and all those things that we would use installing a an elevator an 88 compliant lift in the building estimation of that cost somewhere between 70 500 to 15,000 uh some of the structural modifications that would need to happen electrical work also you know you have permit costs somewhere between 25 50000 um and so with that just for installing the elevator somewhere between somewhere between 120,000 then other 88 compliance things that we have to do so widening doorways if we need to do that to be able to allow for access the signings that is needed handrails except able restrooms all of those things we can estimate low end about 100,000 and high in about 300,000 depending on the extent of those modifications parking lot construction again we know that parking is a concern or has been a main point for the staff as well as visitors so this is approximating about a 40 vehicle parking lot and where we are uh or where I would say that we have the opportunity to do this is right in the front of the school where it kind of right in front of where the flag Polly is Paving part of that area that that grassy area is and all of that so approximately 100 to 180,000 for that and then all the soft costs that come along with that well you can estimate with construction you will have costs permits and all the things that you would have to do between 75,000 and 200,000 so on the low end for these particular upgrades uh we're looking at 47500 on the high-end 1.2 million the reason why I put the high-end on there is obviously I want you all to have all the information but also understand that this could cost upwards of 1.25 million just for the 5 things that are listed below question okay um I see with the auditorium so that included as well in in in this total or no not not in the 1.25 million that is already in the body allocation so the blue is stuff that isn't necessarily included included in the bond allocation so you that's why you got to kind of look at it separately so that 5 that 5 million is that yeah everything that is everything with the high-end valuation for and that includes the uh that includes auditor okay that part yeah okay so we just want to ask Mr Miller to share this because I think that it puts the ball back into the boards Court uh as to uh how do you want to move with JLo um do you do you want to use the money need to uh renovate our fix the building back to scale the code or you want to look at other options for this building and this money I think I'm sorry I'm sorry well who uh you are Mr while let's go first yes okay Mr Wallace Mr Miller you mentioned about the building next door uh that we look at the cost of that and what uh the plans are if we do look at it yes sir I um have visited with the be at a meeting with um the agent who is listing that building I've also walked into the building um 2 of the building it is essentially just a wide open building at this point I don't think that for what we are looking at and you all can correct me if I'm wrong here there's really any value in the building for us the value is the space that we could use um to be able to solve our traffic flow issues or to address our traffic flow issues right now there's a pretty small parking lot in the front you could probably realistically fit 15 vehicles in the front with the building standing so if we were to look at purchasing the building which uh I don't have the cost right off the top of my head but I we I tell you what that cost was it was right around 800,000 yeah right around 100,000 what they were asking for to purchase to lease is really a non-star harder in my opinion because it wouldn't be uh the best use of the board's funds or the district's funds so the value would be in paying to purchase the building knocking it down and then expanding parking that way Mr Miller quick question on the original Bond project what was the allocated amount for the um study and traffic blow upgrades I don't know off the top of my head because uh based on the traffic flow up upgrades it wouldn't cost that much to alleviate um the traffic problems based on what upgrades on putting the road behind the building this study that was done it would not cause um 750,000 dollars so that study was essentially either you put the row back there which we determined was not feasible or continue with the process that we're currently using which is a process you know that was formulated by several Administration members of administration at the school all that kind of stuff what this is talking about is an option where we are now looking to get those carpool uh cars that are staged not only on the main road there but also staging in the neighborhood across the street get those off the road and providing an option where we can have a staging area for them we have looked at options as I guess deepest working with the VFW across the street to have card state is there to evaluate in the property next door to have car stays there so the goal is to not have a process where we have members of the staff going into the road and directing traffic and stopping cars along with the sheriff's detail and cars lined up along the street which we know our neighbors have continued to be dissatisfied with and provide an option for those cars to be staged somewhere where it's not as much of a traffic flow issue that that's where that estimated cost okay and I'm not talking about uh administrators but uh do you have a copy of the study that was done I do have a copy of the study uh uh and do you know what was the recommendations where they said that it wouldn't because it was presented at LNF yes recommendation yes sir that's what I'm saying you said it would be way cheaper um they could do some things that would alleviate the um the and the um so that is that is the alleviation part but a lot of that if you recall still includes either staging those cards on the main Highway on the Main Street there or having those cards staged in the neighborhood on the street of the neighborhood across the street and part of that recommendation was instead of them parking on 1 side of the road park on the other because we had gotten complaints about emergency vehicles that you can get through our homeowners not being able to get through in all of that so that's where the recommendation was what this does is gives us the opportunity to get them off of the roads all to get off the public roads all together and how but and based on that study how much did it cost I can't remember off the top of my head I'll pull up and that's all I'm saying if we paid some uh a company to go out and do a study and say how can we alleviate the traffic flow at the came back made a recommendation said that it would be much cheaper so why do do we continue to pay experts to do something and then turn around throw it in trash can and do something totally different that's not a question that I can answer Mr burrow yes okay um if you can um Dr Perry can we get a be of uh the option 1 and possibly if you can uh put your hands on it Mr Miller that um assessment that was done on the traffic study if that could be presented to the board also you can work on that is Trish I don't know how long we're going to talk and talk and talk about this um it seems to me like this should have been number 5 instead of just talking about how cost to open John LR it should have said you know what's the comparison of moving John and Laura students to garyville magnet what would be the cost of renovating that building and then wasn't 1 of the options of moving registration to John or I think there's other options we haven't got this is just Option 1 right we voted on 1 2 3 and 4 now we're back to single bullets I mean if we move uh central office to John or we have to pay for that anyway that what the Strategic committee recommended you wouldn't you would have to pay for certain things so you wouldn't write wouldn't it wouldn't have to be that whole cost because if it was a school board you wouldn't have to have the gym and I mean the cap the the the you wouldn't have to have the theater and you wouldn't have to have the right so what about like if if we were to by and make 1 big beautiful stem school in St John Parish how much would that cost be to move to John and Lori students in Garland I think what I'm trying to say is part of this there's we have those things are in the rest of this presentation today so right now he's on Option 1 those are the other things that are going to be presented what you're talking about this is just saying what is it going to cost us to repair and the next is your your is questions that you're asking okay and 1 quick question also with that is there any upgrades or any roof conditions that need to be addressed at hello also Mr Miller are you putting number 2 I want to be able to give you and I anybody else have questions I have 1 other question Mr Miller out of the repairs and things we have constantly heard about not just the windows but about the cafeteria having issues with um um water sewage is that is that I I guess to me 1 of the concerns is we think we know everything that we have to fix and then we find out there's something else so I guess my question is is this I know it can't always be all exhaustive but is there an issue in the cafeteria that we we that has to be addressed yeah there are issues with the cafeteria you're spot on President sham we don't know what the extent of those issues are until sometimes you don't know how bad something is until you open it up um start opening stuff up that 1.2 million could turn into 2.5 pretty quickly we we really don't know so I just wanted to give you information on what we do know we have to do this is not designed to be a comprehensive list it's hey for what we know this is where we are you know so I that's all I can really offer at this point um I will say even with just kind of the speculation about the infrastructure and the cafeteria we've also heard feedback that the cafeteria is not large enough how do you fix that I really don't know any anybody else have questions on this particular option we can move on so let me just um kind of clarify what I'm doing tonight uh I think tonight because we're getting to the point it's almost March and we have uh stew and teachers who are in um angst right now wondering where they're going X Y and Z these options cannot be done before the upcoming school year so what I'm going to suggest is that we kick this back to strategic planning but we can go to the I do have the options on here but I feel for to take a time and also to go to each option with Clarity to talk about the budgets talk about the moves is not going to be feasible to do this in right now before you know we kind of give her for the school year so my recommendation because it did say recommendation recommendation for administration is to lead JLo remain with you all right now and we go ahead and continue the maintenance I think the maintenance um Miss Miller for this year was only 26,000 right now right for this building is that right so the other day 26,000 so we are not spending a lot on maintenance right now for 1 more year and what we can do is in the meantime we can definitely discuss uh more options and example even if we talked about just throw some of the air if we said hey let's look at probably uh using the lien gotcha site right you can take that year to actually renovate Leon gotcha for the money you're going to spend on JLo with a school that have a gym and there'll be no traffic issues to work with and by the time of the next school year those kids can move into almost practically a new building for the same cost so I'm saying we got to just talk through those options more but to do it right now in March I think it's going to be uh a rush job just a moment yeah um I guess the the only big concern or question I would have I know we have to it's it's a bond project so it has to take place um we have to spend that money so um sounds to me just um for when I'm analyzing that 6.8 million we have allocated toward ory and it's going to cost estimated 5.5 am I correct yes but I'm thinking total scale yeah so that's where additional items maintenance for the last 3 years and I was thinking it was like 20 maybe 1 year was 74 and this year was 26 so we got you but I guess guess what I'm saying if we push it back sounds to me like we got to we got to repair or because the money has to be spent by when so let me be clear what I was saying was that right now we can continue to um uh provide maintenance for a JLo yeah but you are as a board can vote to re allocate their bond money to like if you want to move jail load next year to uh I mean following year to like Leon gotcha right you can reallocate that money to Leon gotcha so you're using the money it's just going to renovate the building that the kids would move into I know I I I hear what you say I I hear you I'm just wondering I just I think is is time sensitive so um is I guess I'm just being straight forward seems like if we pushing it back you can have to repair ory um regardless because you got 6.8 allocates to that you got the uh project managers that you know they need direction so it just sounds to me like it seems like we're going to have to repair ory because I mean next item because yeah you know that's just what I mean I guess I mean if I may just to Mr mu's point if you notice we have 6.8 allocated 8,000 committed we also have things that do need to start that the project managers do to start sending out for bid and and work that needs to start being done we're kind of trying to wait to see what the decision will be to understand if this allocation will be reallocated somewhere else and all of that but you know we're getting to the point where we have to start we there's already agreements or there's already a mandate in place and the project managers are ready to move forward with that mandate but don't want to start going into things where we have calls for design documents and all those things and then having to pull that back if something changes so we are we do have somewhat of a time crunch here I I do want to share that um Miss Holden did you want you want to respond first okay Miss Holden um I thought was um I guess the cost that is allocated for JLo at 6.8 million is a lot and we already discussed previously or for our goal will be a steam Academy at some point so my my thought is set aside or at least reallocate that money for AI and say in 2 to 3 years we developed the steam Academy at garyville if that's going to be the the whole full steam area or steam building and then that money can be utilized their but I know that won't happen next year here and maybe not even in 2 years so to your appointments to Mamou I know the money has to be spent but if we didn't we asked about an extension in regards to the utilization of that money at some point and they did indicate that it can be so I think that's the discussion that we need to look at and let me see also here my Mr and the thing is we need more hard cost because uh with roof and issues that we discovered uh the HVAC is going to probably cost more because there's some remediation that needs to take place um around the HVAC plus with the and it seems like um I'm not a builder but I would rather I'm saying fix the roof first then to make sure the AC because it's like we're moving backwards so that that number is going to probably jump quickly to 8 million um quickly so we need more hard numbers to make uh sound decisions on it m m Trish did you have something no Dr Perry I just want too that um the reason also was kind of uh halting my decision right now is also that anything we do has to go to the judge for approval as well which will also that's not for me knowing a guaranteed time frame time frame when get that that uh judgement back so they can also push us back longer because I talked to to uh John Blanchard the attorney and he mentioned on several occasions that we we have a range of a window that he can respond within a few weeks or it could be a few months so you know that will also impact our decisions so anything we decide here maybe maybe also thwarted by a long process of waiting so I just want to put that out there that you know just because we go with a certain option uh it doesn't mean that it would actually go through unless it's approved in time any other board members yes so even if it's delayed which which what you're saying is there's no way John alloy can be moved next year but didn't we already vote on a of priorities for the bond money didn't we do that where is that at we have it yeah we I feel like we do in the same thing over and over again did somebody over here have no I guess just my I guess the question would be is like Miss Holden stated we need to get uh some information on can we extend this money out and how long can it be extended out because we can't their contract win that that's about to end um and a year and a half yeah so I mean so the question well not even a year yeah so the question is how much they going to charge us as well or you know if they're going to be managing a project so we got to look at a lot of things um know so that's that's what my concern lies at so can we get some information on Kenny's money be extended out can it be reallocated because I know you guys even I see you guys uh um the board the previous board did uh bring this to the public and they voted on on on this um only that so you know I don't want to mislead the public about not you know doing what is what it's supposed to be done with the money Mr Wallace and and I think 1 of the thing is too that we have to look at the the rate that we have for the bond too so extend it out we still have to get the man answered that question for us the last meeting and you know we were locked in at a certain rate so we if we extend it that that uh that might have to go back before the bonds um uh people too here's what I'm I'm are you finished Mr I my understanding is that we can extend it but there will be a cost so it's not it we would have less money to operate with if we did ask for an extension on the bond because there's going to be additional cost either with interest or with having a project manager or to me what we have to decide I think every to me it's clear we can't there's not going to be a move for this next year because it's we have people who would have to train people need to know about that now to me the question is part of what Mr Burrell um indicated do we because if we're going to keep students in the John Lurie building right now we have to do the AC and if there's leaks we would have to fix that so is there a way that we could fix because I think that's what Mr Mamou is saying right do we fix certain things to keep it there but what we've got how to do is decide long-term what what are we going to do are we going to continue to at my biggest issue with where we are with John or is there is no room for growth there there's no room for it's not filled now anyway well it's it's not feel it's not near capacity now anyway so we can't make these decisions here it needs to go back to a landing facilities is what I'm thinking to see what is needed to make those kids comfortable and sufficient for next School year and then we would have to make a decision if there's going to be a decision about what we would spend the bond if we're not going to spend it that we've already approved then we would have to have the board would have to make a decision to say we're going to reallocate it to a long-term picture of where we want to have a steam Academy or what we wanted to do with that is for zelle so if if the board made a decision to keep John alloy there and and proceed with this big list is my question is this list timeline is what it would have completion when I I think the list is really at the boards the board's pleasure I think mainly what we're looking at is that you could maintain this building right now for the certain like 25 I'm not interested in maintaining the status quo the status quo has got not good enough for those children they don't have a playground there there's student there with a wheelchair we don't have a ads accessible building the traffic in that community that Community also voted we're voters that said fix our traffic problem and and voted yes to give money to the school district to fix the traffic problem so while I'm saying there are obviously some things that could wait right but I'm guessing what I'm asking for is what is the timeline because the status quo and just saying put 27,000 worth of it into aloe and keep his stat status quo for those children for next school year to me is not good enough not good enough for that community that we're going to continue yet another year with another traffic problem there's going to have to be some upgrades so we're going to have all of our schools with a security upgrade but on a lorry know we're going to have to give those students while the other students are receiving I think the status quo was a um a loose term and I don't I I didn't say status quo let me say that um well that's it was repairs and that is not status quo that is but this is kind of different what I'm I said the first time to the board was just the pleasure of the board you know this is the money you know that you you have to spend 6 or 8 million dollars so if you want to get this money spend the money I'm not I'm not saying that keeping the status quo I'm saying you have an option the option is you can either spend the money 6.8 million if you want to do it or you can reallocate this money to another project so we're going to vote on that next meeting if somebody puts it on the agenda Mr oh wait Mr Miller if I can try to speak specifically to timeline and I say specifically Loosely because I can't give you a time frame I do want to remind us let's say whatever's decided upon we do have to then and engage with contractors scheduled for subcontractors I I would say this is not a 12-month deal this is not new though Mr Miller this stuff has been on the calendar yes for construction absolutely not all of it not all of it is aren't so the things in blue are not on the calendar for construction and that's what I that's why I want to provide some who put that there if if we're going to fix it in engage in some of these things then we are starting at Ground Zero now the bond plan the stuff for the bond that's a different story but if we're going to look at the things 1 through 5 that are in blue there then we are at Square 1 the moment that the board gives the approval and the go ahead and so I just want to be realistic and say 18 months minimum but I can't give a uh specific timeline because we would literally be starting from scratch all right Mr B yes okay now Mr Miller we talking about the things in blue quick question I know they say the maintenance repairs uh we spent a 26,000 and that's from what date that is from um first the beginning of this fiscal year 24 so that we're no longer using a temporary uh are at uh John alloy this is general maintenance this is not that that's an expanded type deal those numbers are for general maintenance okay but are we still using temporary error uh I believe so okay or how much are we paying a month to rent that I would have to get you those numbers last time I think the cheapest 1 was like $20,000 it is it is very costly all right uh thank you Miss Russell uh has been coming to the meeting and but we need to have a hard conversations amongst ourselves and we need to be totally honest and upfront with the community as what's going on it's uh we passed the bond issue and we tried to divvy it up but when we went in and started looking at things uh we found more issues we saw peeling the onion back so um there are some um more pressing concerns um that's at John Lurie that uh would definitely um exceed that amount so and then the issue would would be we would have what other uh projects that we had so the thing is that's why I asked for hard numbers um and until we can uh really get those hard numbers and be totally honest the front with the community and let them know okay John Lurie might be it's probably before my time I think that's the oldest school right now in the district probably yeah that's the so maybe Leon gotcha how old is Leon gotcha stop being used right now we're not using that 1 but so there are issues and things and what the ADA compliance and stuff um file Marshall would not uh turn around and go ahead on improve that so where those ADA compliance issues identified by the fire marshal all right so um that had to be added um to it so based off of how do we get it upgraded so for this for the sake of getting this information in the time that I was actually get it without having additional cost these are all very preliminary and very rough estimates and that I I'm trying to see this as plainly as I can this is just based off of general information as it relates to General supplies general or average labor cost so if our Marshall may come in and say oh it won't take but this much but they may come in and say it will require this much these are just basically General average number is based off of average material average labor so if we want to have hard hard numbers we've got to spend some hard money to get the people in to do the evaluations that need to be done and to give up us more specific more realistic numbers but that is an investment we would have to be or that the board would have to be willing to make and the only way that we can move forward with that if we don't have those hard numbers then like the change order we had at the last meeting for 450,000 once we start having um change orders that's going to uh blow through a whole bunch of money and if we're talking about um cost cut measures um uh possibly Lo losing MMP or money in the future yes I'm going to I'm saying we may be digging ourselves in a bigger hole is Trish so what I see um we are going to have to use a school regardless and the ADA compliance is it it's it's not that much that's listed listed on there um and we already have you're going to send us a copy of the survey that the the work that was already done for the traffic flow okay so that's it we know we got to fix it if whoever's in there we got to fix it just like Mr mu said I'm just serious part of the issue we you know what this whole ordeal is because we keep coming with different plans yes and so everything with new plan it gets pushed back it gets pushed back it gets pushed back so we know we've been talking about this for too long too long at this point and you know I understand everything else as far as you know the planes I hey I'm a big you know um advocate for you know building out a steam a steamed school you know but the bottom line is every time we change change a plan or come with a playing like last time you met it was talking we talked about moving over possibly to East St John Prep every time you come with a new plan things get pushed back so that's why we need to focus on when these take take place now um and if we going to keep the kids at or we're going to have to fix the building so that's just when it comes down to it and so uh you know um I I appreciate Dr Perry and his team you know for their hard work to you know get us this information but as a board we have to make a decision now on what we're going to do and start instead of keep coming up with different options that's a different option or different idea if the idea because what was happening is Administration is having to keep changing make plans I don't know and I'm going to be honest and I'm see I don't understand how they have enough time to to do their regular jobs and then keep making new plans for new ideas that we come up with and so once again I'm just going to tell you my frustration at this point has more memory is if we're going to keep or reopen or keep or at or let's fix the building let's stop coming up with all these different ideas and things will keep well let me ask you something different ideas the issue is we where they're having to keep me having to keep changing their plans and projects are being halted because we keep talking about a different idea here a different idea idea there let's do what we have to do the money is allocated for the building let's go ahead and fix it yeah and that's what that's all I'm saying and and and we have to spend 80% of the money by the end line that's what the gentleman told us I forgot his name at the at the at the last meeting we have to have 80% of it spent uh and where did he say promised well that's not the the right term obligated it doesn't have to be there there's our our money lady yeah obligated so I agreed let's let's go to the next 1 and I'm I'm going to go ahead and forward the traffic study but I'm just going to read the the last paragraph it says as noted above field review indicated the school's existing traffic operation plan functions very well therefore no modification or improvements are recommended to the existing traffic operational plan so I'm going to send that to everybody so you can read all I knew that I'm just I'm sending that but I wanted to put that out there but it does talk about the um the information about fix the parking lot which is why you put that in there it does say what he put in there is basically what this study said to do that's what you have in blow I just want to say that's the reason why that is included in your presentation just want to note that on the 2022 Bond project listing jonno or a car rider pickup and drop off improvements and its playground was allocated 3 million that's how critical the problem was the problem is that it was allocated $3 million and just to answer the roof question since I have it up it says the roofing repair was tiered as a level 1 by this board but then there is a note here that says roofing repair replacement of the modified bit of men roof I don't even know what that is covering over the main building with applicable wolf waterproofing and Associated mechanical work is being done now under Ida repairs 551,000 it only helped there's additional information yeah well I'm just reading off what our brand project listing what what is says Mr M yeah I was gonna say the only thing is not since we had hurricane answered as well so it's probably got worse um since they their and and that's part of like I said part of the issue rather you know it's just if we're going to fix the building fix it let's fix the building it's not fair to the kids or their parents and the staff for us to keep lingering you know like I said it's almost like you know there in limbo you know not knowing what's going to happen now we Dr period has given his recommendation for the school to stay open at all for next year well the monies allocated hey you know once again um I just Pump It Up that's yeah let's pump it up get it going like you you know there was used to be a mile long waiting list we got to get it back to that level again and I I I have confidence in um Gillian that she is she's you know going to do what she needs to do but we have to like our parents said we have to get it where where they're proud to have their kids going there and it's the you know we we we don't have a waiting list a mile long any other comments questions okay we'll move on to the next item we'll send us the present you can send us that I just sent it to you know this presentation because I want to see the other options okay more issues with that all right item number 6 I'm sorry oh yeah I'm sorry oh on this 1 I am 6 yeah I want to see the other options or not now I think that needs to probably go back to strategic planning all right item 6 6 discussion of recommendation um of movement of Fifth Ward Elementary students to leelas elementary school and garyville Mallory Magnet School yes public comment public comment closed Dr Perry all right is is uh Mike Hefner in the building I guess not okay I try my best to be Mike Hefner tonight uh let me start by saying that this item actually uh goes hand in hand with item 7 and 8 as well so I'm just going to kind of uh I can do that or not um my recommendation here is that the students do not split between Les and uh gave you a well when did that come up planning it was a recommendation during the strategic planning committee that's why it's here now the next slide so the recommendation is to uh follow what the attorney said and what the board approved event uh earlier was to approve the fifth War prep to continue in that same vein right where we alright so that was that was another emotion I guess I could say uh but this was simply just to go back to that previous motion that the board voted on was to go divide the kids between the prep and Les yeah and follow uh John blanch's um recommendation so on on here you see it's actually item 7 here but it's the same thing as item 6 um that can you see this um yes and while you're pulling that up let me just for clarity the reason this is on here in this manner is because during strategic planning it was the strategic planning committee it was discussed that to help if we weren't going to move John L ory currently to garyville magnet that we need to find a way to help build garyville magnet so the suggestion was made that instead of moving the students um from uh Janna if we're not going to move John Lurie that the suggestion was made go ahead and split Fifth Ward and East St John Prep to reserve and uh not yeah and leelas Elementary so that they the split would then go half the students from uh both of those schools The the Reserve half would go to garyville magnet the leelas half would go to leelas elementary I'm just saying my name is Trish that was a discussion that's why it's on here in that manner because that was discussed at strategic so Dr Perry you're saying that you you would rather go with the original I agree and if you look at the uh chart right here this is a chart that we got from um from Mike Hefner uh where we have in the First Column uh the grade levels at Fifth Ward it not be Fifth Ward prep um as recommended by the board your board approved this already um the first the second column is actually the the Prep students who live in this area and I remember them say this all these kids who live in this area do not go to the school all right so this is the number for the area residents uh so the second column the third column is the number of kids who would be at East St John Prep and the next column is the number of kids that would be at least um the last column I'm sorry so you're looking at uh can we go to the next slide um the next slide again keep going keep going right here but what you're looking at right here is uh you have 238 students from Fifth Ward Elementary who will now be combined with the 242 students from the prep which will be a total of 480 students in that uh building the total capacity is 96 in the main building uh to use a total building of 750 you will have uh 64% of capacity to use uh with the alternative program still there the other building is a Les building so you have 141 kids from the from the prep and from Les that will uh be be shifted because of their tender zones so they will be at the Les uh which will bring you to a total of 871 enrollment uh 77% capacity to use if you go to Nicks Larry quicks so this is actually a configuration of how the building could look um I know you see on top the uh the redirect building the only used 3 public comment on 8 I'm sorry I to come in oh that's what I'm talking about so well because we're it's all tied together so um can you come all right I'll I'll ask if there's public comment on 7 which is uh the recommendation to modify the boundaries for fifth word Elementary any public comment public comment closed and also on number 8 uh public comment on the recommendation regarding relocation of East St Prep students all of them are are tied together so it's up for discussion so if you go back to the comments closed okay go back to the last slide um again this is what my next slide back yeah this is slide that uh might have to know present to you all tonight but I think he did it at the executive session of that boundary line so I think we all agreed about the boundary line uh being most convenient for our parents um and you go back uh right here good so you will see that based boundary line you would seen 141 students who actually live in the front doors of Les can I ask you a question Dr Perry so uh is this looking at the East St John Prep how y'all fit the students is that still with get a side building being for Early Childhood no ma'am okay no ma'am uh this is uh that's I think in the presentation later on but uh I can I I was just okay okay yeah this is only going to be there you can come up to that later there's no room to put the early childcare building okay I'm sorry because it's that's on the agenda for the next you go so the slide here uh what what Millie's team can do here is that he did it before is that there can be a natural divide because it's actually 2 you about the wing couple of things I so I can kind of explain this first of all the capacity there is listed at 496 that's just for the prep school proper with this configuration the actual capacity for the prep school is actually 678 and I'll explain that in a moment so we'll start with the existing alternative or redirect Center what we have essentially the redirect only uses less than half of that footprint so in this proposal what we're doing as you can see is giving the alternative program an entire side of that building 6 classrooms on average they only use uh 3 now and so we're giving them those 6 classrooms to be able to use uh we will build some type of a natural wall or divide where because this building will essentially be co-located with the 7th of eighth grade I like that idea will build something to where the alternative program will have their own side this because of how we anticipate doing this they will not have access to the restrooms we will need to look at an option for their temporary restrooms or a a restroom trailer or something and we've be to evaluate areas in their Courtyard where we could put that and have those service or some restroom facility option if we were to do that then the seventh and eighth grade as you can see will have essentially an entire Wing restrooms they're already offices that are there everything in that footprint for them and essentially you have K through sixth grade in what is now the East St John Prep building as we were looking at this walking it and going through it with Dr Johnson and her team understanding what is needed for room allocation for the different great levels we have more than enough space and when I say more than enough we have probably 4 or 5 rooms that we could uh Flex with in the main building if you want to call it that to be able to facilitate this we would also have to work on satellite satellite in as they do now lunches for the alternative or the redirect program uh but then we would have the um Administration the local Administration decide on how to work out the lunch schedule for the other grades let me just add to that this configuration is just a just a sample configuration uh there's a lot of different usage that the school leaders can do just build up to move them around in certain areas but we just want to show that the classroom size or the class could be used given 3 classes per grade level and numbers just to clarify that's what the numbers that's the current enrollment numbers for those schools the redistricted that we voted on at the thing the 1 thing I I do think we need to clarify though is that the students at East St John Prep there are some students there that would be volunteer that are going to be shifted from going there to leelas Elementary and all of that because of the online yeah all of that is captured in these numbers here we set it already all the other I guess point of clarity is that um the the capacity Dynamic would actually be with the numbers here and the National capacity you would be just north of 80% capacity with this configuration for fifth War Preparatory Academy so it wouldn't be the 70% that we had talked about any board members yes so in this picture I I'm assuming that the plan is not to put K through 888 together when 1 room because keep in mind Fifth Ward has an 8 alternative assessment class that is you know up until and then they go east St John Prep where the older kids so is that only 1 room allocated for that's only 1 room that's currently used for something else that could become an AA room if you notice there there are spaces that are not even marked for anything that's because those are already very designated for that it's just a sample rooms or AA or something like that it's just a sample these these are just a sampling of hey what rooms when I walked it what rooms could we utilize and say if we wanted to put all of our first grade together all of our second grade all of that so don't be alarmed by only seeing 1 AA room there that's a room that's currently a classroom for a specific grade level that actually is saying we can gain an AA space that is in addition to if you see right by the top fourth grade if you go right over there's a halt there and that room right there has no designation on it it's already being used for some type of I don't know exactly what um AA sensory or something like that my efforts were to not touch what has already been allocated for those support services and to be able to just to evaluate the rooms that are being used for actual grade instruction M Mr Mamou yeah um I see uh maybe I guess later on in the agenda we talk about the alternative site and so um are there other options let's let's hold up if you don't mind because I feel I I too have some concerns questions be let's take that up when we talk about where we're going to place redirect that question before we get to that so is there any possible way to fit 78 in the men and Main Building I mean there is a way it'll just be a lot tighter so um and still have the E classes so you would look so if if we were going to do that that 1 room that's yeah so that would be 480 and the capacity is 4.96 so you'd be able to pass it right right if if we were to and I I understand what you were just asking if we were to do that the first thing we would have to do to your point is that room that's marked or designated now for AA on here that room would have to go away because you're essentially shifting everything backwards um in a sense now that doesn't mean that the current rooms would not be available but you have to keep in mind now you have more students because you have yeah the lower grade levels that would also need those that and this is all principal is going to do what they want to when that school goes in that building and so I mean we can sit here and haggle with what room is going to be what but they're going to do their best to retrofit their role into that building that's absolutely correct and I will just so it can be noted I walked this bill dealing with the current principal and she helped to inform this diagram right also let me understand Mr B yes a lot of space is not being used how many students do we have in kindergarten kindergarten students yeah all right so how many classrooms do you have that's 2 classrooms for kindergarten there so what's the max we can have so we got 20 and 20 I I think we so this based on a uh I think you can have 23 in kindergarten yeah I use this based on a 1 to 26 model overall but because of those numbers we said hey we would still be within that with the 40 some students um that we would have there that's why we allocated 2 rooms all right and then which the principal may want to defer but you you have the kindergarten way at the top and yeah but see what sixth grade at that's where the playground is on on that back end so that has to be um fenced in so it seemed like it would be more ideal to have uh a kindergarten on it where they can go directly uh to their playground instead of them ask them right there by the media center it's a good point um and and so that is something where this is this is as configurable as it needs to be the idea or the spirit of this is to show based on the numbers the classroom allocation so we could move them however we need to any other board members on this item and this item um pretty much covers we covered 6 7 and 8 unless there are specific I I'll go to number 7 just to make sure discussion recommendation to modify boundaries for Fifth Ward Elementary students any discussion on that number 8 um discussion of recommendation regarding relegation of East St John's Prep students we covered that item number 9 public comment Dr Perry discussion recommendation for Early Childhood programs centralization and site location any public comment public comment closed all right so once again uh based on the conversation um and discussion with you know the the um Early Child Care director and uh listening to concerns from the the uh Community what we got was that they do want to have a Early Child Care Center the issue was a location uh we bounced around a few ideas uh gave you a magnet was 1 idea in that um but we got back it was too far right so the 1 thing that we thought about was um and I think Miss Miss middle of working on some quotes for that as well is to possibly build there's a lot of land right there in front of East St so it could be like a little Feeder program right there but it's off the main Highway if we could actually build a facility there for our Early Child Care Center because right now uh even even if we use the the building that the uh redirect building is in you got to do a lot of um modifications to that building to to be a code right and you won't happen this year so um I guess the recommendation would be that we uh the students right now will remain in place for this school year but a long-term decision has to be made about constructing a new Early Child Care Facility my preference would be on the east St John Prep site uh where the modular trailers were uh also you could put playgrounds there as well um are open space in in front of Joe Keller Stadium board members oh Mr Miller go ahead also I I it was a that we get a cost benefit analysis I have a part of um well I don't have a part of that I have some information for you so using a formula that was supplied uh by um industry professionals will say that we are able to estimate what it would cost approximately to build the type of facility that would be needed with the space that is needed for uh Early Childhood so essentially the student to teacher ratio is 20 um the current enrollment is 318 because of that they would need approximately 16 classrooms right now they use across our different buildings 17 classrooms so if we're looking at what we need to build and everything that we need to do based on current cost per square foot and that could come down some so is that 400 now I left it there purposefully as I said before to kind of show you what high-end could be that could be 380 that you know maybe 350 if we get lucky um but the total that we would need to budget based off of this is 8.8 million to build a new facility that's based on uh 2025 cost that's with how many classrooms 16 that is with 16 classrooms and so Standalone building yes sir it's friselle so the 17s that we use is the 17th room the West Bank because that or is this just know it's just it's just the total number of rooms so they they it's just a total number of rooms they have have allocated now there um or across all the campuses this model just says number of students ratio this is what you need okay we could do more than that but this model just tells us because we know that you know when we talk about Central realizing the East Bank in keeping the West Center on the West Bank so I guess my question is so I guess I'm not understanding why why it's so difficult to reconstruct the bathrooms of the current redirect building and what that timeline would look like which would fit our current Early Childhood Program and centralize it while we even figured out how to build an additional add-on to that for the growth of the Early Childhood Program but by finding a space to centralize it for next school year you are opening up capacity for ECW to grow your open up capacity capacity for lpt to grow both of those schools are the schools that are growing and yet they're at capacity so I guess I don't understand why between now and the fall we can't reconfigure rooms and beautify the building to put the East Bank early hot childhood programs that would fit in there in that building and still as a board figure out how we want to grow those programs and an add-on building for whatever 3-year-old programs or whatever but I guess I don't understand why we think that it's fitting it for the following possibility that that is a valid question if it were that simple here is the issue not just simply converting the restrooms that are there based off of the regulations we would have to add restrooms to several classes in the building know so and based on the regulations now this is what I've been told I'm going to let you go so we would have to add restaurants and so that is the cost that I need to get once specifics on on how many of those classrooms if if it's none of them need restrooms and we're just converting them that is 1 Dynamic but if we have to add restrooms have to run plumbing and all those things that's another Dynamic that's why we you know we need time to really get concrete on what the regulations are because I'll say I'm hearing a board member say no but I've been told by I'd like to see someone who is Early Childhood they used adult toilets at home hold on hold on Miss and then I'm going to let you go it's not it's not the type of it's not the type of uh when they moved us to garyville we did not retrofit any bathroom I understand but but there is the requirement that there have to be restrooms inside there is not a requirement all right so that's what we need to get cleared in here here's why we need the time to get the clarity because we we need to make sure that we're in compliance with whatever we do and it just takes time to get clarity on what that compliance looks like then we are able to find out how we can move forward with retrofitting our building what go ahead finish called for someone to research the regulations of Head Start in early childhood and get that in writing before somebody I absolutely agree because I do think 1 of the you know clear Shining spotlights and and things in our in our district right now is our early childhood outcomes in our early childhood programs and figuring out a way how to enhance that and expand it I think is really an opportunity we need to try and heavily look at and have it be prioritized as super time sensitive so I I guess we've been talking about this too for a long time so why don't we know those regulations by now and can we get them by by next week based off of the information that I've been going off on off of the regulation is that there are certain classrooms that have to have a restrooms in them so this is the first time that I'm having someone with with all due respect that is that is saying that that is not the case and so now the delay on my part has not been trying to understand the regulation it's based on what I understand based on what I was told getting costs for adding restrooms to specific classes can somebody get a copy of the exact regulation give us a copy of that how to get that I think that will help Miss Trish did you have something else you wanted to add I mean this is not a priority right now it's not a priority right now they're they're at a few a few different schools I mean we really need to look at Blended funding anyway because we have so many grants which early childhood and it's not a bad thing for them to be so I mean I just don't think that this is a um is a priority but even when we were at the uh Child Development Center in garyville they used regular bathrooms also they had small bathrooms and they have big bathrooms at garyville Magnet we use big bathrooms it was uh whenever we were blessed whenever y'all built Lake punch train memory that they put the little toilets in at Lake Pain Train Elementary because that's what they did what's that in a pilot so the pasta does say that uh Louisiana's law requires that schools have child accessible toilets that are clean and it's adequate for hand washing facilities for primary schools and other institutions with classrooms for up to 12 students or 12 up to 12 years old uh toilet rooms it say toilet room doors must be no more than 200 feet from any classroom uh no Louisiana School law does not require restrooms in the classroom for pre-k students but schools must have adequate toilet facilities for the students right so okay so if you all well we start getting quotes and we'll start tearing up no it says it says you don't have to have different toilets I I but we still need to convert them for what they at home they use a big toilet okay Mr Burrell I tell me what y'all need me to do quick question ready to get to work is to be uh ah ah reducing funding for kindergarten or increase is it from the state I don't think there's any change in funding yet Dr Perry no no that's what I was trying I didn't know if there were um not going to be um putting the emphasis on early childhood education if you're cutting back huh mhm they're going to increase it yeah so priorities all right and but not just the Public School Mr Burrell that's funding for Charter Schools that's funding for private schools that's funding for there's a lot of Early Childhood programs so we're in competition for that I I I think I'm good and Miss Watson said that we have a lot more child care centers and I want to say on the design plan at uh Lake Ponta train um we anticipated that that could be growth that's why it was on the I guess west side of the property so right it could be expanded and the wing on that um that side there's rum where I remember you saying it on Lake pondering and that would probably decrease that cost because you pretty much just connecting to the current building and just adding the current space Mr Burrell are you saying like if we were going to do an Early Childhood Center to like put it you saying that might be a suggestion we would look at yeah I think that when we um when at that whole site they're playing uh we left room on that side so we want to expand it that all you would have to do is connect to the beams and it could probably be expanded for less than 8 million but you would have to look at that design of LakeFinder train and I just if Mr M did you have something um I I mean I just I see 9 million I'm just trying to figure out where you getting that from that's a big number that's a real big number so I mean I know we get 9 million from so I we we got to be uh very resourceful with what we have or we'd have to use other fun funding sources part of a school yeah so um I think 1 thing is that uh we did mention about um the building at um at the prep right now if because we already voted on moving uh doing that split between the prep and Les hommes you to put uh those students all in that 1 building and 496 in the main building that's going to be to to congested uh that's why we we suggested using both buildings to maximize those kids opportunities um but if there are no regulations on the the uh restrooms um we do have a Gabriel me that is I have a lot of space um I did the only pushback I got was the distance but I mean it's a free program and just an option that you know we could definitely uh look at some other options that where where could we put students at in pre-k but definitely uh give her a magnet either space is a building with a lot of space that we could use um do you want to get slides showed um students when you were talking about you St John Prep in fifth word showed student for pre-k where is that number coming from 1 of your slides it showed back there right there no no not that go back well right it says Pre-K 33 what is that number right they refer us to the students who live in that area it doesn't refer to the kids going through that school so you see that the school is at kindergarten so kindergarten is 43 students at that site the Pre-K what they're saying is that they're preka students that area but they don't attend that school um I I just want to add because based on what um Miss vickner said is that when we were at lsba this week that 1 of the big things is the gator bill and I just want to put out there so that everybody's clear that the gator bill is different than the voucher because students can enter any school at kindergarten level and be given parents will now be given basically uh education savings account of 7,000 which is more than they get for we more than we get for the mfp for public schools so to me 1 of the things that we need to do and I agree with what Miss friselle said we have a we have been getting great reviews on our Early Childhood Program what if we want to help keep our people and attract new people then we need to have an early childhood center that is second to none and that people say that's a great place for us to get our kids started in education because what private schools are going to do is they're going to pull the kindergarten level so I think we have to make a major focus on how are we going to attract kindergarten students because if not our population will continue to dwindle because they're going to get the new kindergarten kids and we will have nobody moving looking forward so I just want to make sure that when we talk about where if we're going to have an Early Childhood Center that we you know we have something and if we want to look at garyville and that's a place that we can look at because I feel like garyville is is very underused and we need to figure out how are we going to get population there that maybe that is 1 of the things that we should look at because I feel like we have to kindergarten is going to be the the area that we're we're going to sort of be under attack for so we need to have that Miss Trish we I think that we need to get Miss Watson at the next Workshop so that she could explain to everyone uh the ABCs of pre-K funding because you can't just increased funding unless it's going to come from general fund you know because uh right now we have a a a head start grant for only correct me if I'm wrong Lindsay 270 students and then so then the state gate pulls in funding for la4 uh we have model early we have Universal but there's restrictions on the funding so you can't just say I'm going to increase Pre-K you have to have the funding for it so I think it would be really good with Miss Watson could come in because she might know some changes because we tried doing an expansion Grant it's not easy getting uh an expansion on Pre-K students in in the grant especially since I think we went from 7 to 15 child care centers and I I think that's good information but I'm I guess what I'm going to clarify I'm not worried so much about expanding I'm worried about us losing in the current numbers that we have because when the gator Bill well it's in effect when once people realize they're going to get a $7,000 check there you go 7,600 it will yeah I got it that's kindergarten we need to make our program 1 that people want to come to that's what we need to do got it you're right yeah we want we're not advertising for the Gator bill got it move on okay any any other any other questions um about yes sir Dr Perry got out there good point so I won't put that out there as well that's right and I just want to say 1 more thing about the whole Early Childhood situation we talked about this in October it's now March so I'm echoing Miss Trisha's frustration I'm trying to stay quiet because I know that everybody works super hard here and I'm not upset at any 1 person but it's been 4 months and there's still questions that we had 4 months ago that we don't have the answers to so at this point I feel like any decision is rushed we're not putting our students best interests at heart so yeah what I you know early childhood and special ed is my heart that's I want them I would love for us to have a state of the art facility but I think any decision we made now we we make right now is like hurry up let's just bundle them up say we have it and do it and I'm just better off with I want it but I also want to do it correctly I don't anyone else and I agree also cuz this is March and this 3 more months of us school probably technically 2 because uh with the holiday is and whatnot I think it's established and and that strategic well because none of this is happening this school year so the idea is we've never had a bowl right to actually discuss and plan things everybody think it's a hidden agenda about all of these options and things of that nature and strategic planning but it's really not but we know that none of this will happen this school year but the talk needs to happen so we can plan for future yes and that's our biggest challenge we don't plan for future we rush things and that's why it's the way it is when we do choose to do something most times we don't do it and it's kicked down the curve down the the road but we need to start planning futuristically all right and that's all I needed to see and and with that we need to stop um adding on and deleting because all this costs money and that that will create the problem when we add and delete so until we turn finalized and come up with a hard numbers and a hard uh a look at things how we want to move towards the future um we're creating more problems than uh we're fixing any anybody else any other comments all right we're going to move to number 10 public comment Dr Perry administrative team discussion recommendation for site location of central office in milesville um I'll I'll I'll start uh I think that the oh wait he needs to okay you start before let him present me did you do public comment huh did you do public comment I did okay public comment closed okay thank you Mr Trish all right Dr Perry all right um next slide so this is the uh configuration of 1 suggestion um using the annex as we talked about in the last meeting um we'll do a smaller rearrangement you have transportation in a very first building uh room which is right across from the lounge we have the clerks next to them and then the left side of the building that would be your miles view side so that milesville you have the conference room ESS area so you have enough rooms on 1 that's how would you be the which would be the milesville side other side of the student services Child Nutrition uh procurement and instructional technology on the other side um the CDC will remain uh where is that currently uh next slide another option wait what CDC I'm sorry Child Development Center yeah wait no no no what what what is that oh maintenance okay okay I'm sorry um another option and this is a option if if the void at the board's pleasure um 1 option could be uh relocate milesville to Fifth Ward relocate central office to Fifth Ward relocate academic team in fifth award are um operation will remain at central office transport will remain as a office everything will just get into office it just happens with this move to miles to uh using Fifth Ward I figured it's a no so back to the first plan um which would be uh milesville using 1 half of the building and other side other side being uh who's there now okay so I I would agree with you sorry it is that who is it all right Miss Trish I would agree I would agree with you Dr Perry if you moved everybody to Fifth Ward and so this to the port or whoever because that's moving everybody because like I'm I'm going to use um a a uh teacher for um you know for special ed most of her time spent at the high school with the AA students why not put a office for her over there put uh you know what I'm saying this there's spots where you can move the the people like I think that you were trying to do that to the schools that they're they're working on and then you can put the majority of the other ones somewhere else but a lot of those a lot of those um if you did an audit of schools and special ed rooms there's a lot of room that are used as Office Space by special ed teachers I don't think we talked about too was actually um the only 1 who who would use this side would be your directors and supervisors right directors really uh supervisors and coordinators would be at at the schools I like that yeah I like that I like the idea of that's part of this plan yes that goes for that is part of that plan I like that idea or embody else have any comments on central office and milesville relocation yeah go ahead Mr Mamou you don't want to worry about the only uh Miss vnar there at schools anyway so all so directors of supervised once at this at this site uh the directors will actually have have the have the oversight of where they go but they would there's a lot of office space in schools right now and they share rooms right now at like there are 2 or 3 people in a room right right now that they'll be dispersed to an actual School so like I said that that's this is going to be the this can work but it's going to be this will be the director to pinpoint where to go and to secure documents in that kind of stuff and and and I want to add and add to it that uh that building needs to be uh disinfected cleaned out everything because it's been there forever and they're probably records that they can update scan things in yeah it's it's it's not they've been yes right so I'm just I'm agreeing yes oh I'm sorry Dr Williams yes Miss friselle I guess my only comment is it's a fine plan for now but as part of the Strategic initiative is like it's just my opinion that our central office is not state-of-the-art looking it's not attractive to those wanting to come to our district whether you're a parent for the first time whether you're a person trying to get a job here we look and I'm I'm not saying we are not doing any kind of upgrades but there's still nificent overhaul that needs to take place if we're going to try and say that is going to be the Hub and the face of where we want our district to go so I'm just saying I get what you're saying I think it's a fine plan for now but in my opinion that conversation can stop there of this is what we want our district to look like in the future I think there has to be continuous conversation of making that entrance appealing to a parent coming in uh a potential employee come here you're talking about this building the front the entire complex and this looks better than it's ever looked yeah no I don't get me wrong but like the bathroom back there is disgusting you know like the entire complex needs an upgrade I I get that it's an okay plan for now but either we got to put some money and upgrade the Cosmetics here and some of the issues here too or we've got to figure out what is the long-term plan term plan of where we want it to be and what we what we want it to be so I'm I'm okay with this as a a temporary place but I don't think the conversation stops by saying this is what we want it's just my anyone else and and just to clarify the reason why we have to have a plan for where milesville is going to go is because we did Surplus it and it will either be put on uh for sale or auction so recommendation for site location for redirection students and program all right uh redirecting stew students recommendation would be to remain at the current location is now um there's a way to uh divide that side which is I think it's already divided already when a mistake is not okay go ahead and wall there um so that's the recommendation is that we leave it where it is right now all right Miss finer and it and its students that have been in trouble already all right all right Miss Trish okay uh so I have a recommendation um they do have some really nice restroom trailers because when they moved us to Leon godshaw we had some restroom trails and I was amazed at how nice they were but when I was principal at East St John High years ago um the high school school students have a complete different curriculum than your Junior High Elementary we had them at the high school and we had them segregated out and then you're able to assign teachers a biology teacher uh this teacher that teacher so it can be done to to put them at the you know the high school students at the high school I'm just that's all I was going to say but I I like the idea of keeping them half the building any other board members I multiple rooms available yeah I know she's talking about high school that way there's restrooms there you don't have to build a wall they're still on the campus if you need support wait the 4 00 building at St John's in the high school secure yeah I I think that that's going to um I I'm not sure that's a good idea for the high school um because those kids go well it's just those kids are already on the campus so you put them off the campus onto the same campus I think yeah I think it's they're going to another location right now the way it's it's work they are kind of like separated from the I see any um other kind I I have to I have to voice concern about putting them on the same in a building that's not separated with students because seventh and eighth grade is if you look at where we are discipline wise and I know that you know when we saw our results it's the seventh through 12th where you usually have issues and putting students who have been um expelled on a campus with I don't know seventh and eighth grade I would my antennas would go up I know I know uh no they're not on the they're not in the same building they're in a separate building separate building fine there that building there in nobody else is in there with them that this would be that they would be in the same building and be crossing paths know they they they were um in trailer yeah so the only option for it it's the only option um besides what you are now so so so I mean just just for a quick reminder consider conceptually the current alternative or redirect Center building does have both of those Halls have this own separate entry if you were to put a wall up that divides 1 of those Halls obviously it's the responsibility of the redirect center staff to ensure that their students they already get dropped off on the buses later or after the prep school is already started so they're not riding the same buses or even arriving at the same time or leaving at the same time so obviously there would need to be some monitoring of it but it would be the same way if they're on the 400 on the main camp because of the high school in the 400 building and so the concept here is you you essentially build this wall and I use that term loosely but build this wall to provide that level of separation ation you have access or entry for the redirect side you have access and entry for the 7th and 8th grade side there would be no interaction that's why we even mentioned the restroom trailers or different option for restrooms there would know there would be other than them you know breaking the wall down there would be no opportunity for interaction or co-mingling or anything like that because the natural schedule of arrival and dismissal already creates that level of separation as well as lunches and satellite in for redirect all those different things I'm sorry can you clarify why wouldn't the bathrooms be able on the side of where the redirection students are and then let the seventh and eighth graders go back to the other building I I mean that could be I'm just saying that could be a possibility as well I think the only thing with that would be if I can go back to that particular diagram 1 of the things that we were trying to to do was maintained if you see so the restrooms are essentially in the middle section across the hall from that middle section uh you have system principal office and other office spaces and all of that so we we were trying to maintain the office space and the restrooms all of that to make it be like kind of a school campus and have that in place we could decide hey we'll move that wall down there's already some doors and walls that are up on the side we're proposing 7 and 8th grade anyway um but then they would have to walk a pretty good distance to go to the restroom and all of that to go back into the main building so sure sure and and that that's part of the concept uh because as with the footprint that we have uh therefore the alternative program with those 6 rooms that we have allocated their space for the administration offices as well as classrooms and with what they're using now and you still haven't extra room left over and so that was kind of the logic is they wouldn't need as larger for footprint but also as much office space conceivably as the school would need for um the regular ed students if I can use it yes sir space over there yes sir interest on each end yeah there there's a natural entry already for you see those Halls for where you see sjap there's an entry and an exit on both sides of that Hall where you see 7 and 8 there's an entry and an exit on both sides of the hall if you create a division you essentially without ex going out of 1 door outside and coming into another which is with our security and everything comes in there's no way internally to move from 1 place to the other know I have Miss friselle great we're allowed entire middle section which gives them the bathroom yes ma'am can like room f106 not be created into a bathroom for redirect because we're going to have the expensive these trailers for the bathrooms anyway that's possible why would we not just take f106 or whatever I'm just using that 1 of the those rooms that you said there's an extra room might not just make it a women's and Elite a men's bathroom we we can certainly look at that cost and because we're going to have to get best room trailers anyway and then we have the additional liability of no offense it's raining outside I gotta go to the bathroom and in Western trailer like it just so absolutely understand that we can start to look into that so just so you all know I I know that the restroom trailers seem daunting or whatever right behind f106 there's a courtyard like a covered Courtyard area that the alternative program already uses my understanding they have lunch out there they the The Da comes over and she does sessions out there with them or whatever the concept would be to essentially butt up or marry up the restroom trailers right to the edge of Courtyard where they would potentially be covered now they're still outside and they have to deal with cold and everything so yeah that is a a factory but there's a patio area out there already and to put the restroom trailer right behind there but we could also look at the option of converting that needs to go to land of facilities in we can't solve it here I my here's here's where my concern is we when we did the public forums and we initially talked about relocating redirection Center in a separate building on the Plaza Elementary's campus that was an original and and now that we're sending students there I know that's that's an option that's out because we would not be able to fit them at that point because we're adding more students to that campus but I guess my my concern is that 1 of the things that was a takeaway was they did not want the students from redirection on a campus with other students sure and and I feel like so on on where we where we are in that point I feel like that this is going to create some issues so I'm just going to throw this out we're moving milesville couldn't couldn't because 1 of the other things we talked about I'm just going to say this 1 of the other things we talked about strategic planning was that part of that Annex could be used to redirection Center thirdly and if we if we moved redirection there we could move potentially the milesville people to that half of the bill I'm only because I you know I guess it's my former principal thing I just know that it's mostly middle school and high school students and and I'm just going to say Middle School is probably where you have your highest Des issues not in in seventh and eighth grade and I just I have concern about putting them in that yeah I will say great minds think alike because that was the original thought the original plan we had was actually to have um have miles have miles report to half the side of the um redirect Center yes and then have Alternative Center over here so yeah it was so I think this plan can flip saying that might that might that would solve the the whole bathroom issue and so essentially the students on the campus yeah we would be looking at is everywhere where you see the the ESS conference room um and probably even the ESS clerks that would be replaced with alternative program and that was the original thought so before we got to iteration wherever we are on now of all of these plans um that's where we were planning to to look at anyway I I'm just vire I think with that I I understand logistically it sounds good but I think we're just creating the same problem again those special education offices will be siloed at the back of a building doing whatever whenever like has been a now there's some really wonderful people that work there but there's some people that go there to hide out I'm just being honest I worked here for 13 years I know and seeking it at the back of a compass with seventh and eighth grade students little 3 year olds are common that's that's the first time that a lot of their parents are seeing our system and if it's a bad day that day and the seventh and eighth grade building that's what they're bringing their 2 year and 11 month old child to to come get evaluated I don't think that that's conducive that's a good environment yeah so like where that conference room is that that's why I asked about the child search that happens once a week or every other week I'm not sure they're scheduled now so the conference room would be where they would bring them so as students are aging out of early steps they have to come and get evaluated by our school system speech OT ape all them they do that a full morning of comprehensive evaluations I don't like that it would be in the same building as seventh and eighth graders I got a question um Elias that chosen the building um for Middle School nothing okay so there's a building to write right at the property a metal building is that being used yes for what it's it's not being used to its full capacity cuz you got rooms in there and but we're going to move in student see that's the thing because we're moving stew okay we got we can use now but they are going to be when from fifth water transferred there what about the um cash Action Clinic building so we don't I don't think we own that building we could maybe then they need to come get it because it's been multiple years and if not I mean that is a night those modular buildings are nice and they are portable so could we not put that on administrative campus somewhere on campus somewhere here for the redirect Center if if they are able to to remove we can work on moving them anywhere um we would just have to 1 you know obviously the question of ownership um but 2 if they would I I've heard that there's some interest or desire for that medical clinic to re-engage with the district so that would have to I've heard that since I got on the board so that's over 2 years now so I understand it it's sitting there all right miss a great point though so I apologize say the bathrooms I think we can certainly we can certainly look into that okay because if you do do the bathroom then it would be but the concern is having them on campus with 78 weeks right but they're there now okay now there's not really they're set they're eighth graders on the compass on the high school campus so the seventh and eighth graders if there's a science teacher those kids move 1 teacher teaches 6 seventh and eighth usually or seventh and eighth so in other words they're not living I want to know if they're if they're living in that building or if they're moving from that that building to the main building so they're not living in that building so if they don't have a bathroom they're not living in that you see what I'm saying great point it might just be 2 periods a day that they're in that building and they're living in the other building so flip it and and just give the middle section to the alternative for yes what you're saying we we can whatever you all direct us to do we can make it happen they're not living in the seventh and eighth graders are moving in and out of that building all the time there's always a flow they're not living there so that I think we'd be utilized from a 7 and 8th grade standpoint purely for classroom space it wouldn't be because the motivation here was to have an administrative office there and all that kind of stuff so I'm I'm just making sure that we understand that it would only be 6 classrooms that utilize and I'm sure the principal would put as much in the main building as they possibly could but you have to have an administrator in that building you can't have seventh and eighth grade in that building with nobody in there there's all this 2 areas that the but just for clarity for me I'm here ideas options or make sure we get it right you know so 1 option was on the table that you said was to put the alternative program in at the high school 400 building right 400 building so that's a big building we would have to move the nursing program around this uh in their out too so yeah yeah no there's 2 2 hallways the nursing program and then I mean to that point in the 400 building even if you if if you if you and and so that is something that we would have to to work out if we were to able to do that there are restrooms that are for um the special ed that and I need single they're only single occupant but I'm a I if I can answer that because I'm just going to take so here's where the issue issue is most of the students that are expelled are going to be high school students and what and what they do is it's it's the before school the after school because even if they're catching buses there is going to be crossover over time and they're going to be on that campus and and also it's sort of like what you do when you say you lost the Privileges here but now you you're going to be on the campus so even if you're not in the classes with them you're still have access to people who are there when they're on a separate site from where they were expelled it's it's a lot more of a consequence and I and and and it and the larger the building the more difficult called it is for administration to be able to control every minute of the day because somebody's going to go to the bathroom and that doesn't mean that somebody else isn't going to meet up with them in the bathroom because other people won't be you know like I I can I could say my friend that I might have gotten expelled for I'm going to the bathroom and the other teacher doesn't even know that the other kids going to that bathroom and they meet it it just makes for it to me a much more volatile situation if you put them back on the campus that they potentially were expelled from so go ahead so I guess I'll go back to back to Alias again so there's no rumor Les campus for milesville because because isn't there a full grade building as well that that's kind of that's what we end up then you got that building as well there there are 2 buildings that are there but it so there's room based on how you apply this or what application you use as spacing so they're they're already milesville or I guess technically milesville staff that have offices at Les in the small building that you're referring to now the larger building on the other side there's no milesville staff there but with additional students yeah we're going to use that so I don't know if you're going to have some if we do a little bit of configuration yeah so that would that we could fit to be some some figuring out of how you use the space it's not it's not a question of if there's room it's a question of how would the rooms be or the space that's available would be allocated yeah so yes ma'am so I think we're kind of micromanaging here I think that that Dr Perry and his team we we should not be micromanaging all of this and I would like to know uh as of what we've decided today who's going to put this on the agenda so we can vote on it because we need to we need to move on on on some of these things like so well we we talked about a lot of stuff and there's a lot of little you know bullet points but a lot of this stuff is is his call so we we're micromanaging say is that on that item the reason this item was on there originally was not when we were just trying to decide it's once we decided not to move the John elorie because the initial recommendation from strategic planning was that redirection would go there so so I'm I'm saying I agree with you this particular item is not an item that board members need to put on the well a lot of this stuff is micromanaging Dr Perry needs to give a recommendation about where yeah and I understand you want to hear where we're we're all going with it you know I'm just saying that when we initially why why it's on the agenda I I get it I get it so is there any other recommendations or comments on the location of the redirection I I just I think the best way to say we've looked at multiple scenarios for redirect all the things that have been mentioned here if I can just be honest without going too much detail we've even looked at space at West St John High School we've looked at a lot of different options and it it's I guess there's no ideal option because of you know there's a drawback anywhere but we've if there's anything we've looked at or talked about you know we've exhausted every scenario I believe possible other than outside of building a new building for alternative program we was at every scenario um and looked at where we could put the alternative program I just want to make note of this and it's as close to being separate where it is now the so the is it where it is now is it supposed to be exception has been in the instances if I if I met with the exception that Mr Lambert does a great job with those kids and there's total order there I mean you don't know the schools exist it's quiet they're teaching he sends us no issues he sends us videos every day and why are we trying to fix something it's not broken to be I I guess essentially to be able to utilize some of that space for the change know I like the idea of a wall you know the the the suggestions you all gave were uh to me sufficient anybody else any other board members any other comments on the redirection I'm I'm going to suggest that Dr Perry whenever you're prepared and make a decision about where you want to place it that it come back to the board as an action item at the meeting I don't even know if it needs to be an no no it doesn't why do we why are we don't even need you just make the recommendation and that's it any other questions comments moving to item number 12 Dr Perry administrative team discussion recommendation for new Elementary School in West St John High School site public comment is closed Dr Perry all right so the recommendation from the amend team is that um we suggest move this to a later phase um and I I asked for the Miller to also present some cost breakdowns for uh if this is actually a a good rationale to eat a Even build a new building opposed to just maintaining the building we already have so Mr Miller so utilizing the same uh model that we had for um The Early Childhood Center we essentially you use based on 2025 cost and a student that teacher ratio 26 total students being 300 and and the reason why we added 300 was to provide a level of room for growth if we were going to look at uh building an additional building or space on the West St John High campus you would need 12 classrooms um at a cost of $400 per square foot again we could get it for cheaper than that 380 you know maybe some more favorable cost but approximately 6.7 million uh to build the building if you recall several months ago when the conversation first started um Mr Chad Lynch representing vulkar was here and he estimated somewhere around $6 million that is about consistent with that this is for a 12 room space to build it I also added in some comps from a neighboring District um that built several buildings now please keep in mind these buildings were for capacity of 700 plus but you see these are new schools and they spent no less than dollars in 2016 for these buildings also just for informational purposes or so that we have all the information available um also also added in the repair cost for the last 3 years for uh repair maintenance costs for West St John Elementary this is for general maintenance General repairs um so I want to make sure we note that 25,000 and 22 23 7402324 year to date this year uh just about 27,000 so total year to date for the last 3 years 127,000 then finally uh information about the Capital Improvements that are there budgeted 4.5 million of committed 1.5 million almost 1.6 million of that so another 3 million that's remaining there oh I would assume those new um building cost estimates from the comparisons would have included like a full-fledged Jim it was a lot more all of that too right so that's why it it would it would not be anywhere near the 16 million um because to your point that includes gems and cafeteria and all that stuff that we wouldn't necessarily have to do um I agree if if we're it to another phase then uh I think that we have a lot other thing fish we have to fry yes ma'am okay yeah now just make the comment and then and and in different meaning further down the road uh we still need the financial analytics and what it would mean for what would the cost savings be year-over-year if it was in 1 building and then you know would it be 1 principal versus 2 principles and all those things that we're nowhere near yeah absolutely and and and this is just to give raw numbers what we're looking for for a comprehensive cost benefit analysis also again just costs there's a financial investment that would be there to actually have that done uh which could end up being pretty and so um I'm trying to go the free route or the reduced route uh for right now until we um can do something else I have 1 other question so just like you did for John Lurie you know with the other things are there any other items currently at West St John Elementary other than what's under the bond issue that would need repairs that we're that are that you know that are out there is there other I thought I'm aware of I'm took care of the flooding and and I the flooding I don't know how we would take care of that we can kind of try to remediate it but yeah I mean we can Ryan says fixed or Ryan I I'm I'm I understand yeah yeah you see that was fixed yeah right yeah okay so so that has been addressed yeah that has been addressed so there's no I mean if we look at like the 88 stuff and all of that there and none of those that outstanding issues as with John Lurie so with what we're doing and what has been done and continues to be done um through the efforts of the bond project and also looking at some um grant funding we we are in a pretty good place to upgrade the current West St John Elementary building to a good place we got new bathrooms going in they're being worked on as we speak so and what you have down there for Capital Improvements that's what's underneath the bond project the 3 million yes ma'am any well oh wait how come so what is it on total budget the 4 what's the 4.6 million that's the allocation for West St John Elementary oh oh 3 million is the balance so we actually have 5 almost 5 million and okay I got it now yeah I any anybody else okay item number 13 public comment Dr Perry discussion recommendation for location of a new Transportation maintenance or operation site so I I guess I'll take this 1 I was asked to uh provide options with that did not include maintenance remaining at the CDC and then also did not include maintenance moving to Fifth Ward so this is where you see where Option 1 came from um because I was asked to consider an option that did not factor in those 2 facilities I will say it be Mighty tight but the best option would be relocate the maintenance team where essentially the administrative part of the maintenance team from the CDC to be located with uh the IT team and the that they have convert the warehouse um to an office space uh with enough space for 3 employees and some storage space and then purchase essentially purchase fortify large storage sheds at least 10 by 10 in size that would uh be utilized to house the maintenance and the IT equipment supplies and spare parts for transportation it procurement would all stay in the same uh areas that they are now or based on the other plans but that would be very tight you're essentially converting a warehouse into an office so we can't so we can't are we still planning on giving that site to the parish to use or is that still I was talking about godshaw that's not this is no that's not the side I'm talking about I'm talking about the the CDC site on further down in garyville the former School the old school I know so who you plan on moving over there no maintenance is there now I know that I'm asked to move maintenance out of there and not move anyone in there to where to the building right here where I so that's what I just asked Leon godshaw no ma'am not not Leon gotcha it's a building right on this same campus the warehouse right here on the building right on the School Board office trying to put more 3 offices I was asked to come up with a solution and they did not Factor CDC and Fifth Ward um and so that so I think the current so I think that the uh the IT the idea would be to just leave him some of them are some of them are um but we're saying that since its Surplus then that may not be an option for us but right now we're saying leave at the CDC but if it's not an option the option would be to it falls over there just to draw a person not just um Wanda right at uh the CDC you have a maintenance supervisor you have the clerk you also have uh so you have Miss J you have Miss Leslie you have Mr Joe that is in and out of there but they also have all of their equipment their supplies they have a conference room there where they can do their team meetings all of those things so what building is it added Leon gotcha they're in uh just 1 of the I guess yeah the old library area but also there has been talked about liquidating Leon gotcha right so that's why that wasn't built into or factored into any of these equations either so if nobody's wanting it why we want to move them well because we um Surplus we Surplus the CDC so the question is is the you're a place to move them because if we surplused it and they need the building then we can't put it up well that depends on where we move us there's it depends on a lot it could possibly write move where if if we all moved the Fifth Ward then that then that is but I was asked again to create an you're doing a good job creating all these scenarios all right Miss uh McNair I just feel like we have not made any hard decisions outside of closing and think of the school at the moment thank you other than that we just continue to talk and talk and talk and talk and we've not done anything we have a list of buildings we have Surplus a list of buildings that we have in Surplus yet that nobody's in we need money why are just do it Dr Perry I'm just frustrated we have all these buildings with beautiful Prime real estate why are we not selling them who is we not saving no money with with with all we can save money is and but then also there's another Point too what's the first time he said thoroughly for the upcoming School I agree with that and so let's just uh stick with Fifth Ward right changing fifth making East St John Prep Fifth Ward Prep Academy and let's do the best with that and um let the Strategic committee continued planning we you know and that's all we can do of what we're doing oh because it's not 1 big plan it's just peace meal piece meal piece meal piece meal piece meal I got this Brazil what I will say is these these topics we're talking about now it does involves students it involves a lot of old stuff that should have been Surplus and gotten rid of years ago so we have let's do it over but since I've been on the board we've allocated additional staff to operation so I'm not sure and I'm not saying it's you it can't it can't be you to do everything it can't be Dr Perry to do everything but somebody since we Surplus that building what 5 months ago between now and then should have made a list of this is all the stuff we want is there a way and this is all the stuff I'm ready to come to the next level that's what I'm saying so I don't I don't think that talking about moving maintenance and operations is we're not talking about moving students that doesn't have to go before the court and there are some opportunities to say just you guys figure out where they need to fit because we've already made the decision to Surplus the building and if we ever get land and Facilities meeting again hopefully we'll get to the point where we get rid of the build the property so I I I absolutely agree and the inventory is done and it's been done for a while it's ready to to be on the next line of facility committee agenda the question becomes where do we house the maintenance Administration team and so the original thought was through a number of different scenarios that have now died somewhere that the maintenance team would move here because a lot of the other departments that will be here or somewhere else as that has changed and now we're saying hey this is not in play this is not in play we're going to have milesville it's all domino effect the best option if I'm I'm I've literally had to drive around campuses around the great St John the Baptist Parish looking for space and I happen walk in and say you know what if I got to figure it out we'll build some rooms to work in in this Warehouse because there's no 1's going to want a maintenance crew at their School site no 1's going to want it in some of these other places that we are looking at because of some of the other limitations or they've already been Surplus so it's literally for this 1 more than any other where some space here we go I completely understand but I do know that we do have plenty of space to garyville plenty of based on the West Bank we we've made it quite clear the high school is nowhere near capacity or full so I don't know where we put the items or where we put the people but there is some space options available and since we're not talking about student moves I don't know that it needs become before the board right because we've already made the the hard decision to Surplus the property sure and so I think that we do have space available and that that's what your expertise are is figuring out which buildings or opportunity for space but we do have schools that have lots of space so maybe we have to try and figure out how to put some of that stuff that we're not going to get rid of in those spaces 1 second all right any other questions or comments all right item uh 14 public comment Dr Perry administrative team discussion recommendation regarding Phase 1 and these 2 of the proposed plans to eliminate those that are no longer applicable and we actually uh had a copy of that we did that but um well I think 1 of the items was to Surplus um Fifth Ward we haven't made that decision yet and I think that was part of this the conversation about Phase 1 Phase Miss friselle know I was just going to say and to stop any of the volkart work that's going on with security upgrade lighting upgrade bathroom upgrade any of those items with Fifth Ward I don't know if that there's no work being done if at the point at the moment that the decision was made to close the school although they're still allocation and and the board is going to have to decide how to reallocate those funds the director that I gave to our project managers was to move everything in involving fifth award to the bottom of the priority list the only thing that we've done there is we repaired some fencing that we needed to have because we deemed that to be a security Dynamic for this school year there's no work being done and the value of this property is probably the highest yes and I say move us to fifth board all right um so this is what was on the list at is suggesting to be removed from the list and that that really needs to go back to strategic planning because we're not going to take action at the board meeting until strategic planning gives us a a final recommendation any any questions on that um any other items the only thing I want to clarify before we adjourn is that if anyone wants to as Miss Tricia asked earlier if anyone wants to have any of these items addressed at the board meeting you need to have the agenda item in bought for the March 13th meeting by um what did we say uh noon uh
