oh my gosh no don't come back sit over there under us I don't care phone call of the president St John the Baptist Parish School Board will be in regular session at Emily C Watkins Elementary School 938 Highway 628 Apostle Louisiana Thursday March 13th 2025 and 6 p.m. Mr Miller if we can have you come up and do the prayer it's for your father we thank you for this opportunity to gather tonight for this meeting we thank you for the wonderful responsibility we have of nurturing and hearing poor this District supporting some students and the staff and got ready to bless this meeting tonight that you would guide our conversation and that you would give us wisdom Clarity and direction we also lift up the family initiative Gilbert Lewis to you we pray that you will provide them the during this time in Jesus name of Christ amen and uh Miss Mitchell Williams will you please lead us in the pledge stand in the phone call Mr Morris Mr Rancho and at this time we will move to item number 3 approval of minutes public comment public comment closed um and we will need a motion to approve the meeting of February 13th motion by Miss vigna second by Miss Mitchell Williams board members any questions roll call Miss Holden yes Mr Morris yes Mr branches yes Brazil yes Mr yes yes yes yes we will now move to item number 4 educational presentations and recognitions by the board or staff and the first item we will uh take up is the resolution of sympathy to the family of Jerry Galloway and I I'm going to read it in into the record at this time whereas the St John the Baptist Parish School re School Board grief the loss of a former St John the Baptist Parish alumni and a friend to all who met him with the death of Mr Jerry Tex Galloway and where whereas St John the Baptist Parish School Board recognizes Jerry Galloway's service to this community and his Devotion to St John the Baptist Parish public school board's Legacy during his life and career as a St John the Baptist Parish educator and principal and whereas in recognition of his dedication and public service to St John the Baptist Parish School System the members of its board offer the resolution of sympathy to the members of his family to which a copy of this will be forwarded therefore be it resolved that St John the Baptist Parish School Board on behalf of its members recognizes the significant contributions that Mr Jerry text Galloway gave to this district and Mourns his death with deepest sympathies now therefore it further resolved that a copy of this resolution will be read into the record and placed in the minutes the archives and the official records of St John the Baptist Parish Public School Board at its meeting on the 13th day of March and the year of Our Lord 2020 5 and by virtue of the authority vested by the Constitution and laws of the state of Louisiana do hereby direct this um and at this time I'm going to share that Miss Galloway sends her deepest regrets but she is very thankful and appreciative to the board for this recognition of her husband and uh it was just 1 week ago so it's uh very soon and she was not able to make it but she wanted to make sure that we told board members the community and the public how thankful she is for this resolution in his honor thank you all Item B um a resolution of sympathy to the family of Gilbert Lewis whereas the St John the Baptist Parish School Board greased the loss of former St John the Baptist Parish alumni and a friend to all who met him with the death of Mr Gilbert Lewis and whereas St John the Baptist Parish School Board recognizes Gilbert Lewis's service to this community and his Devotion to St John the Baptist Parish Public School boards Legacy during his life and career as a St John the Baptist Parish firefighter and a veteran school bus driver and where res in recognition of his dedication and public service to St John the Baptist Parish School System the members of its board offer this resolution of sympathy to the members of his family to which a copy will be forwarded therefore be it resolve that St John the Baptist Parish School Board on behalf of its members recognizes the significant contributions of Mr Gilbert Lewis to this district and Mourns his death with deepest sympathies now therefore be it further resolved that a copy this resolution will be read into the record and placed have to say that on behalf of the school system definitely the West Bank um we are um so sorry for the loss of Mr Gilbert Lewis um we also have another loss of an educator um and that resolution will be done to move Saturday at her Services which was Mrs Patricia doce thank you any other board members this time we will move to item C recognition of science fair windows and I'll turn it over to Dr Perry we will turn it over to Dr Williams good evening distinguished board members Dr Perry and guests and parents I have the privilege of announcing our first and second place science fair winners for our district these students have worked extremely hard on becoming the best scientists that they can be and I have just been floored by some of the entries that we've had the first and second place winners go on to compete at the state level which is actually held at Nicholls State well they actually went on to compete at the regional science fair in different state on February 21st and those students will qualify to participate in the state science fair which is being held at LSU March 25th and 26th so at this time I would like to recognize our first and second place science fair winners who completed individually as well as in teams may I have Dr Terry and Miss Shon please presidential we have several categories stories that our students competed in and so what I'm going to do is call each header and the winners in each division we have a junior division which is 6 through 8th grade and we also have senior division which is high school will begin with animal science our supporters principals teachers if you can give yourself a hand because it's definitely your support encouragement to ask you are where they are today this Jamie I would like to say also that uh I really appreciate all the parents and these it's a beautiful group of of people up here but I really think that you all need to feed this stomachs and I think that you all or send Pizza Dr Perry to all their schools and on behalf of them I think that's a good idea 1 2 3 put your certificates over your chest 1 2 3 1 more 1 2 3 congratulations everybody where are you at that's my friend exactly no Williams good afternoon again good evening to see which board Dr Perry board members a guest I have the privilege of recognizing our district teachers of the year and this is something very dear to my heart as a teacher I'm always a teacher I taught fifth grade seventh grade first grade second grade so I just looking at you and seeing if you're familiar faces I can't say that I'm surprised I want to personally thank you as Chief academic officer for all that you're doing you are literally the lifeblood of our district without further ado I would like to take the opportunity to recognize each School's teacher of the year and as I call your name if you'll please stand and we will present first from East St John Preparatory Academy Mr chica Brown yeah value from West St John High School Miss out of this District we cannot help you we thank you for your service thank you for your time thank you again for the support and hope you feel good all right everybody this way big smile congratulations I all right all right we're going to go ahead and continue with the next item on the agenda which is the superintendent report item number 5 District updates um we're going to wait a few minutes if the people in the middle could just uh the presentation is right in the middle of the aisle if y'all can move to the side thank you yeah I can see okay oh he's okay thank you so much I just wanted while you're there bringing that up I just want to have everyone know what an awesome Tech Team we have and give them a round of applause to they have made everything here work tremendously they fix it they put it up and they get it down all right that's great all right okay we're going to go ahead and continue with the presentation Dr parrick got to know more um today's topic will cover our why real briefly uh Community engagement academic updates operational updates Human Resources updates and Finance funds always started with our why this is what our students who was at the cek night so he was from uh 1 of our schools Lake Country train but I just want to remember our why why we do this work is because of the students in our Parish this is a picture of lunch and learn lunch and learn scholarship forums there were 2 we have 1 on the West Bank and the East bank and these were where seniors had an opportunity to complete scholarship application and sign up for at also this this is my first uh lsba conference I had fun but also was the time for fellowship and learning some policies so this is a good time to connect with uh the board members and also to uh to learn is in Lake Charles the week of February the 25th of 27 this is the advisory student panel that we just had uh with Dr Williams we had a few 1 of them was dropping in and say hello to our kids we have Mr Mahmood came in to see a little fry kids get them started also Mr Mars and uh Miss Sean uh when they came in the kids was just coming in but we had a a full house almost with the present and next slide is what they've been working on which is the portrait of a graduate I think this is very uh uh it's a great project they're working on which lets our kids know what they're working and inspiring to be so the students actually came up with this model which means that they feel that uh St John the Baptist graduate should possess uh being respectful resilient be confident accountable a problem solving Problem Solver in a lifelong learner and this is what uh Dr Williams 13 is working with the key is on to have a portrait of a graduate all right superintendent's mid-year plan I want to just kind of briefly hit on what my plans are for the next part of this semester all right next slide so the instructional Vision that we had since we started was all Scholars will learn and learn at high levels and Master Grade levels just do the Align educator actions that are anchored in high expectations and Equity to ensure access and opportunities for all our students their grounding in 3 goals strategic uh priority number 1 is exceptional student experiences prior to number 2 excellent instruction and project 3 is thriving teams these were the projects that we inherited coming in and our goal was to make pillars from these goals in the upcoming school year we will brand and Define the cultures that we're uh definitely seeing but right now we did want to continue with the priorities that we uh inherited but also expound upon those so my next slide we to 3 Priority that were in the district and we made 4 core pillars 1 is teaching and learning 1 is school culture 1 is talent management and 1 is planning and operations when you look at teaching and learning the essential goal here is mainly to increase yearly and math in our schools how we plan to do this is to continue to Monitor and provide feedback to principals on instructional strategies also we are monitoring our PC's but we call them wdm's weekly data meetings to ensure we are drilling down to the student gaps and teaching and learning deficits School culture the essential goal here is to increase the number of schools that demonstrate alignment between their engagement and discipline policy we are planning and continuing to conduct culture walkthroughs in our schools uh use multiple forms of uh data such as discipline data attendance data and stakeholder inputs to be able to evaluate our processes that are the play talent management the goal here is also to build capacity within our educators we do this through we have we started this year and instructional leadership cohort these are participants who will be in the uh pool but to go into a rigorous a set of Assessments learning and shadowing of mentors we also are conducting formal and informal observations through our leads which is the ldoe assessment for evaluations also relay and best practices and lastly we are targeting PD aligned to instructional priorities and adult learning lastly planning and operation just go focus on improving the organization based on aligning and holding our departments accountable how we do this basically based on engaging in data analysis and reflection uh monitoring the impact of instructional support a judge support ongoing as needed and also monitoring implementation by reviewing progress of and by our mission is St John the Baptist Parish Schools is to equip each student with excellent educational experiences and opportunities that will Elevate their future as lifelong Learners all fostered by a Cooperative effort between the the next slide is academic updates real briefly um since this semester has started we've conducted 743 walkthroughs in our schools uh spring League testing will begin April the 29th through May 7th also we have our principal meetings that will be held March the 20th at West St John High School elementary and secondary updates act uh testing will begin at East St John high and west Ginger Tuesday March 11th but also what is Keen here is uh April 26th we will start our pre-act for sophomores this will give us our Baseline data for goal setting for the upcoming school year also this is the first time this is happening in the last 7 uh class of 2025 cohort auditing and monitoring we currently have 44 students slated to graduate from West St John high school and 284 students slave to graduate East Saint John High School ESS updates uh I want to thank Miss Brown her team for uh creating a ESS walkthrough too since this walk to through to has been created they have conducted 38 walkthroughs in ESS classrooms also Wednesday March 19th there was a chairperson's monthly meeting Tuesday March 25th monthly teacher community of practice uh March 21st Special Olympics which is uh next Friday uh Thursday March 27th the monthly roster of application in April the Autism Awareness Autism Awareness Month and uh April 26 is the autism walk operation update you know you the board uh agreed to uh help us purchase bus views I want to give you an update on a bus view uh since January the 30,000 scans acid date at 39,000 scans in the month of February uh miles traveled was 99,000 miles traveled uh as in February is 136,000 MI traveled what I like to see also is our app messages so we see that it was 7,000 app Messaging to parents and we have uh 10,000 app Messaging to parents in the month of February also we had 2 work orders that were created and 2 work models were completed in February I want to get to the maintenance updates um as you know we use what is called School dues uh we are going to segue to a new management uh company or platform is called fmx School dues cost us about $20,000 for uh annual subscription but it only include work orders SMX is 19,975 with the 1 year introductory rate of $9,000 for the first year but it also includes more than just work orders it allows us to do Capital planning uh also online Transportation request forms online facility reservations and payment platforms and digital asset inventory tracking this 1 I love the most uh we we uh I saw this the other day with Mr Miller showed me and I couldn't stop looking at it this is uh samsara equipment he's polishing this with 3 buses and I to put it on some District Vehicles as as well the left window shows you a live view of of the actual driver so you you actually able to see the actual route while they're in in motion the other side with an arrow is in green shows you where they aren't in the actual role on the road so we're able to put this on our buses to see exactly where kids dropped off uh also their surroundings we had to there's an emergency we able to see what happened prior to that emergency but this is a good way to track our students and our bus drivers in our district vehicles in real time is it yes yes um but again right now it's only polishing 3 buses and uh 2 District Vehicles right now okay question is is there something they were paying for as well I want to say Mr Miller this is free right now alright Mr Miller yes the demo is free and all right nice all right next 1 is Safety and Security update um we have partnered with gosip and they're going to do our active training uh active shooter training with our schools so the first thing we have is March the 18th it will be held at uh East St John High School um and what they're going to work on in this training is going to be What's called the Alice training or Alice stand for is alert lockdown inform counter and evacuate uh we also work with the uh the sheriff office later on um and another date where we do a live model and demonstration but this is really be just training um what this is open to all faculty and staff also if the schools go to this training they would become go self-certified in abstraction all right oh last I forgot 1 more thing can you go back again yeah uh in the auto in the in the vein of safety we also have uh been approved for 15 new me detectives that's that's going to be a plus for our schools and also the fencing project is finished at Eastern jump prep ECW and Les all right human resources um acetate I must give Dr Johnson Ronald kudos is out today uh ill but we saw that in the past 5 months we have increased our teacher certifications by 10% uh also we see teacher absences are down 436 this year which is good also um we have 100% of teacher eval submitted to the state this is awesome all right next 1 we also see with our Troy student services update we are down as far as truancy numbers we were um last year at 2173 and currently we stand at 987 so this big drop from last year uh also Mr Everest and his team uh we have 66 policies that have been implemented by this board so thank you for for uh becoming compliant with the state policies also we see that we have also conducted as a board 9 forums uh 2 pastoral Gatherings Gatherings uh 15 recess and also 7 celebration Finance updates just real quick um the federal programs Department in collaboration with early childhood and special education successfully submitted and received approval for the high cost service Grant this grant will provide reimbursement for a high cost expenditures related to the students with disability St John has not applied for this grant since 2019 fiscal school also must must say that the last bullet uh we are working hand in hand with the ldoe Federal grant Federal guarantee granted uh Team uh they have came when they went in the last time they were here they gave us kudos for um having our federal programs up the park which is a a big plus for us next slide uh payroll I know we had a big payroll snafu right after the holidays uh with capital 1 so uh we want to be proactive uh this time so we wanted to make sure that we this doesn't happen again even though this wasn't our our call our goal is to find out how can we have a plan A B and C so we have uh work we're working currently with Chase Bank there would it would now be our primary pay payroll account holder and they have 2 options are 2 Alternatives if this wasn't happening but then our default would be Capital 1 so this happens again we have 3 options to go through before you know this will happen again so I just want to let y'all be aware that we are changing now on to Chase our primary uh payroll holder and capital 1 being our secondary holder all right cost savings they all love to hear that right uh Transportation this year alone at this time in the year we have saved 142,000 in transportation we say 142,000 in maintenance and I'll show you in a second when you say 201 211 in security and traffic details where you saved 175,000 in SRO officers we have also say the substitute because the teachers come to school we don't need subs so therefore we say 418,000 in subs and we also say 1 million dollars in a contract from Blazer works so at the next slide you see what how they like so example extra runs the same time last year uh we had spent 243,000 on extra runs currently we only had a hundred thousand dollars um last year we spent 3001 thousand dollars on custodial overtime number now we are 158,000 next slide uh security and traffic details uh we spent 401,000 uh last year at this time this time we spent only 189,000 and SRO officers right and now you see me down can you just expand on that um just the SRS SRO officers well how we say we well having Mr Marlon uh definitely takes a place to have an officer at the school okay so we we have we've been able to cut down on having yes our office and certain schools because this model covers a bunch of schools for us now so we're saying that on that aspect all right the question yeah on the S the officers you said we save uh the can we go back to the previous slide how much have we spent on our resource officers 20,000 that's it well how many resources do we have in the system well I don't have that right now on my I just want to get all the numbers I could definitely do that to you in the email yeah cuz they can't be right because I thought we was paying I I know we had a minimum of 3 4 times and we were paying their salaries I know it's over I think I think the clarification is it's it's security and detail it's not their actual salaries this is so what we what I think that's clarifying that's for security because it says security and traffic details so it's uh not the salary but the it's the debt right like it's definitely a JLo you had 3 officers last time working at the detail and you only have 2 now and then that's like also more than helping out as well and then I was I was I didn't have any concerns about the security traffic details just the resource officers I'm like hold up maybe that's that was in an area that but I can detail if I'm not mistaken I think detail is considered as I can check on that and make sure that's not as I got in fact it's um Adrian she's here who do I speak to this the resource officers what is that 28,000 entails offices we have 6 through so we're only paying the 28,000 we have divided by 6 so they're making 1 sorry I do VA I don't think is a 7 but after hours yes over time and I think it's okay yes that makes a lot more sense all the time I think having an issue but definitely um if you want to break down this I need to break down this in the email thank you because I think we're paying the resource officer that we have who paid it for sale yeah this is for this is only their details the detail over time it's not their style you're right it's extra that but and the resource officers the 1 that 28 cuz that's what we paid in extra we know we paid 1 is saying detail 128 there's 2 different um traffic and then 1 is detail in the building your security and traffic details are yours let your share of things do with details and the other 1 is your SRO that are higher here that do extra over time so that's their overtime so last year what you're saying is last year that their overtime was 203,000 at this time of the year this year they're overtime is 28,000 okay the resource officers that we have on us that have made 200,000 dollars okay yeah oh I heard a plug all right but um you are you want to break down this I need to break down this more um see I have the um okay next 1 is Kelly Services and instructional substitutes uh Kelly Services is where we put uh where we hire our subs so we're down on Subs this year as far as expenditure also basic works is for our teacher who works the long term long term school year so we see that we we saved both of those areas for this year to last year all right upcoming events we do have a 3 and a half hour I'm sorry 3 hour early dismissal on March 18th for the gosip active shooter drill with the High School uh this is able place on Yin on March 18th and on March the 8th and July employees dismantle yes uh parent concerns also if you have any concerns uh that has not been addressed through the proper channels please email me at superintendent at St John k12 lusts and all concerns are addressed within 24 to 48 hours thank you for your support and this concludes my report a quick question um I had a question about the apps uh I see we getting another app um the the apps that we currently have none of them would provide that service um there was okay so who are we currently using now I have a question and that might be a clarifying question to what Mr B is asking the school dude is not an app it's a system in which we put the work orders in for the maintenance team and we're moving to fmx which is another system not an app for like parents to use that is absolutely correct so food dude is owned by a company called brightly the district has had a subscription with brightly uh for at least from our research and it's about 9 um if not longer it is not a contract you've had they've just been reached we were charging us an annual fee for the subscription but the platform is limited to only being able to do the work order what we found is the platform that is for comprehensive um is the direct competitive School due but it's more comprehensive and allows us to do things such as not just work orders but also uh there's a very robust Capital planning tool that I plan to uh present to to uh committee at the appropriate time as well as the opportunity for uh online Transportation requests so we can move all of our school transportation requests talk about being online as well as facility rentals able to move to making those requests online workflows for approval as well as being able to pay deposits and fees for those requests online so what we are suggesting is going to assist them that is a lot more robust and will make our Pro uh much more modern thank you 1 more thing the next 1 you had uh there was a program you said we were piloting for the bus yes sir so it is uh through a company uh are we already actually have so we have 3 different camera systems on our buses based on the generation of of the buses on foot bus through that different campuses 1 of the things that we uh have been limited by is that and all of our buses the camera systems that we have in order to be able to pull any footage you have to physically go to the bus for what we call the black box go in download that footage and then search for whatever Clips we're looking for what this uh software or Hardware that we're piloting does is it allows us to have real-time camera feeds that are cloud-based it gives us the opportunity and I went through the demo this week Dr parey to be able to sit open up a computer and as a bus was moving we looked at it on a bus on the West Bank as the bus was moving we saw real time dash cam footage of where that bus is going as well as being able to track it through GPS that's screenshot that you saw additionally there is a panic button on the bus that the bus driver can push and it will automatically begin to a record or archive a clip 1 minute before the button was pushed and 90 seconds after so and then 36 after automatically archive it now we're able to get Clips in real time without actually having to go to pull the black box and all of those wonderful things like that so that is what we are demoing now like I said we'll have uh some estimated quotes or cost of that in the near future and it works with all 3 of our camera systems so we do not have to change our current camera systems on our buses we would just integrate this into it we also have the opportunity because the hardware comes built-in dash cam uh to put this on our White Fleet so all of our Troy Vehicles maintenance Vehicles any District on vehicles we're able to uh potentially put this uh technology into them and again make our processes a little bit more thank you and the reason why I asked um what company are we using right now to track GPS from buses it varies again based on the generation of the bus is is different based on the generation so um yeah this is different based on the generation and then so that's my the reason for asking well we not do any services or we're trying to um 1 of the things that we find well 1 of the things that we found is that on our older buses I our GPS systems are very unreliable 1 of the things that we've been thankful to be able to have is the bus view app which allows us some tracking on there and so there is some crossover in the buzz view app and GPS or some redundancy I'll say in the GPS robust view as and what we're suggesting or demoing for Sims are but the benefit is this GPS system is tied to the camera system of us the GPS system for BuzzFeed is tied to student scans or driver scans so there is some redundancy there but the functionality of it and the usefulness of it will be in different applications and that makes sense so now I can have camera footage and know exactly where that bus was or for At Any period of time or I can have GPS footage and know that a students or the students that stand on the bus where they are so there is some redundancy there but the functionality is 2 different things okay all right thank you okay we're going to move to item number 6 legal business a general maintenance job description which we also recommended agenda item number 6 was in regards to a CTE supervisor job description we had lots of discussion on this um it is a position that's already in the orc chart that we did agree and vote on 1 so we were just trying to knock out what that job description do that and then agenda item number 7 we discussed in new director of special program job description and that was not approved or recommended for the superintendent at this time we ended the meeting with by setting dates for the rest of the year we found on the board website under Personnel committee once a minutes are approved thank you um any other committee reports I have 1 for finance okay miss friselle the finance committee meeting at men on Tuesday March 11th at 4 pm in the following actions were taken um I was elected as the new chair of the finance committee meeting and Mr Mamou was elected as Vice chair the finance committee meeting um the committee man unanimous unanimously recommended approval to add budget to actual the template monthly on the full board agenda as recommended um as an action item from our previous audit um and we also had unanimous recommendations um to recommend to the full board that the Head Start Grant application and cost allocation plan which is coming up later in our agenda um we recommended that for approval to the full board um we also set the dates and time for our committee meetings for calendar year 2025 which will be found on our website under under finance committee meeting and you did have a presentation by also giving us some FEMA updates and um at our April finance committee meeting um we had a we had made a request that um Finance give us information on items that they will be starting to pull the bond money for to replenish um things that were paid for at a general fund and covering it now buying money so they are going to be working between now and with Miss janicki I'm getting numbers of total board members um soon and if that is going to happen then we do have to consider the numbers within executive committee meetings so I do have a a concern on that front as well any other board members what would be that thing what would be advantage to increase I'm just going to say that I think it gives more uh thought when we have to talk about policies we get more points of view um I looked up I will tell you I looked up what other districts do pretty much the range for executive committees goes from 3 to 7 5's kind of right in the middle um I you know I I think it makes a a big difference in being able to have more people be able to participate ate in a smaller committee meeting and make the recommendations I I think it will help us um and and a couple of areas um also it does create an issue um when we have only 3 committee members that if 2 of those committee members are on a meeting together that they could be be considered a quorum because 2 people would be a form of that committee so I think that would be something that would be deviated if we had 5 people on the committee Miss Burrell yes and the only time there would probably be an issue if those 2 members were talking about executive committee policy issues number 2 2 members can sit on it but if we're going to follow other districts maybe we should go down to the president being uh just uh 1 year instead of uh 2 year um but the issue is would you committees um on several items that um I can um point a finger at whereas recommendations have been made a committees have not been brought before the board but have actually have been taken on I'm saying if the board didn't approve something that a committee committed only to make a recommendation that lately it's been when the committee make a recommendation that's law before it even comes to a board even with some practices now I can handle several of a few but I'm saying this is pretty much decking stacking the deck and then you say every member is still allowed to come to uh a meeting they still can voice their opinion so it uh the only thing is I'm saying you trying to get you going to say that okay we got unanimous support you swear 1 border and I'm saying that's 6 if that's the case we just need 6 bold members and we don't need um 11 is that what you're proposing Mr Brown yeah yeah that that that reduces to um 6 so I I'm just going to share that at the next workshop on March 27th we do have an agenda item um talking about reducing the number of members of the board so it will be a topic for discussion at the next 5 you're concerned about 5 there's been as long as I have seen it 5 members board members on the landing facilities committee that hasn't caused an they have been 5 members on the strategic planning committee that hasn't caused an issue so I'm confused about why we think it would be an issue to have 5 members of the um executive committee especially since it's working it's so many other ideas so 5 numbers on a mini is man in facilities was a diverse and you had 5 different people with 5 personalities and area of expertise and always made a recommendation to the board the strategic planning committee was formerly in June we just come from executive session and what has come up from that so I'm saying the landing facilities has been way more effective than planning committee but the discuss the pros and cons about why we would go with a place in Tennessee versus somewhere that's local and we would keep that tax dollar that would so we um my my recommendation is based on the lowest respondent as far as cost goes this is purely a recommendation based on cost 1 of the things that we wanted to make sure and I had multiple conversations with uh this company was that there would be no additional cost with shipping or anything else that would be what we call the real cost around this they have guaranteed calls or the places they call it to us include reduction set up shipping everything it's a my recommendation is purely based on them being the lowest cost what was the the so for the current the total aggregate was around about 3 dollars for the difference looking at the production time this is 10 101 days some like I mean yes so well so from from and I had the conversation with them again this morning that includes everything so what they're proposing is that it would take 1 to 3 days when they uh receive the request to get the actual design approval based on the response of the person making the request was the principal of the admin at the local schools and then the period of time production and shipping where we would have it at our door and I asked that question specifically would be within the 10 he actually quoted 10 to 14 days but the proposal says 1021 days and so that's what I want to show you forelle it's my understanding that this did not get advertised as an RFP and so we're required to take the lowest correct um and so uh potentially we can reassess if a a second contract potentially would be needed in the future because we're having problems with production getting to us Etc where we have a second contract for somebody local for turnaround times but it's understanding this was not advertised as an RFP and we required to accept the lowest correct can we throw it out and yeah that's what I want to do so so this piece of information with you uh you can I want to share this decision we also must understand that they've given us their production time even if you reward this contract if there is a need and that need is hey I need something in understanding that he was born 3 reach out to them they have the option to be able to say and you they all have to say that obviously in writing we cannot fulfill this then it's still there's still latitude to go to a different vendor that can actually fulfill that need so it's almost like they would have the option or the right of first refusal if I can use that term but it does not preclude us from being able to seek the services of a I actually keep that knee also to the point that Miss Roselle made there are other options that we can put in place for um Fringe circumstances and different things like that to make sure that we have what we need in place to support all of our needs as it relates to a I'm going to make a motion that we drove we all bids because it fluctuates too much and I think we need to come up more set budget price to work with so the second question your second thing that okay so I'm I'm going to ask if Mr Green can come up because I think we have a a legal issue with that because the bid went out to so I you have to have I'm going to ask him to explain the bid law about what we have to it's different than with an with an RFP and I'm I'm going to turn it over to Mr Green if you can just clarify so when it comes to the public bid law you can only reject all of your bids for just calls that's specifically what the statute says it just calls would include things like um you uh no bidder um no better responded with a price that was within the parameters that you had budgeted for the project um that uh no 1 No 1 bidder was able to provide all of the services or meet all the requirements you won't receive 1 bit and you want to open it back up to um you know expand your um your uh your search pool but uh so with the bid you can't just reject the all or for no reason at all unlike in where did you get so just be mindful of with the first thing you said about budget um if you uh whatever you have budgeted for the projects if no bidder if all of the bids work appreciate that budgeted amount and my motion was because we we don't have a set budget and so that we can have a second budget right well that's not on the bills that's on the board so but if you have a budget set and all of the bids exceeded what you already had budgeted then you can that for that reason but because it is a public bid um you're very limited on requires that the contract be awarded to the lowest most responsive responsible so next time we'll have to just structure the bid that says we want or whatever to be in our case it needs to be it needs to go needs to be advertised as in our people thank you Miss Lindsay Mr and just for informational purposes if it does not pass tonight what happened well if it doesn't pass anything you people responded a a a more diverse group of respondents responded and because of their and because we and 1 of the things I've been trying to do is push competition because it helps with driving down costs favorably this is where we are you know we we advertise that where a mom and pop shop from Tennessee found Central bidding that's where they found it they would have they would have found it on talk about your concerns and your needs individually also we will start having a custom meetings again for the next 4 meetings um and just for clarification I'm going to answer some building come up if you don't mind for 1 second clarify the question Mr Burrell asked about the SRO officer um just real briefly uh thank you so the 28,000 is invoices that we've received to date for this fiscal year so we've received invoices in total for the shares off of 28,000 um typically these invoices coming in quarterly or at some um time and so there is an anticipation that we will see a few more invoices for uh SRO services and all of that and so those numbers will uh be realized then but for what we have received so far and it actually came in in February February 207 27 uh for this fiscal year we've only been invoiced the 28,000 and Gilbert at the central office at 1:00 tomorrow same time at the same time to allow the eastbank bus drivers to have the opportunity to be a part of it not have to rush back to and I just have 1 more item uh just to let everyone know that tomorrow morning um between 8:00 and 10:00 in St Charles Parish Dr Perry alone with the superintendent in St Charles and St James will be uh delivering a state of education um for the River Parishes and uh encourage if anyone's available to go that we do have uh seats available for board members if you can it's in St Charles Parish at their um I'll send I'll put the address um it's from 8 to 10:00 a.m. it's from 8 to 10 correct all right any anything else any other board members just real quick I would like for us to get a chance to talk with the teacher advisory team so this is possible for us to see when their next meeting is just to kind of get some feedback from the teachers she might have the student advisory team and we do also have 1 for teachers as well right am I correct yes so I just think it would be good for us as a board members um to see account um here here from now get some input from
