or a meeting regular session that got your grandma cafeteria school board meeting room 1600 Highway 44 Reserve Louisiana on Thursday May 8th 2025 at 603 p.m. our meeting is called to order I'm going to ask that Mr would come up and lead us in prayer God we thank you for this day we thank you for the opportunity to gather this evening to uh be Servants of you through the work that we do here in this School District so God we pray that you would be with his board we pray that you would be with all that are presenting tonight and that every decision will be made that will be made with the best interest of our students and our staff in mind God give us ears to listen Hearts and hands to help in Jesus name we pray amen amen ask Miss Holden please lead us in the pledge with everyone please McNair and Miss sham of 7 present for absent 7 present for absent we do have a quorum item 3 approve of minutes public comment meeting of April 10th 2025 April 15 2025 and April 24th 2025 requires Williams and Mr Wallace yes I have 6 days 1 day and 4 apps 6818 for absent that motion carries item 4 Education and ation and recognition by the board or staff item 4A resolution to the family of Grace cook uh let's see make sure I got the right 1 resol solution of sympathy whereas St John the Baptist Parish School Board grieved the loss of a former employer and a friend to all who met her with the debt of Miss Grace cook and whereas St John the Baptist Parish School Board recognized Miss book service to this community and her Devotion to St John the Baptist Parish school as she devoted 40 plus years to our students and whereas in recognition of her dedication and public service to St John the Baptist Parish School System the member of its boards offer this resolution of sympathy to the members of her family to which a copy will be forward therefore be it resolved that St John the Baptist Parish School Board on behalf of its members recognizes the certificate contribution of Miss Cook to this district and Ms debt with deeper sympathies now therefore be it resolved further resolved that a copy of this resolution will be read into the rocket and placed into the minutes the archives and official records of St John the Baptist Parish School Board at its meeting on the 8th day of May in the year of Our Lord 2025 at this time we have uh 2 members of Miss Grace Family asked that you please come up and we will take a group picture with you and if you want to say something you can good evening uh Mr superintendent uh president of the board members of the board first of all to say thank you um I'm on nephew and he's a former student a favorite student Dr Ross uh I just want to say it's a a privilege and an honor to stand here today and to receive this Honor on her behalf and the members of our family and Grace was a champion for education and everyone that know her she was about the business of the business and she just didn't do the talk and she did the walking so I thank you guys for this hour today a quick I'll just give a quick story about Miss Cook I I was uh a real privilege to have 4 of those years and of Education in 1 time uh we did a sign did did a fair and I uh first place at our school and then we have to go to Regionals uh at Nicholls so miss cook told me everything that I needed to do to be able to compete at at regionals and I did absolutely none of it uh and and and so we go to Regional and of course I don't win and then I saw the look on of disappointment on her face uh it made me at that point realized uh how much you believed in me as a student and I vowed at that point that I would never have anybody else's expectations be more uh for me than I had for myself uh she was really that type of person uh she put everything she had into her students and uh she was just a tremendous blessing and uh we're really pleased Shah was a former student too so we're really uh honored to have uh had that laid in our life for all those years so thank you guys for this uh recognition all are aware I did present the resolution itself to to Mrs Grace Cooks Family at her Services um so we needed to put it on record um and that's why it was read again on today May 8th um Mrs cook was 48 plus years of service servant was definitely what she did um throughout our community so thank you so much for sharing her with us excuse me next we have a resolution to the Houston family resolution of sympathy where at St John the Baptist Parish School Board grieved the loss of a former employer and a friend to all who met him the debt of Mr Valerie Houston Jr and whereas St John the Baptist Parish School Board recognizes Mr Houston's service to this community and his Devotion to St John the Baptist Parish school students as both teacher and coach for our 34 years and where I asked in recognition of his dedication and public service to St John the Baptist Parish School System the member of its board offered the the resolution of symphony to the members of his family to which a copy will be forward therefore be resolved that St John the Baptist Parish School Board on behalf of its members recognizes the significant contribution of Mr Houston to this district and Mourns his debt with deepest sympathy now there now therefore be it resolved further resolved it cut that a copy of this resolution will be read into the records and placing the minutes the archives the official records of St John the Baptist Parish School Board and its meeting on the 8th date of 8 day of May in the year of Our Lord 2025 we do have the Houston family um Mr Houston wife his daughter and and his his son and other members of the family act that you would please come forward if you want to say something you can say something I am Tammy Houston I am the daughter of villere Houston um my mother is also here today um my parents gave their lives their soul and our childhood to um St John the Baptist Parish School System coming back here today it felt like coming home because this is where I grew up my mother taught here for many many years and um during their time the job didn't end at 3:00 or 4:00 so we spent a lot of long days at the school we spent some weekends at the school for extracurricular activities but it was an honor and it was our privilege to have parents who were so devoted to education that they instilled this in US my brother and I and their grandkids and they've impacted so many lives and it was so obvious at the funeral all the former students who came to give their well-wishes and say how much my father meant to them and uh I just want to say that my brother and I were only children but it sure feels like we had a bunch of brothers and sisters because to our parents when they were entrusted with children for a school year they became their children so they became our siblings so I just want to thank you all for recognizing their contribution or my dad's contribution tonight and um just say that he would be proud of what we're accepting tonight on his behalf thank you I'm just going to piggy back off my sister my dad was I mean he was a sport Enthusiast and that's where I picked it up from and I played baseball at Sun University and uh he picked up and ran with it everybody at Southern University Baseball team became his kids I promise you and he just was he was that guy I'm telling you he was that guy everything I did was my C my biggest critic that's what he was you know a loving or debt oh man yeah couldn't have a better father in my life thank you so once again my family the Houston family um the resolution was read at services on that day um and we want to thank you as well for sharing Mr villere with us as a coach as well as a teacher thank you and I also like to agree with Miss Holden that and Miss Houston when you talk about Mr Houston's dedication as far as uh taking outside children and treating them as family because I grew up with the family also and it was definitely a point of gratitude uh to knowing misuse and drug this year's all right yep yeah all right item 5 superintendents report 58 District updates Mr Perry Dr Perry you have the floor good afternoon board um members of community or vice president Mr Wallace all right we'll start with um today's topics is a course Ry uh engagement academic updates operation updates and HR updates of course our wives our students our Scholars this is the reason why we do this job and this is a picture from the AA prom uh when the kids had a great time um so this is a few Snippets we have a more some more to show you all right next slide this is a um I just want to say to our teachers thank you for all our teachers thank you to all our teachers faculty and staff for making St John Baptist Parish Schools a pillar of light it is because of your daily efforts and dedication that our students are nurtured and cultivated being a teacher is not for the faint of heart it often requires more than just teaching and includes being a parent a friend a confidant a a counselor and a protector thank you again for choosing this profession but more importantly thank you for choosing St John the Baptist Parish Schools uh next slide we just put some pictures um from the um the Partnerships with our board uh many of our members uh did some things with the schools so you have a few pictures here uh we had Taco appreciation today at ECW and I think they also went to JLo or they provided food for JLo uh we also have some stops by Miss Mamou and also uh this was a collect effort from many of the board members so thank you all for showing appreciation to our teachers our next slide is where we also had a partnership with myself the administration and marathon where we provided drinks and poor pork uh courtesy of marathon um and again at St John's Baptist Parish schools to all our teachers and faculty and staff so uh they had a chance to get some great pool pork it was really good I'm gonna say um thank you again to Manny for spearheading this also a next slide we have um Mr Milling his team should appreciation to the bus drivers they had this at at rpcc you had a chance to go they had uh a little live DJ they had they had uh the book that was came out they had a good time and I thank you to his team for showing the bus drivers and the first thing they said was this is the first time they ever felt this type of appreciation and I want to thank you again Mr Miller for going beyond the Call of Duty and supporting our bus drivers next slide is uh administrative appreciation uh week um this is a recognition of our uh central office administrative staff so this is a some pictures of um us with our administrative uh they received some crumble a uh a little tokens inside the uh bag and also some balloons uh the next slide some more pictures of our administrative but there's 1 person that we cannot leave leave out next slide please so to miss wall I want to First say this is a woman who works quietly behind the scenes I would like to publicly say thank you for all you do uh here's a point of my phone which I think reminds me so much of you it said endless phone calls you would take endless deadlines you would make answering questions all long make sure nothing goes wrong your organization is beyond compare knowing exactly what to find and where your smile reaches far and near and tells all they are welcome here thank you my administrative secretary for all you do we will be lost without you so I must say that um the flowers are from the sheets thank you Miss wall once again miss wall everybody it's the first time she's been speechless all right our next slide is uh we also recognize our national nurses so to our nurses we will uh have something for you tomorrow so be ready for tomorrow our nurses all right next slide is some events in the community uh we had our AA prom so you can see some pictures I think the guy in the middle was so Dapper I mean I love the shades um next slide this is a group picture of all the kids who attended the AA prom again hands off to the uh the department of special education services for doing a great job we're putting on the AA prompt also I want to say I think we have some board members who attended that night was um I think it's vinery you attended and Miss friselle anyone else attend here okay well sorry all right next slide academic Signing Day um I want to First say congrats to all our seniors who will be graduating this year we look forward to your continued success we are confident that the lessons you've learned throughout the years will Propel you to do more compel you to be more and like Alexander granbell you will write your name in history I try to that okay all right so the next slide we have West St John high schools academic Signing Day uh this is the first time in many years that all the kids had a chance to sign and receive some type of education um moving forward so good job to St John West St John High School 100% of these kids signed the next slide is west east St John high school they also had a signed a uh it was very well attended and E St John high students were very proud had a chance to speak to actually to both sister schools and we talked about just the perspective uh once you leave high school so I want to thank those kids who allow me a chance to uh speak into their lives and hopefully it resonates with our seniors all right next slide is our academic updates uh leap 2025 high schools started testing Monday uh 3rd through 8th grade began Tuesday all is going smooth with a few of a few bumps team is checking with the School's daily to make sure testing is going properly all right next steps and beginning summer work are summer school let's start the month of June can you hear me Monday through Thursday the location will be at LPE and E St John High School the curriculum team is currently working to create benchmarks for the upcoming school year uh summer PD dates will be July 7th through the 11th and also July 29th through the 31st those are for our teachers principal Leadership Retreat will be July 21st through the 23rd and also our act retest will be June 14th at East St John High School all right exceptional student services updates uh I must say we had a a good time at the autism walk so the ESS decided to host an awareness at the uh conclusion of the Autism Awareness Month with a walk in your mile uh event uh families District staff came out to first walk the track together listen to some music and also get a chance to win a lot of Trinkets and awards uh ESS ended the month of April with conducting over 73 uh walkthroughs in the classrooms and also uh help teachers to write over 40 IEPs uh all District kindergarten teachers were provided dyslexia screening training and the last part is the month of May is National speech language and hearing month which will raise awareness about communication disorder daughters uh and the role of speech pathologists and audiologists in providing life-altering interventions and treatments to our students is updates May 6th through the May 15th we have a rated diagnostic test for all uh sped students May 12th through May 23rd spare teacher compliance checkout and then Tuesday May 20th monthly teacher community of practice PD huge shout out goes out to AA staff for at ecj high school for the amazing job with the AA prom and social operations update once again the goal for operations is cultivating a safe and comfortable learning environment for the students staff and parents of St John the Baptist parent schools by providing the highest standard of service and support remember this is our goal um so for maintenance 85% of all work order submitted through school do school dude uh maintenance platform to complete it uh to be completed and closed uh closed out within 30 days of submittal also 98% of students uh drop off and pick up rate for the 2425 school year and also I want to give a hands uh a kudos to Mr Brandon his team also for maintaining 99 .9% of network uptime for our district was a very crucial during leap testing thank you Mr Brandon all right Safety and Security graduation security plan uh there will be a single point of entry for guests uh no track and field access without approval uh we will have 20 detailed uh deputies from the Sheriff's Office and also developing a traffic control and parking plan and uh Mr Melodies I'm just going to ask also uh we are using the uh clear bag uh yeah so they write so there will be a clear bag policy and force for graduation uh because it is at the stadium all right it a team is supporting again leap test through the district district and also um they're working on recouping devices from private schools that are closing such as Ascension of our laws and St Peters diligent is our new software that we'll be using with the board uh Mr Mr sir Baker and Miss Waller are completing the group and 101 training and we will have a test run on the during the uh May 28th board meeting and going live in June all right HR updates um risk management updates process 3 new public record requests resolved all EEOC complaints all active uh introduced 3 revised policy initiatives uh data and accountability attended the Edgar and J campus user group meeting in ban Rouge which was to streamline our processes and also to make the data collection process more uh efficient also conducted a district test security meetings with District uh leaders to review procedure and expectations across the district HR updates the HR department is excited to announce a partnership with Southern University to offer a masters of arts in teaching degree so that's R Applause y'all for that that's awesome participants will receive their master's degree plus certification in 1 year that's awesome I wish I had that uh an interest meeting was held on May 6th 18 employees 18 employees registered for the program congratulations to all employees who registered all right I want to also uh go through additional survey this is a survey that was done this semester and just want to keep this let the board know that uh we also would do another survey towards the end of the the school year with of course teachers and District staff this survey was conducted anonymously uh with our uh district offices uh 40 between 35 and 40 people took this survey this was not completed by Chiefs nor by myself all right and this was totally Anonymous we didn't have access to any um emails none of the kind of stuff right so just simply Anonymous survey so I'm gonna go with some of these questions uh on a scale of 1 to 4 how effectively or how effectively does your leader Foster an environment where you feel comfortable sharing uh your idea and we see that uh High numbers said highly empowered uh some said empowered and very few says some would imply y'all can see the the uh the grass right uh on this chart No 1 said they did not feel comfortable sharing ideas with Administration and staff um next the next 1 says how empowered do you feel to make decisions within your role uh we see that on this 1 he go for you go back some uh go back Brent all right so we see that um the the we have very many people said empowered highly empowered you have uh less than 2 people out of the 40 who said not empowered or someone and power so I do believe there's some work to be done there uh to got the finals to and help them uh you know feel empowered to uh make those decisions um the next slide how confident are you that your leadership your leader was working has working knowledge of your job duties and is willing to what else is uh Kim went to support your in your role um so we see that almost is 46% it says confident 39% says highly confident so you put those together that's roughly about what about 80 some percent or more Fields confident um so again I always look at the the glass that's not full so I still see that 10% say some more confident 3 % says not confident so I do want to make sure that we uh increase this to 100% right that's my goal the next 1 says how effectively does your leader communicate the goals of the organization Division and your all right so we see that again we see that there is a small amount uh you know the number came for that 1 catch off guard I can make to you but uh we have out of the 40 we have about 15 that said uh highly effective uh 10 that's about 25 says um effective and then some effective in oh okay let's go go all right next slide High effective does your leader create systems that ensure your time is maximizing you feel valued so we see that uh 4 and 3 are high we do not have anyone that said they do not feel value or do not feel that the times maximize so therefore we definitely going worked to increase this number I like to see 100% so that's my goal uh how much do you trust your Leader's decision and guidance uh we see that 7% said some would trust there's zero that said does not trust um but we have I can't see the number is it 60% says completely trust and 32% says most of the trust so again I want to get that to 100% but you see that mostly and completely to me are there's some trust there all right all right next slide is my last slide how would you rate the level of support your leader provides and their commitment to you for you to do your best and again we see that uh High support is a 43% uh very uh very high support is at 43% so roughly about what 86% uh feel that they're highly supported or uh we do have 3 3% that says low support so I definitely want to make sure that we um make sure everyone feels that to get to 100% that's my goal again and how would you rate your leaders recognition of your achievements and contributions to the team uh 3% said never recognizes we got to do better recognizing people um and we see that 39% says always recognize and 42 percent says um often recognizes so this is where we have to to to do but we see that there's a lot of more than 80% of the people in central office uh again that's that that's 45 people uh that did have a chance to do a knot from a survey everyone was supposed to do the survey um but our goal is again we are doing a teacher survey I think Mr um Mamou was actually in uh teacher advisory panel where they actually created the survey they took it themselves the results were high but that's a small sample so we want to do the whole school um and throughout the year you all we do do culture surveys uh the culture surveys are not publicized but just for internal use to make sure we make the best decisions for our schools um so the last slide and I will end here is that of course I ask anyone you have any complaints any concerns um me and Stacy Waller take the uh the email every day right place and it is getting uh I haven't seen any come through have you to take care of good all right so you know states to take care of it so if there's any concerns uh she take it off my my my back but if it's any concerns please respond and Stacy and I would get get to within 24 hours all right thank you and this concludes my presentation Dr Perry the on the survey that was the central office survey or did you say District district-wide survey District survey and by the central office as far as uh coordinator supervisors directors anyone in leadership positions to the survey yeah but not all employees okay so 45 I want it's not it's about 45 in office it includes Airway for Miles anywhere off the city survey so our next survey will be for teachers um and Leadership and principal 612 but that wasn't in this data item 6 legal business none item 7 committee reports do have any uh Miss friselle uh thank you Mr President uh Mr Vice President um the executive committee on May 5th of 2025 um and reviewed policies on our agenda for today which are a 8 a 8 B and 8 C and came back with um recommendation to approve to the full board for um those 3 policies and then secondly the finance committee met on May 6th 2025 no action was taken but we did review the monthly Finance report the budgets to actuals and we did have conversation on um current Staffing and plan for the current finance department um and so that concludes my report any other committee reports commissioner item 8 Old business item 8A public comment Mr Alvarez hock request approval of revised policy gbria General leaves of absent requires action I do have 2 uh public comment cards first I have 1 from Mr Gary trosclair Gary trosclair vice president of sje um we think it's about violation of the contract uh what what they're trying to propose okay I have another public comment from Miss Brandi know good evening my name is Brandon Nora and I am here on behalf of s Jae I rise in opposition of agenda 88 um which is a the policy at grgb R IB employee sick leave and employee being pro baby from taking a sick leave um the day before or the day after a holiday is beyond any employees control um an employee not being God will not have control over their illness or ability to schedule an illness where they are unable to report to work according to the CBA a the current policy and current policy and employee is allowed to take sick leave at any time providing that they are not my absent more than 6 consecutive days without a doctor's note thank you thank you Mr Nora Public comment is closed Mr Everest good evening vice president thank you board I'm going to make the suggestion that we table items 8A and 8B okay we will um when we get to be will come back with that yes go ahead go ahead we have to have a motion to table it I have a motion by Mr Mars who have a second by Mr Mamou yeah sure first I want to say to the board um which was which was passing committee I definitely want to uh table this um until we have a chance to um meet with uh starting groups um but let me just be clear in what we're trying to do here this is not about taking anything from teachers uh what I'm looking at is to protect our students and other teachers who are at the school when someone calls in sick what it is controlled or not what happens is someone has to cover that class also the students who we work for are left in the class unattended so what this rule puts in place which some districts have and we mirror this from the other districts what this what this puts in place is that if you you can always use your personal days you get 2 personal days you can use as you want to what we're saying saying that if you exhausted your 2 personal days you have sick days right you have up to 10 sick days the issue becomes is that if you're on a 5-day holiday and then you take off on that Monday what happens is the principal is left scrambling to find somebody to cover that class which puts more strain on a teacher the principal and the kids are we asking is that if you know you're going to be on a cruise that you first get a permission from your principal and they approve it no problem we can find us up for you but if you are actually sick then what's the harming getting a Dr SKU say you a s for the day the CVA does talk about 5 consecutive days of sick this is different this is a holiday before after holidays but again I do not mind we talked about earlier this table this item um until a later date but I just want to let you all know that this is not about trying to um you know uh make this punitive it's about making sure that we are ensuring our students have the best 1 in front of them at all times and there's wrong with being off as long as you let us know that you're going to be off so we can prepare for it all right thank you Mr Everest and team and board we have a motion on the floor and the riaa 8 years 1 day 3 absent that item is table item 8 B public comment Mr Alvarez hers up request approval of revised policy GB rib sick leave requires action I have probably comment cards uh first I'll miss Gary uh tcla then miss Brandon know I know I have to correct the vote I'm sorry it was 8 years 1 day and 2 apps 8 years 1 May and 2 absentee I said 3 but there's 2 on item 8 a correct table and thank you thank you gautreaux Club vice president of sje just like we stated earlier on on 8 uh 8A we think it's a violation of the contract saying that you need to get a a excuse even because we have you can miss 6 consecutive days before you need to bring a doctor's excuse okay this is Brandon know Jae again I am in opposition of it um St St John the Baptist Parish School Board should Grant all employees higher for the school year or longer a minimum of 10 days apps and per year because a personal illness or any other emergency without loss of pay an employee who is absent for 6 or more consecutive days shall be required to then uh certification or certificate from The Physician or physician assistant providing Health Care Services in coordinance with the Louisiana law or nurse practitioner providing Health Care Services in accordance with the Louisiana law certifying such absence upon return to work in this case of repeated absences a loss less than 6 days because of illness the school board reserves the right to require verification of illness should a parent of behavior or so warn upon a request of a superintendent or a school board the employee shall be required at the expense of the school board to provide a certificate from the from I'm sorry from the physician specified by the superintendent or School Board in order to verify the extension of illness injury or medical emergencies thank you thank you Mr Noir public comment is closed Mr Alvarez thank you vice president Wallace um item old business 8C um requesting approval for revised policy 8 B 8 B 8 8 B table it so oh with the motion at the table 88 and 8 B we got them individual all right uh 8 B is g b r a b sick leave uh possession to the table okay get a motion first we have a motion on the table motion on the floor to table motion by Miss vickner second by Mr Mamou Mr B you have your hand up yes um Mr Alvarez uh quick question the policy um that has been recommended is that state law or is internal policies internal okay and the issue with the I noticed it it looked at other districts and I know some jobs have based on the years of uh of the length of time working so everyone just gets a flat 10 days and that's it up sick time no it depends on your job classification if you are central office employee teacher it does change depending on um what your job description is so it's not uniform across the board and some people what I'm asking uh does is it based on the years of of of employment the amount of sick days acred know everyone would come in with 10 and yeah when you say all you mean can you verify what you mean by talking about just teachers are you talking about every all the employees that this policy is going to affect every employee that is going to affect so is this a specific policy for a certain group of people or is this for the entire District this will be for the entire District so the entire District yes no so that's my that's my question sort of the entire District um how is it based on the entire District how is the policy based on the entire District what was the question you asked me if what if it was a certain group of people yes I was asking if you talking about teachers talking about all employees all employees the policy change would affect all employees so every employee start off with 10 days oh no sick time and it doesn't adjust if uh because most some agencies have whereas if it's not used within uh that month sometime is the crude policy that you get 10 days 8 of those days are sick 2 of those days are PTO that's it yes sir Johnson would you like to chime in on it are you um if you are a teacher in St John the Baptist Parish school systems you are only a awarded sick leave everyone is awarded 10 days and that's actually not a St John the Baptist rule um that's across multiple districts you're awarded 10 now if you're referring to someone who works in a promotional position like a 12-month employee we are also afforded something called vacation time and that changes depending on the years of service you have in that promotional position so so just to and and I don't mean to interrupt or interject with Mr Burl's point but 10 days is for sick time every employee is awarded 10 days of sick leave yes vacation is something totally different this policy itself is regarding sick leave yes Miss vickner but just 5 Miss Holden as a teacher they don't get vacation days I guess they get the school holidays they only get those 10 sick days and only your promotional positions like 12 month get those vacation days they do get the summers in the holiday so teachers don't get vacation days no not any school district in the state of Louisiana our teachers awarded vacation days they are awarded 10 sick days of which 2 they can use for personal use and also they get they only have 2 vacation days but they get the summer they call it that but our policy I would like to use the term there the head of the the the the process right now by having um several I mean up to 30 40 kids already in internships and this will be the actual um 1 of the the pieces that we were graded on is our kids getting the internship but also making sure we have our ibc's and also those Pathways clearly defined this year we we have to also um hire a vendor that was under my purview to come in and also work with our high schools to do their master schedule to identify the pathways um but again that was somebody come in on the outside let me be clear as far as the hiring of this uh this will be advertised anyone can apply for the job and I think you all uh selected me a superintendent to select people who can do the job and then I would of course evaluate them and my goal here is anyone I bring in I have no problem taking out based on the accountability system we hold everybody accountable my job is to find a right so with that being said if I I can go through real briefly what the CT supervisor role is about uh 1 thing it is is that it aligns to the ldo ease fast forward and Thrive portion of the new system the CT supervisor would provide the leadership and Authority needed to manage cross sector Partnerships oversee credential alignments and ensure District programs fully meet ldo ease evolving expectations oversight of industry based credentials which is IBC disease and Workforce alignment a supervisor would analyze the workforce data lead credential planning and ensure course offerings directly that directly supports post-graduation career Readiness something that exceeds the operational scope of a coordinator's role the next part is program quality accountability and funding maximization the CTE supervisor ensures compliance oversee Audits and maximize funding opportunities um also instructional leadership and pathway Innovation the supervisor brings Visionary leadership and the authority to drive Innovation ensure Fidelity to jumpstart and Coach teachers toward Excellence I would ask that and this uh position is posted and I hope this live stream here I can see I want anyone who has the uh expertise in this field to apply and we we always have a diverse panel I'm not a part of the the the hiring process but the goal is to make sure we get the best and brightest for our kids to do the job so tonight are we asking this asking for it is the but also make sure that they are ready for the work force that's going to be the main function of this person's job how do we have what is called a coordinator of curriculum that person work is doing somewhat but someone of curriculum There's No 1 right now who's managing that work totally description is just and in that position will not go away so you still have that role as well so I just want to put that out there that this role is would be an extra role but this would be really in maintaining on that Partnerships with the community with our uh local industry with our colleges and with our local high schools mrl yes um my last team I really wish Miss Trish was here she was the last um principal at East St John and this is nothing new that this this school district have been um doing and it seemed like things are trying to be repackaged like it's something different and it's not uh at the beginning of the school year we talked about the nursing program and barber school we just had a and we having too many situations whereas every year uh for the last uh 1 say 8 10 years Gremlin president has been coming down and been having a lunch in uh got a call recently whereas Gremlin president was meeting at River Parish Community College and you had uh schools from West Saint John well St James um destroy hand Homeville and Letcher but yet they had problems any any student from East St John had to find a way to over to repair your community college and I don't know how many went from West St John now this is something that we started so we're saying that uh no 1 was aware and trying to get this and make sure that the students were going to uh repair Parish Community College right down the street and they had a minimum if Marathon just give this funding for the revised of the revitalization of the welding program at a minimum everyone in that welding program that's going to benefit from that Marathon scholarship should have been at our PCC so um if that's not being done and what not and so it's like we're talking over the same thing we can back in August of last year and I know we do because it came to LF they wanted to go there and clean the 400 building to make sure that we had beds and all that already so this entire year we had no CTE broke clamps I'm saying is like are we getting what we're paying for that's what we need to ask ourself and what we and what's being told us is that happening great Point Mr I think to your point that's why I say to you supervisor is need it because those things were not happening the way it should be happening with Fidelity so this person's role would be definitely to make sure that we get these things rolling how you say because this has been you're right this has been going on for a long time way before me and if you look at it in St James again I said it they have 45 students who are in internships so that's why we need somebody to come in and help us get our kids in internships but how do we do that if we don't go out and tap into the talent out there to find out who has the expertise in CTE so my goal is I think the same goes with everybody here is to give our kids the leg up by putting them in positions of someone who is who has an expertise in knowing how to make our kids become productive citizens when they get out of school so to your to your to your point I think you're right if somebody was maintaining that CT program accordingly those kids would have been in that program as you said so our goal is to make sure that somebody in CTE does this role the way it should be done and again this is no slight to know saying hey we have a need to make sure our kids meet this new system of accountability that's coming out next year and we cannot be behind a ball where most districts are above the a ball so I just putting this out there that we do need to have somebody in this role Miss friselle uh I fully support the new job description I do have 1 question though because I don't either I'm not interpreting it from what's here um is that the under the new accountability system the 26 hours of soft skilled training that is required is this position going to oversee the 26 hours and or is that like a teacher that's going to do the curriculum like I'm not understanding where the 26 hours of soft skills training fits in in to the the model is this person overseeing that or is that like the principal at the school like I'm a little bit confused on that piece only well I think that that's going to be for the city supervisors to to decide how that works I'm saying is is that their hourly rate we are attempting to extend the current contract for 1 year that means that the hourly labor rate is locked in the only variation will be cost of goods or you see well you didn't say it but you didn't talk to the vendor correct yeah uh because seems like the price should be locked in so that standard anytime I come before you asking for approval to extend a contract for a year we've already in the previous contract stated as it states in their contract there's a possibility this could be extended for another 12 months all I'm asking for is approval to exercise that option or the board says no and then we send this out for competition so the vendor or it's assumed that the vendor already knows because they're already currently under a contract that there's an option in that contract to extend for 12 months that means that the current parameters of that contract stay in place for another 12 months so again whatever the current labor costs are wherever current rate is hourly rate for coming out it all stays the same I cannot say if materials if a door knob would would have a door knob cost in April of this year if it will be the vendors the way this would work local sites whomever would still have to reach out to the primary apparel contract holder if that contract holder is not able to fulfill it to fulfill the request or school because of the amount of work that needs to be done we are looking to Outsource that but I do want to speak to your first point um and then I'll speak to your second point in June of June yeah June of 2023 uh according to the records that I was able to find there was a report that was brought before the board that was approved for summer project work in the total of 2,395,635 now that did include some other things such as lift stations and all of that but I do want to bring to the at least clear up that this this is not the highest that it has ever been especially not even in recent history to your second Point um 1 of the things that I mentioned was that these are estimated numbers because we are giving the prospective or the interested vendors I'll the opportunity to get um get all of their paperwork together but also to begin to present quotes to us we had a meeting on this past Tuesday with those interested vendors it was attended by 1 of your board me members who was there as well and 1 of the things that we talked about was that we gave them a packet with the square footage of all of our campuses and we asked them to submit quotes for a price Force per square foot for painting hand pressure washing once we receive those quotes back we will evaluate them we will we will come up with the average price per square foot for painting and for pressure washing and we this is the internally the district will determine and then any vendor that is interested in going to work for us will have to do so based off of or agreeing to meet that particular agreed upon price per square foot so they are not essentially their own we're getting a feel for what the market average is will determine that and then we'll enter into agreements based off of that all right well to go back to my first point uh this board the construction fund sure continues to be confused with the preventive maintenance fund and the preventive maintenance fund when that tax was passed it was for um jobs that were supposed to be done uh during the short time of in the schooling me uh until July if I don't just I don't think we never pay yeah Alan enough never pass nothing well we won't spend too many 2.3 million unless it was Major work and probably uh are conditions but majority of the work that we were doing was pressure washing and uh painting so we can't for 2.3 million so if somebody spent if spent 2.3 million on pressure washing and painting I would like to know where where is that because I don't see any difference so uh it it has to be of the construction fund is probably something different and if it was itemizing more to show that was a big ticket item but we never did never spend that much with it now with the um the um the waxing we see that is a large footage but yet we just save hundreds thousands of dollars when um they were trying to resurface West St John gymnasium and the the janitors went over there and waxed it and had it looking better um then it was before and we save money by allowing them to do it now in that case uh if we have um janitors that's capable of doing the work and our own employees and we don't want to give them over I'd rather give them the overtime than our service so um yeah that I'm saying and then with that we already know what the market price is is on some of these contracts so we need to know exactly what we're going to be paying square footage before is given to a contractor because I can guarantee it will be will be inflated that that is the plan when we when before we enter into any any agreement with the contractor we are sitting down and telling them you we are we would like to enter into this agreement but this is the rate they have to agree on that rate there is no negotiation there is no haggling that that would be the rate we're setting that rate we're just Gathering the information to make an informed decision about what that rate would be yeah but right now you're asking for a blank check uh of of this amount of money and do you have dedicated sources for it right now do I have dedicated sources for this money is right now so I'm using the same funds or suggesting that they be have the same funding the projects you have dedicated project have a list of projects already I had that list prepared to bring to the LNF committee at the next meeting all right but the issue keeps coming up uh 1 week we consolidating 1 week we not um if we turn around and do either I'm saying we either going to have to revitalize or demo so I'm good Miss Holden was this was eye opening for me too as far as the cost goes um which I do know that our schools are in need of work no doubt um I guess what I would like to make sure for uh that we cover all our bases in regards to um the vendors that we are reaching out to uh to make sure we are inclusive of all vendors on our a list um I understand that we've used previous vendors before um but this is pretty pricey so if we could make sure that we are all inclusive of vendors who are out there really really um not just to make a dollar but also cares things of that nature so yeah we need to get some better price in here and that is an excellent point and that was the spirit of the meeting that we called on this past Tuesday we sent out AA communication to every vendor that is already currently in our system as well as opened it up to any vendors who aren't in our system who have essentially not done work with us before that have an interest in doing work for partnering with the food district and we had a healthy number of vendors that showed up there we shared with them what some what the Scopes of work the intended scopes of work for the summer would be but we also shared with them what they needed to do to ensure that they would be eligible to be considered for that work for their individual licensing uh individual insurance or Company Insurance rather as well as what they have to do as far as filling out a vendor packet made resources available to them and people who can help them with their vendor packet and now we are in a period where we're giving them time to get those licensing's in in place to get their vendor package together but then also uh evaluate the size of our buildings submit uh pricing and all of that and that's where we are now so we are trying to make sure we're including everybody we can Mr Mr Mars um just to Echo I was the board member that attended the meeting they had about 15 different contractors that was there and they basically say that everybody submitted a package and everybody were there if they agree to the average price that everybody would get some work that is there the the problem is that we have been spending 400500000 on all the schools and basically the schools have been neglected if you go in the schools and you actually look at them and stuff in their sheet uh we have got reports that teacher won't paint to paint their own classrooms and stuff like that no teachers should be be teaching not painting the classrooms and stuff so we have to uh I think at some point in time that we have to say Okay we want to first class education department and we want first class structure if you pass by East St John and you look at the stem building its dirty it's deplorable so you send a signal out to the public and say hey if it looked like that what's the inside look like so we have to decide we have them Fund in in the bank to spin it what use is going to do us if we save it and we don't spend it on the maintenance of our building and stuff and we say we want to first class education but then when you go inside it look bad we have vendors we have Bond project that's going to put security that's going to upgrade it but if they're not doing painting but if you look at the outside like I said I'll be able to look School I've went recently to join that Lori join that Lori is in bad sheet and we need some work and I'm going to recommend at the end of the meeting and I'm just going to say it now that the board before we vote on the decision to that we take a tour with the contractor and we walk through it because there ain't no sense in 8 million dollars on a AC unit and then the appearance of the building is bad same thing at West St John West West West St John the Eve is rotten if you walk into it the inside look good but if you look at the outside of there so what sense do it make if our buildings are falling apart and we have money in the bank so we have to decide we want to spend it or we just want to keep it doing what we're doing and I said you have to actually look at it and see what it's looking like and if that's all you know I have to say so you have to be to spend the money or leave it in bad shape because it's only going to get worse if you don't fix it Miss Mitchell Williams so this is I I just want to say I'm not about not spending the money I just want to get the quality of work for the amount that we are spending and and and that was 1 and that was 1 reason why I've I've I've went to the and stuff like that because I felt that in the past we was paying for things that we wasn't getting and we don't want that to happen again and I I I believe later on at another meeting going to bring proposal that how do we prevent that we have Mr Miller here and I'm you know while we talk about them bringing out we have Mr Miller here he attends all the meeting he do all the bidding he opens see the view he's 1 person so who is our eyes to make sure that we're getting quality work so I think d uh very soon that we need to look at hiring somebody to be an inspector for us because if we don't have somebody watch watching what we're doing then we're going to get what we passed at work and I'm not for bad work and I don't think it's my position or this board position to go out and supervisor so we need somebody Mr Mitchell Williams thank you I I have a question that is actually for Mr Coogan um do you know the dollar amount that's in the Deferred maintenance um fund construction fund has 13.5 million in it so we have the funding to do this work yes okay thank you okay Miss Mitch you ask for the Deferred maintenance are you referring to the preventive maintenance okay so what is the the construction fund because that's 2 different taxes 1 is a millage and 1 is a sales tax right I'm talking about the the millage for the sales tax it's a it's a it's in its own separate cash account that we reconcile every month and it has I'll just check that we got 13.5 million in it and the and the preventive maintenance the the construction fund from the sales tax levy okay not to add Valor to how much we have in that account for the millage that's kind of embedded in the general fund um I don't I don't know offhand I'd have to look okay there shouldn't be embedded in the in the general fund I'm saying we should know how much we have and that account um and 2 months ago we had a meeting I want to say they said they we only had $0 in that account now we have 13.1 million in the preventive maintenance account the the sales tax levy account has 13 5 million in it we we net roughly 200,000 a month in that account and how much we get on the uh the millage like I said I I don't know that that off hand I'd have to look Mr Mr uh Mr brawl let uh Mr Coogan gather all that information and he can possibly but I'm saying we make it financial decisions we being asked to write a check for $1 million we need know how much money we have in the bank yes ma'am um going back to a point uh it seems that evaluation is a a big part of this and sharing we get what we pay for again in the meeting that I had with the interested vendors on Tuesday um part of that presentation or conversation was I laid out the process for how evaluation of work would happen and I gave uh share with them all 3 criteria that we to be using to evaluate their work for anyone who is granted um the opportunity to work with us these buckets are quality timeliness and costs for Quality the question that we will be evaluating um and this would be myself Miss Ambrose uh the supervisor of Orlando facilities is the work completed in a professional manner and meets the expectations of the site and District leadership so principal and District leadership timeliness is the work completed within the agreed upon time frame for the project cost is the work completed within the agreed upon budget specified for the project the intent and sharing this was to help the vendors understand that if they are afforded the opportunity to do work for us that there is a formerly valuation that would happen or that would be performed on the work that they uh complete for us and that would have bearing on their potential to be considered to work with us in the future just wanted to share that Mr Mamou so as far as with that evaluation um is that before payment yes that's a part of when we when they say they complete the work we go out and we do an evaluation if there is an issue if there's something that needs to be corrected we take care of all of that or we at least ask them to take care of all of that before we issue any payment yes so they didn't know that they may have gotten a deposit sometimes they ask for deposits uh depending on the scope of work but before the final payment is completed this evaluation do walk through the Miso is correct Mis for sale just 1 quick question under the miscellaneous repairs or is there any part of this package is any of the um I don't know what to call it like the Shrubbery care like East St John the shrubs are overgrown the sidewalk by 3 feet on each side Janna Lori The Vines are all like that needs to be cleaned up it looks horrible because of the vines growing into the fence all that so that Shrubbery kind of work is any of that in here or typically that is under that under the that's under the law and maintenance um contract or scope so if there's any debris removal that could be under the miscellaneous repairs uh but that would be kind of separate so let's say when the lawn maintenance people go in and they cut back to shrubberies if we need to replace fencing so we have to tear some down removing of the fencing may be a separate bucket but what you're speaking to is more so long so can you maybe just put on your list to have the lawn people evaluate like at East St John those shrubs are overgrown those High blocks by feet on all perimeters so if we maybe could get some some of that work done this summer with whatever grounds crew yes ma'am thank you last just to make sure that um our staff um is able to take care of the things that we can take take care of just to make sure that we um um being uh efficient with our funds so if it's stuff that we can actually take care of now and let's go ahead and take care of it but if we can't absolutely and then even in these estimates I will say that there is an entire project list that the maintenance department already has for they've already started on several of those projects but they have an entire project list that is going to take them the balance of the summer to be able to complete that's why we're bringing these for consideration for essentially Contracting with a partner with the vendors because there's more than enough work that the maintenance department will be doing over the next several weeks is it go ahead Mr Mars is it um we have some kids he needs Department that will so I would like to see if we can if we have some jobs where we can hire some of our own employees our employees our student for a summer program and in higher if it's if it's legal and if you but I would like to have our employees give them the privilege if it's some overtime or we can generate some jobs to do it give them first priority on doing the job if you can get a team to to work with it yes sir we can look into that I I don't know about employing students because I think we would have to evaluate what the the liability Dynamic of that is but we can we can take a look yes sir okay and just uh did you see that we're giving our deposits depending on the scope of work there are depending on what they would be asked to do there may be some times where they we would do a deposit for them to help with starting the work we're going to give them a deposit to start the work depending on the scope of work are we requiring them to provide bonding so we're entering into a contract so we would have all the necessary things we need in the contract as it relates to that so then they're going to be required to put up a bond I I need to double check that I'm not going to say yes or no but yeah yeah I members um turn around and giving deposits but it depends on the scope of work our high scope of work yeah and seemed like uh if we going to evaluate it if you turn around and attach a bond to that that's the way if the work is in the drawings that they put the urinal in there uh it was not so who authorized them to put it in there they replaced them because they were replacing essentially everything else okay so they're going to take out the new ones and just for this board uh that may I don't know if you already the packet or not we're paying to patch up the know that they made and my am I correct uh that is correct because they were set differently the same thing with the uh the Water Fountain the the way that the water fountain was oriented that um that it's a different orientation than the original water fountain that came out so there is some wall work that needs to be done that but I'm talking about specifically about the urinals and whatnot so there was an authorized it didn't follow the scope of the project and so now there's a whole there and they want us to pay them to pass the oil up make it make sense uh essentially the I mean I don't know how to explain it other than how um it's written here if they found they should eat their cars we should not be paying them to patch up a whole when there wasn't authorized to do it I mean essentially that was the um you know they they had all the other uh ones done and those 2 um were not and so they had thought that they were um just overlooked as again every single I mean essentially you would have 2 old urinals and then every other urinal in the the school would be new and so they they accidentally replace them okay so just to compensate for for that work yes so what was the charge of the of the new urinal uh that that's what this uh charge would be is the 1,800 33 that was the additional Associated cost all right I'm saying this would need to be evaluated because if they're going to make this minute of of a problem just think about all the other stuff that they might be just thinking that they can just go ahead on a change what board approval or that wasn't in the scope of work so that's where we are at the uh at the current level that's you know we feel fairly comfortable that that's you know not going to happen again I mean there are other parts of this where there are credits back um essentially like the um uh the loop for the bus exit um that uh resulted in a $2,000 credit back uh in the same thing as in the the door hardware um you know was called out to be replaced uh they felt that it really didn't need to be replaced it needed to be rescht and re-hung um they went and they did that and it actually functions just as well as it would had the hardware been replaced and that resulted in a credit of 6,049 so that's that's essentially kind of where we are with this is that um you know it really kind of boils down to the opinion of you know the architect and the contractor and the interpretation of those drawings and specifications and how that works out that's why the project managers should have know what when they give their um scope of work and they give the prices uh for their work in their labor the project managers should have known before they came up with this uh enormous quotes what it should cost and that should have red flagged it right then and there I mean you you you did mention I mean I do have if if what Mr Burrell is saying is accurate he's accurate you read it uh uh uh I am I'm looking at that now why is that being charged to us um is that because there has been work that has been done so why the charge their so but we need to look at it because we Pro where we charge the do we know if we would charge for the those 2 urinals did we pay for it and as of now know because of the strange order hasn't so no so it hasn't been placed in they haven't replaced it yet yes they have they have replaced it yes did we pay for it no not yet do you know are you sure that we did pay for those urinals we it change order has to be authorized know the change order is for the patch up the hole is is for the the payments to replace those urinals and um is to replace those journals and flush valves and you know the the new urinals the new ones right so we're really going to replace the new ones how much would it cost to keep the new ones I I think that's what I'm
