superintendent's report I think your present bro this is my favorite time of year it's the end of the year and you know we continue to work on throughout the summer suppose you know say hey did you do you guys have off during the summer and it's like know that he had essential oils that that is the busiest time of year but is a great time of year because we get to see your kids graduate we get to you know what dissipating to graduate is where we see you know 12 years of work 13 years sometimes 14 years of work as kids walk across the stage so a couple of things you know I just want to make sure we announce that West Saint John's graduation will be on May 19th that's a Saturday morning at 10 a.m. and that will be at their school or the East Saint John graduation will be at the Pontchartrain Center that's going to be on May 23rd at 7 so please mark your calendars down get ready for those great times East Saint John one of things I love about their graduation is just the excitement and the how enthusiastic everyone is the West Saint John graduation has such a tradition with it as well as is the things that they do for their kids and so we're so excited to watch and witness are those kids walk across that stage a couple things I'd like to know before we get into some recognitions you know we have a lot of different initiatives that up and that have begun one of them if you've been hearing a lot about is is the stem program it we've had some meetings this week and we had the first garyville where parents and students arrive there to you know get some more information about the program signs and different documents in and the security slot this is been so exciting for us as a school Inez Administration to watch people so excited about beginning a new program so we're definitely excited of Mr Perry's been running around just just trying to make sure to take care of everything so that everything is ready to go when August hits right before this program with grateful for the support of the board for stepping forward and making that initiative a couple of things also that there are coming soon you know when we look at different things you can offer it out schools we're always looking to see how can we better you know support and give opportunities for or I kids are one of the things that I was asked to look into was this the beginning of a junior ROTC the program so it so parents and kids you'll be receiving a survey from us real soon about trying to gauge the interest in the community and the kids in establishing a JROTC program being a former military person myself I know the benefits of a military I know what it can do for kids so we're really looking forward to this gay Jeanette interest of you know the thing that we also looking into is a virtue program a virtual school because the way you know that the old brick-and-mortar schools are there and they serve a purpose but people and times are changing if you want to make sure that we give them as many opportunities and it'd be a flexible and as accommodating as possible when it's giving an educational program to our community and to our kids for those are things that are on the horizon coming soon and you can look forward to those things with that it will move right into the recognition you know I received an email on that would be on Thursday last Thursday April 19th or not last there they would have been a couple days ago but it said congratulations you've been selected to one of the inaugural participants in the CTE that's Career Technical education academies in person training initiative you are a member of a cohort we hope transforms CTE in Louisiana and nationally over the next 18 months you will be engaged in the most comprehensive effort ever wants to help dedicated individuals master the skills and knowledge necessary to provide maximum state-of-the-art CTE opportunities to the students we all you will form a community of CTE Pioneers Pioneers is in the truest sense of the word to use an epithet that we will Embrace we're going to build this airplane while we flying as we enter Terra incognita our vision and ambition for the CT Leadership Academy or without limit I'm so proud to announce that one of our own here in St John the Baptist Parish someone that we know has been dedicated to this search for a very long time and it's great to see her her being recognized that is one of the first members of this court so with that said I'm going to ask Miss Billy Duncan the police come up and let's give her a round of applause thank you superintendent I want to say how proud I am to be they have been selected one or out of the entire state of Anna plan on Transformer we are in technical education I'm taking it to another level and think John the Baptist Parish now has a voice in those decision so we can bring a better program that are certification to a teacher and that's my passion thank you so much exit like they call mr. Rob Chef up to the microphone he's going to recognize the literary rally winners from East st. John high school and then immediately following him is Kendra Spears will come up to recognize the winners from where Saint John High School thank you mr. George out of the school board members my colleagues parents thank you so much for all being here I am once again a great day for our school and also West st. John High School to recognize students for achievement at The District 3 rally imma be remiss if I didn't think missing Nathan Joseph being here today he's with me the audience took the initiative to work with some kids in music is that even music. at our school he teaches math and he took the initiative as a collateral Duty on his own without any prodding to work or some kids and we have some results should be excited about to report her today also mr. Kate Gary Frazier please deliver the goods again two out of three years we went and drama and I hate to report some kids said achieved once again in Informatica Lee talented and he did send a designee I don't get to express all the thunder today so I without any further do I bring Shania Campbell up and she's going to help me do the honors in recognizing the dramatic account the kids were able to make it here today couple of may not be here because we also had ring ceremony for lifters going on tonight and they couldn't be two places at once but we have some of the kids here from Dragon town too so we can doing that or we could dramatically talented there we go musically talented and there were going to take the academic subjects after that so Shania Campbell come on up please and help me with this time hello everyone hello, I am Shania Campbell I've been apart of the time to theater program since I was in about fourth grade so eight years old and I've been in it in high school years and it has been a blessing and an honor to just be a part of it and watch it change and grow into what it is today the most important things that I think I've learned in theater is to risk embarrassment and to religious accept failure and I think those two things and accepting those things have helped me to become a better actor when I was a sophomore we had opportunity at the district rally to win second place and we performed at LSU this year my senior we play Superior and also had the chance to perform at LSU and that was a great opportunity even though this amazing people these people that I worked with we didn't win they still ranked Superior and that's exactly what I believe they are superior and I hope and pray that as they grow and even though I'm leaving only stuff I can look back and see them rise the program and also thing this too shall for being dedicated to the district rally every year and thanks again okay I'm going to call them up in the order they have in my hand no there's no special order they all the special first so winner come on up his Vanessa Rodney aleli Schneider Amari Gaiden Jaleel White Sarah bright 4Runner Davis Shania Campbell I don't think Taylor got area Taylor Leonard she's also a junior okay mr. I think it's going to be very hard for y'all to tell the people on the Westbank not to cheer during the celebration and for graduation when your Administration is doing so that should be a sight next item person that matters Miss Arena Duke Progress approve of new job description title 3 coordinator and service manager 2 arm is dukes and why she's up with a not like that knowledge of the district attorney Miss Bridget Denver here to make sure that none of us go to jail tonight Personnel Command Christmas Duke double duty today on the agenda we have to job descriptions you are not able to get it for him but they were on the agenda or last month so this month we are requesting approval so move Becca motion machine by misterwives II by Mr Sanders for the participation what members due to the fact that we didn't have a quorum and did not meet on these can you give us a brief explanation of both of these job descriptions please she's going to come up for her position and also miss Charles with hers body position to the title 3 coordinator non compliance monitor for non-public schools and the S to be under a lot of guidelines for both title 3 which is our ESL population in will also be bar by the United States Department of Education to now make sure that reminder to all nine public schools in the in the parish so with that being said we are in need of additional assistance to make sure that we meet those guidelines and I found in error is there if you are audited so that person would be a coordinator position in a federal program Department the salary for that position will be paid by federal programs a hundred percent there wouldn't be any Lumberton on the general fund history of present that's why I say I ask for a question we are supposed to monitor private schools if there and what does that mean allocate funds from a federal program money off the top of acquire to give the nine Public Schools Federal funding because they have students that are supposed to go to the Publix that are going to the non-public schools in the result we give them Federal funding to support their Education Services we choose the students who are not performing well in both Ela math and as a result we have to attitude that the educational progress of those students in addition to that we have to make sure that the funding is being spent according to federal guidelines and this is a pecker of monetary that we have to do with the knob high schools from their inventory to the instruction to making sure that the principles and the if we're going to have a third party contractor that goes in to do the training to make sure that the report a contractor also is in compliance with Federal Highline okay so as long as a result of Essa understand it though it is almost just a a glancing relationship it is not the we don't have any control over what curriculum maybe you know I actually write the curriculum I'm in charge of writing the curriculum making sure they have a scope and sequence to follow and we are also responsible for making sure that I meet with the non Public Schools every month make sure they reviews that the students that they have identified as needed services are making progress academically in ela and math private schools are receiving public money on my way we have about 200 students five out of the five schools thank you very much what's the amount of money on that on that title 3 how much is your salary comes out of that also too I'm not at the title 3 is that a Title 1 title 3 is a part of title loan and how much approximately but this year the non-public schools receive about 200,000 off the top alright thank you you're welcome thank you I think honorable board and superintendent George the position in which were trying to get approved tonight is the managers rolling position we are limited we have fallen short and certified managers to manage our cafeteria is really down and we're trying to get people to a kind of spread Ferrer I guess experience I would say around the parish and we've gotten approval from the state to do this we got to be going through State audit on next year and we want to be able to make sure that we are in compliance at all schools so we have this position that is going to actually kind of oversee to sites I am they're going to do it doing there what time they may take a day or two from their school or a couple hours in on 80 day and visit the other sites just to make sure that the paperwork the record-keeping and Etc is in compliant memo board members questions roll call the motion was bye-bye Miss y II by Mr Sanders to the recommendation of these job descriptions mr. Tire Manera or recommendation on La Premier Charter School contract requires action I spoke earlier this week with the executive committee about the contract that I just want to run you guys to the basic terms of it the hoping today is to approve this contract and presented to the Charter School administration about to run it through their boarding and hopefully improve it the basic terms of the contract it's a four-year term in many of these terms are statutory I'll let you know where we've got attitude with most of this is dictated by state law it's a four-year contract with a possible fifth year based academic performance standards as to whether or not they get a fifth-year those are laid out in the contract and exhibit D what those standards are the school be evaluated annually and the third year evaluation will be used to determine if they get a 50 or extension so when you're 3 they'll be evaluated in your for that evaluation will be used to determine if they get a 5th Year their current enrollment figures in here the maximum enrollment capacity and raid configuration reflects that in year one of the charter school will be a k through 9 School 60 you come back and forth on these are few times sorry with 50 in each grade K through 8 and 75 in 9th grade in each subsequent year of the contract they will add another high school grade so in the second year they will add a I-75 student 10th grade the third year of Aladdin 75 student 11th and then 12th grade in the fourth year and that's where the school will stop growing at least during this initial contract with a total of 725 I'm sorry 750 students in their forties and then again in there 50 or if there were new that's 450 Elementary School students and 300 High School students 75 each in the in the grave those are the figures that were in their application for their initial proposal and that's the figures that are in this contract I would like to point out I don't want to talk too much about the negotiation because it dragged on the song and it's boring and long but they I made a counter Proposal with regard to enrollment numbers and the basic gist of it is they wanted increased numbers beyond what was in the approved application but that's not the contract that's before you today the executive committee did not want to pass that one through it will result in about a hundred students at full scale and it would have grown a little quicker and had some additional Financial impact on the district as a result as far as funding goes again that's all statutory for each child enrolled at the charter school on they're going to receive 98% of the mfp that you guys receive from the state that includes both state and local portions of the NFP and they are entitled to 100% of their federal funds through any kind of federal programs bass pro rated on the enrollment at that school so special ed funding title funding again that's all non-negotiable that statutory so that's the basic terms of the contract have not gotten the clear response from the charter school what's the weather now these terms would be acceptable to them again as I said they made a counterproposal but they are doing Roman so this is not but their proposal I've been in communication with him since leaving the executive committee meeting on Tuesday and haven't gotten a clear up or down response but you'll understand why they have expected have a board meeting at the hope today is for us to approve it and put something in front of them that they can approve at a subsequent board meeting that's the contract I also feel the need to let you know I'm not your Council but this is going to require desegregation approval before the board today is to approve the contract authorized president brought to sign it. To do so conditioned on them on identifying a School site which they still have not and to obtaining desegregation Court approval which is going to involve them having a site because I don't imagine the deeside Court's going to give us the key so I can Provo for school without a facility for you today is to prove the contract conditioned on them finding a School site and US jointly obtaining II Provo missing Monero one thing I also don't talk about enrollment numbers we haven't received an enrollment numbers also those initial ones it's going to be 50 in the Elementary grades and 75 in the high school grade starting K through 9 and add one grade each year 75 25 in the first year 675 and then full scale 751 12th grades added in the 4th year okay then Cassandra I'll make a motion to conditionally approved a proposed type 1 Charter operating agreement from Louisiana Premier Charter School attending the school securing a School site and parties on tanning Court approval for the opening of the school Under the desegregation I second that emotion emotion made by Mr Sanders II by Mr. They're on Keller to approve the ocean all participation four members why a couple of housekeeping questions 75 children in the upper grades 50 children in the lower grades at what point do you expect to add those additional 25 children you may not even be able to answer these questions because they're more directed at the charter organization but I'm not clear as to how you're going to grow from 52 75 in the course of a year I mean you're correct that would be much better for the charter representative to answer that I know in our conversations with him the impression I got was it thanks bee drawing very heavily from current non-public school participants so by private school students homeschool students baby students attending out of Paris even so their expectation I believe is that some of those kids may still choose to attend private elementary and be seeking a public high school opportunity and so they have a chance to the gain students between 8th and 9th grade again that's a bit of speculation based on our conversations with him but I do know they're their application that they intend to I'm pulling onto kids from are currently not participating in the St John public school system this when you may be able to answer you mentioned it that they will get 98% of both local and state mfp funds closing the specifically allocated funds for things like Space special education do you know or is it mention on the contract whether or not they will be offering special education at the school that's a requirement of state and federal the contract just as we heard earlier and a difference of a situation of the private schools in essence of give that responsibility to a third party in some cases back to us and I can tell you I've seen it all kind of ways in Charter operations to we don't know which way they're going to go under this the way this contract is structured theoretically they could contra does a third party to provide that will be providing the funding and we have much more robust evaluation in a supervisory Authority with regard to this charter school then with a private school receiving Federal funding so we will be for purposes of federal law under say Title One or the individuals with disabilities Education Act be are the school district for purposes of of the school so from the federal from the fed's perspective am from Louisiana Department of Ed the school notebook no different than any of your other directly run schools for purposes of compliance with federal law my background to the special ed so I can get a little passionate about that but we're protected I mean got with a pod the law to him it's clear in the contract we've also reserved very good evaluation rights to get in there and take a look at their programs and in some instances where we seen School struggle with it he could step in to be at third party provider and it's not uncommon to see what type 1 Charter Schools the authorizing District sell to that charter school special ed services or other services Food Services Transportation so in the future in that area and other areas you guys could be service providers to the school but they have not requested at this time last thing I'll ask and I've heard you can do to ask this question to I'm a little disappointed that the charter operators don't have anyone here to make themselves available to answer some of these questions does anyone know why they're not here I don't ever say I communicated with their attorney on Tuesday after the meeting talked with him I made a temps to talk to my phone yesterday I emailed again received an email this morning saying he would contact me today and let me know who the attendants Dune are there attorneys located out of Houston so I understand why he's not here I can't tell you how much we haven't got a response on the request we have been informed that they've asked for a type 2 through the state so I don't know if they're sizing up other options but I feel the same as you cuz we we've got a handful of questions we'd like answered I think the board and the end as the attorneys who would regarding this egg listing for but I can tell you we're starting to have a little little hesitation about whether it'll be doable for 18 19 or weather will be a possibly doing this dance again in 1920 but it's Our intention to put a contract in front of him and then to put African place to get it done this year going to do what needs to be done if we get an approved contract thank you I got it the question I was asking the demographics enrollment of demographics have your provider what is going to be the enrollment of the demographic of the school they've got an estimate in their application question how accurate it is given some changes we've seen in the last year I don't one of my requested them in the next week update that data and Clybourn and I have been in discussions about what we need for the e-cig and we're going to need an assurance that those estimates are up-to-date and accurate so we're going to ask him to take another look at them regardless but they had they have met estimates of enrollment got the basic gist of it is the estimated to look a lot like your other schools just a good thing to say if you're trying to get decent approval it's really the bottom line is it's it it ends up being very at this point in time cuz he knows who's going to enroll at that school they're going to have to depending on the decisions of thousands of parents in St John Parish as to what their applicant pool is so just have to make the best gas to presented to the court I'll look at it and see that it's all still accurate based on current plans because the reason I hate the question because I don't want to create a private public school where has some kids can get into it the board members have any other questions I wasn't able to attend executive committee meeting but I'm going to support this effort of this charter school but it's just quite concerning that though when is here I'm going to ride on misterwives at school tell a little no one is here from the charter school because I have some questions also and in all fairness to you obviously you know you can't answer but I'm going to support it because of my colleagues are recommending it executive committee is very and I just want to go on record to say this is very concerning because we have a lot of questions as a relates to this and we can't get a direct answer so I just think they should have had someone here to to be available to 2 to answer all questions but again I'm going to support it on the strength of the executive committee but I just want to thank you thank you Miss Jeremy mr. Jones said thank you my last comment because he's pretty much restated what I said but I think the taxpayers it's is Parrish deserve to have these questions answers of we will have a relationship with them but no direct oversight and we have questions it does concern me that there's nobody here to provide information the taxpayers are going to be supporting this cool I can expect sure you it would have been my preference to have answers to all those questions tonight all those questions will be answered before the schools opening and we've got extensive pre-opening activities that would still need to take place even passed contract on the run a lot of its going to get cleared up context of the DCF case because we're going to need a lot of these facts nail down in order to even petition the court so I do expect to get answers to quit either to find out or not moving this forward order start getting answers to questions please forgive me if this is a silly question but within this contract are there any limitations or restrictions as to the number of students that can be pulled from the public are public school system we currently have a system of enrollment preferences that are built in here that's intended to limit that so the current preferences are employees of children of employees of the school and get 1st and Mission siblings of current attendees second admission and then the third priority group would be students or not currently enrolled in St John Parish Public School so then leaving the last category your car Public School students if there was a situation where they were at capacity in a particular grade level and had more than 50 applications they admit him in that order and the St John currently attending St John public school students in the last priority group to get in there I think to go back to mr. Earl's comment that could give us trouble with demographics in the DC case because public schools are disproportionately African-American and therefore if they've got the lowest priority for getting into the charter school it may work out did the charter school ends up being disproportionately white by virtue of the fact that they prioritized non-participants who are disproportionately wide so I guess there's a priority and it's got to get past the decent court but we currently do have a procedure in there and tell you a little bit more about why I think that's a significant provision it's because of the local mfp component meaning if the Charter School Spurs a student was not currently attending in St John Parish Public Schools to attend you guys are going to pull up an additional state mfp for that job you're going to have to you're going to have to match with about 4500 in local that issue dilutions because that's just 4500 coming out of the pot you guys already had some fries kid that comes in from out of Paris they're going to bring in Seven Grand and they're going to dilute the local by about 4,500 reach can they pull from one of your Schools they're just 7 gram that the state has been giving you is now going to go to the charter school and the 4500 in local so that was a little bit for everybody to explain why at there's a significance between those two because if they're coming out of your school's the revenue impact is a little more heavy then if they're coming from outside the parish and generating new state funds to the water can you give a brief description of the disa Gorder the general public can have a full understanding that we just keep referring to decide order that we may have knowledge of but the general public doesn't understand familiar with the details another attorney hands panels that but covers typically on certain areas of Public School administration and organization that at some point in the past the court found St John the Baptist schools was not properly taking a bridge to desegregate typically it revolves around Student Assignment school facilities yes I'm in a staff extracurriculars available in and making sure that those things are equitably distributed based on race around the parish School Board proposes any kind of big change whether it's opening your own STEM Academy or opening a charter school the court that oversees this order has to be convinced that this new activity will not an S and stifle the school board's efforts to reach integrated status so hear what we've got to do is in order to open the school we're going to have to petition the court and convince the court that the opening of the school on in any way setback the st. John the Baptist st. John the Baptist Parish school board's efforts unitary status under the existing and so that that's enough since the argument were going to have to make and soap that's the reason I say we're going to get answered a lot of these questions cuz we're need to be able to present to the court what their enrollments going to be what their personnel is going to look like what are their facilities are going to be what extracurriculars and curriculum they're going to offer so we'll have to fill in a lot of these bikes very quickly just to submit that petition that's how the The Descent fits in here thank you for the Wallace question Transportation are they are relying on us for transportation as well they're not indicated that they want that but the contract does require them to provide transportation and then they have stated that they will be providing transportation the last conversations of somebody's business business decisions were still up in the air I mean I know they were looking at facility and they were having conversations about Transportation but we haven't got final indication on on either okay well before we make a vote I'd say something that was not a silly question that you ask because I'm going to vote against it because I didn't go to the Charter School at the beginning and but now since it's here I don't like the fact that some students are not eligible because every person in St John Parish that's pay his taxes will be paying for the charter school so it seems like every child should be eligible to go to the school and that's why I don't like the fact that it could be possible selective admission so with that being said but as president I will always do my duty jobs at the board then struck me to I will have a contract has presented sign the contract but I will not be voting for it because I think that every child should be eligible attending school song with that the wives very quickly Miss present and I appreciate your position I am going to vote for it and the main reason is that has the gentleman said there's an application in Baton Rouge for a type II School and that concerns me that if we don't act to create a type 1 school that we do have a certain amount of control over then the Bessie is Alma certain to approve a type to school and we lose all control so this isn't the best of all possible worlds and there are a lot of blanks you have to fill in that contract but it's the best contract we have at this point and we have to move forward and which I agree with you mr. wise is the lesser of two evils but initially when it was first presented to the board they were bringing in this program that was supposed to be so magnificent change the outcome of Education in St John Parish but now you are hearing the same rumors that I'm hearing what's going to be the location of the school who is going to be the new principal of the school to all that has chain call me when you get an issue proposed to this board on what type of school that they were going to be open so that that's my that's just my objection to a soul broke off you got the contract conditionally 2 conditionally approved a proposed type 1 Charter operating a Louisiana fruit near Charter School ending the school securing a site and the parties obtain court approval for the opening of the desegregation I have a question before just before you vote if they do not get these save order if the if the DC Court does not approve them for they do not get a site that's a prove they are wanting to open in 18 which is in August think we talked about this before but for the sake of the public how long do they have to open if they don't open an office either 24 or 36 months and most likely third the state statute says that Beyond approval of a charter they have 24 months to open unless the district are attempting to open in is under a decent order and they are making efforts to get approval under the DC South within the 24 months they make some f I can probably do that in the next month or if we don't they'll be doing it as a tattoo that's going to stretch them out for that 36 month. So if if an agreement can be reached this year it would be nothing to them in this board to continue to negotiate for next year cuz that they're still authorized to open for two more and that she may consider them in subsequent Years also broke off yes yes yes thanks I don't see Misty mom Montgomery would like to be entertained emotional in executive session for SG collective bargaining negotiations the emotion floor motion by Mr Sanders motion by dr.
