John the Baptist Parish School System for our teachers and established that we thank you for all you do for our students you serve in the words of Mother Teresa I alone cannot change the world but I can cast a stone across the water to create many ripples even on the bad days you are a changing the world every day we thank you for all you do and we thank you for all the stones you cast that are causing pain the ripples that would ultimately impact our school Community State in Asia we have a chance just past month to attend the autism walk as you see it was members of the team amen my son has so much fun they're playing with all the gadgets but definitely we had a chance to get involved with the community we also had a chance to visit the 5th annual Aviation awareness day I did not ask in the plane but definitely are the kids seemed to enjoy themselves we also had a chance to attend the alternate assessment from this is one of my Now new favorite Traditions I will go every year it was so tough the feed the kids have so much on him what is it no, just your being an element, just having a great time with their family and friends so definitely I will do this every year also a few pictures of the board members who were in attendance and also missed for their daughter they're looking beautiful and just enjoying herself and I even told her I said you look beautiful I know it's so get into a little bit of the interphase tonight as promised in my interview I said was going to engage in a listening tour so that listen to what happened this past week what we had a chance to a visit to site visit the East Saint John high and West Saint John High School's to actually hold these listening forums the purpose of this form was basically to have our shareholders will drop they told us they have I can't hold us share with us what works in the parish also share their concerns that affect Des Peres holistically we also ask them to share suggestions and opportunities for improvement I'll promise to. how old is doing is listening to where was first to engage and facilitate conversations in an organized manner we also want to listen to I Can't Hold Us without prejudging or given answers to just listen to them and also collect real time let you know organized manner here's some pictures from the West Saint John listening Forum we had about 65 Plus in attendance Anais Angel for we had 125 Plus in attendance the Indies forums they were basically set up in one-way was for the audience to engage with our operations team but also to engage with our academic team at least you can really see the Flies was trying to read for you so in our academics Forum we discussed stars and stairs so Stars means what work well in the district a works well that district and the stairs was some things we wanted kind of pay attention to so from the parents and the community involved some of those Stars we saw Elementary was quality of teachers in elementary some extra curricular activities League tutoring in a secondary schools we saw the pathway being offered for CTE social media presents opportunities to earn credits and I spared Apartments we saw Special Olympics the autism walk parent contact improving also. assessment and other issues that we saw with where the full rooms and teacher certification opportunities some of the the stairs that we saw was the vacancies social emotional was very high conversation we had with the parents also updating Gray's we saw a lack of opportunities lack of doing Roman and certain schools we saw also bringing back the pride and excellence in our schools between East st. Wallace superintendent Perry and all school board members thank you for allowing me this opportunity to recognize to my 4-H members from across the parish and I my name is Xavier Bell service before each agent also pair share with LSU Ag Center and the st. John Parish Cooperative Extension Service and on tonight I'm here to recognize you to participate in to state-level competition Louisiana for a steeper Challenge and Louise 4-H food challenge with start with the c purse challenge so this challenge took place on March 2nd at the LSU's Natatorium and served as a regional qualifier for the 2024 International seat challenge I'll see first challenges you be able to hold an engineer RV which is a remotely operated vehicle under water and is to complete a series of underwater challenges this year was a second-year Louisiana 4-H hosting this event and we had 22 teams representing parishes this was the first year of teams from st. John Parish participated and they participated in four different events technical design report which is they basically had to write out a report of how they actually engineered the RV they had to do a team interview Mission course an obstacle course underwater this year did serve as a pilot year for us and I want to thank garyville Mount Airy STEM Magnet and st. John STEM Magnet for pilots in this program for this year and the youth who participated and that place is as follows to once your name is called please that form is Bailey will give you your certificate along with your medal from St Johns Hill Magnet we have Matthew bocage the Wolfpack robotics team engineering comes from garyville Mount Airy Math and Science STEM Magnet Mariah homes in Aubrey Ranson this team did tie for third place in the Middle School start class Mission course also from garyville Mount Airy magnet is from the Wolfpack robotics team fuel we have Christian McGee and Eliza Dixon they also tied for third place in the Middle School start class Mission course also from garyville Mount Airy Math and Science STEM Magnet Wolfpack robotics driven we have Caleb Bergeron and Carl and Louis this team as well tie for third place in Middle School stock Mission course in from st. John STEM Magnet team mermaids we have Taylor Smith Destiny Watson Marcia Willis they actually play first place in the high Google stock class obstacle course and then also Christian McGee and Eliza Dixon also received the resiliency and Specialty award that was announced at the actual competition I want to thank mr. Kwame Smith for coaching a team from st. John STEM Magnet program we also want to thank Miss Demetrius Charles dr. Can you repeat your question to me some Ella okay do we have the assessed value of Leon got your property based on the last assessment for property insurance purposes we are working on getting some updated assessment we have contacted the company that did our last assessment they are not available until 2025 so in the interim we've reached out to three other companies private companies that handle or deal with commercial properties and we're working to schedule those assessments as early as next week to be able to give us a comparative view of but these three companies are saying that the property is actually valued now and before we sell it the week do we have to declare the property Surplus I'm not really sure if we have to and declared Surplus for a couple of different reasons one we have some operations that are are running out of that property now mainly the it's been used as a Distribution Hub for our it team and for Distributing the laptops that go to school so there's a team that sits over there that either does reimaging or preparation for those laptops to go out and because it's actually actually real estate property so is not a movable movable property like a vehicle anything like that I'm not sure what I'm still trying to research if we have to actually follow the state law as far as selling real estate property in this is well so those are a couple of things and I'm still researching under article 17 I am not yeah I can tell you that so I can research it and all right thanks so right now is just a tentative agreement for the superintendent to enter negotiations for you'll see a lot of property to point out just it should be noted that whatever the established value or appraised value of the property is there is a required that the board cannot sell that property for any less than 85% of whatever that stated value is now we are working to get three different appraisals the boys outside how do you determine what the appraised value is if all of those three if an appraisal come in at different levels do you take the average do you take the lowest appraised value to you so that's those are things that would have to be figured out and worked out as well just Advisory board on there. Miller his comments the low bidder requested that his bid he be allowed to withdraw his bid the second bidder was 1.6 million dollars above budget so obviously it's in the best interest of the board to reject these bids and we re advertise our strategy in Riyadh fertilizing is to combine these two schools with two schools that we are finishing up for interior renovations notably Lake Pontchartrain in new st. John Prep that way we'll have a larger package attract more contractors and create more competition for that set of and I anticipate our beginning that adverse adverse. what is outlined is that day if Rectify any issues that we had on the table and comes up The Grieving and I will send it that is absolutely not the case we still have members are drivers who are doing duties that we deem are not a part of their regular duties and within the CBA and talks about extra runs route excetera the internet with having is yes peanuts were made to those drivers to attempt to rectify the issue however the drivers were not aware of what those things were leaving for the drivers were not even aware that there was getting the payments when they got them number one number two no one said down with the drivers order Union to say that these These are the number of payments that the drivers put in and this is what we're paying you for so they have no idea of the adult thing with her accurate again this is a collective bargaining agreement we are in our 40th year of this collective bargaining agreement and know the world has not been easy over the 40 years we know how I got started however we've always had was a I'll communication between as jaen the superintendent and the board what we have now is a breakdown in communication when we've asked to have conversations about some things David early responses on the responses when you were looking at the interpretation of this contract we need to understand and have the superintendent to understand that this country is not to be interpreted by one person however it is a collective bargaining agreement and so we agreed together on what we are doing in this District according to this contract and so we're asking that you guys do not photos of this grievance because number one week we have drivers right now who still have still have payments in the system because we have not sat down to talk about what was agreed upon because we're here grievance I'm going to ask you, I'm going to ask you for an extension of time because again I believe that this is important and I don't believe that we should be ready extra runs are paid that way again they are listed in the contract for a and so again I will staying here until you guys that we do not agree with the superintendent's interpretation of that and then again that is why we're coming before the board with this and the last name again I want to see again that right now we believe that there is a contempt to have conversations to rectify and I believe that the denial of the grievance is a is a method of shutting down the conversation shutting down on the employees who are not being treated fairly according to one person's interpretation and so that is why we're coming before you today I will get down here but at the same I appreciate your time 40 years I believe in the 40 years we've accomplished a lot and I believe that we should continue going of Educators and have represented them for a number of years in August of 1984 most if not all of the employees of the school district walked off the job because the board wouldn't listen to me they didn't go back to work until October 22nd when the board agreed to sit down and talk with them and certainly don't want to get back there but then importance of saying that is that that rumbling went on for about five and a half years until everything was finally resolved related to the strike that happened in 84 it's a long time for this issue to have gone over the heads of everybody in the district has mr. cook said you since then I've been up to down just like being in the marriage right you have ups and downs but for the most part agreement that's been bargain between the parties has worked and the reason it's work is because it's been dealt with collaboratively not unilaterally any anybody that works in the area of labor law with will tell you that has practice garnishes context Which they are already compensated by their annual salary the contract in payroll policies and procedures is the stipend payroll is generated for all payments that are not included in the employee's annual salary so he's trying to say that we are already getting paid and we're not and we're doing extra work because short of Staff bus drivers we don't have enough so there is a lot of Ross that's open and they're not being filled but we are filling those route and we've been getting paid the 950 for every extra trip we do at one time I was young when we first started when he came back at the beginning of the year I had like about 50 no 36 stop with all the route that I was doing I don't think that's fair for him to come along and interpret the tell us that he's not going to pay us when we are doing the work that they don't have enough drivers and I hope the board can take into consideration and listen and move on this grievance because 929-2523 is when the grievance was filed and the answers you need somebody to help us because all the drivers are still doing the work and they're putting in their extra trip but they are rejecting our time and not paying us for it and I don't think that's fair I just asked for y'all to take consideration any other public comment Hammond I really wasn't going to speak but in like fact that mr. black advocated a little bit I might have to Advocate a little bit myself about the only issue that's before the board tonight is the interpretation of two sentences in your grief and 1 40 interpret that one way and the other party interprets it the other way and so the question is now before the board which way do you interpret it and here are the two sentences during the field trips extra trips flash extra runs bus drivers may be required to serve as different schools and programs only time outside of the regular Page 6 hours daily shall be considered extra field trip time oh that's the only two sentences Saturday shoot superintendent's interpretation as reflected in his letter is that you're on the clock for us for six hours and if we asked you to do National duties and they can be accomplished within the six hours that's what we pay you for and you don't get additional money if your goes outside of the six hours that you have a right to claim for some additional compensation so the question is how do you enter those sentences I know because I had talked to the Supercenter early on is tenure that he had he had questions about that interpretation himself and in response to the delays I can tell you that I personally was I need to come to the meeting and then asked to leave the meeting where this was going to be discussed that I was asked by mr. cook to leave the meeting so that this when this was to be discussed so there been been they've been so late but the delays haven't been all at the fault of the school system they went when the superintendent looked into this issue he found out that some drivers had been paid for extra runs even though the extra rounds were completed within the six hours and some drivers had not been paid for that and there was inconsistency within the department based on the information that was available to him when he took the position so what he chose to do was he said 5. Miller what's the average number of drivers that's getting those extra runs mr. Miller on average somewhere around like to be around 40 49 drivers like okay so and what was the highest our highest amount given to a boy driver highest salary paid to a bus driver through the end of last year was $70,540.75 $70,540.75 today we're at $193,387 we're currently $96,000 over budget for that area so we're $96,000 over budget and our budget surplus is only $500,000 right oh you fancy leaving now at because you almost 100,000 over budget correct according to the approved budget Pittsboro so you might go is the total amount of the Grievances old I requested the payout was just over $28,000 haven't been settled they have been settled as of February 15th of 2020 for all of the outstanding time cards were paid the total of that was just over $28,000 so all the overtime or extra runs that were supposed to have taken place have been paid out everything that was pending in the system was taken so what are what are we grieving now do I get paid through the end of the year for extra runs what we Gathering no Mister Hammond can you can you give us by very clear with with the grievance is being angry the issue is and that's what I tried to explain I didn't do a very good job up until 5th February 15th everybody had a claim with page so that everybody was treated the site and now go forward the interpreted this to say you don't get paid if you don't work outside of six hours but that was just the resolution of the superintendent or the grievance here is that the representatives in this case your Association feels like that's an improper interpretation or so that issue has never been resolved so nope somebody can come in and file a new claim tomorrow or the next day or the next day saying I went past them say he saying that you will saying that you go past the sea and so you should have been paid extra what are you didn't go past 6 hours and you should have been paid extra soaked the resolution of this grievance will establish how you're going to handle those subsequent cases at least it at this love they also have the level to go above you to go to take it into arbitration and mediation which one may be where it ends up but at this point we're at the level septum step 4 in the process which is you got so y'all get to decide how you enter and then if somebody is not satisfied with that they have the right to feel that if they want answer your question mr. bro yes, the close of the Commons close he's not leaving the house so you can tell you what we agreed probably, disclose Miss Morris we found it was file a grievance we missed the deadline or not so we went ahead and pay them all extra runs up until February 15th correct would say nay right now what we grieving is the extra run from present to February 15th and what they're saying is they want to be paid but I feel rotten well Indiana Pop Con any other Pub I mean I'm sorry any other board members excuse me any other board members Brokaw misseldon no mistress is tomorrow yes mr.
