Jones mystery girl no okay I've never 5 education presentation recognition by the border staff Michelle Holden recognition send John Westbank civic association to our schools our students and key in our community first we would like to recognize the Westbank Civic organization this group has been in existence for about 11 years now and has provided support to our schools to our community and to our students the group consists of about 25 members professionals politicians Educators previous and current activist parents in all who work together for the betterment of the community there is no time in which we can call upon this organization to provide us with whatever Necessities we may need so for that we are truly grateful and thankful we would like to present you all with the plaque here's what it reads St John the Baptist Parish School Board recognizes the Westbank civic association for your generosity and continuous support thanks for making such an incredible impact on the lives of our students we would like members of the civic association that please stand I know we have the members that's in the back as well showing their support for providing us with food so we are grateful for them as well and if we can have you all come up and Ronnie who is our current president please say a few words the rest of the roof come up for picture please I am a member of that organization has been apart of them for the past year or so so I just want to let you all know that I do have freezing activity that I would like the board to participate in it is through the continued support of the community that we are able to be sustained as an organization we do work towards the betterment of the community as a whole Our Miss Jasmine is that soliciting good evening board members I'd like to thank you coming to the school and help our community we want to make our pairs one of the best pairs there it's thank you miss holding for you speak mr. Jones excuse Interruption but it's customary. we recognize our public officials and visiting with us tonight so I can take this time to recognize our district attorney Denver least and and of course of course we cannot forget a registered voters mr. Russell Jack Russell Russell it's customary we do appreciate you guys coming to coming to visit thank you guys thank you mr. chair item 5B Miss Holden recognition of the Rudolph G Denver athletic Foundation so secondly we would like to read nice as Patrick just needed the Rudolph athletic Foundation this organization has been in existence for over 14 years based on the soul Legacy of mister he was instrumental in starting up our Athletic program at second ward high school well before my time and has been an administrator or wasn't administrator throughout the school system during his reign as coach he did receive many accolades as basketball coach as a football coach as well as track and field practice for nonprofit has been very instrumental with not only providing for that letter Foundation at West st. John high but providing for those students in scholarship funding in facility maintenance anything that we may need we can always go to you all as well so we would like to thank the daughters of mr. Danville da Bridget Bonney Billy well as Miss Jermaine Russo thank you so so much for not only starting this Foundation but keeping it going living the Legacy through that in honor of your father so we all can not do it West Saint John High Athletic Department as well as the community itself would not be able to make it without you also we thank you or that thanks a bunch so please and I would really like to say yes please all all members and I would like to say that the Westbank knows when it's that time because they will see misery sale coming in the yard and missing valve for their donations but thank you so much we really appreciate that and I do I do the plaque goes as follows the st. John the Baptist Parish School Board recognizes the Let It Go generosity and continuous thanks for making such an incredible impact on allies of our students thank you thank you the route of Georgia Denver athletic Foundation found it this foundational 15 years ago and its sole purpose is to provide additional funding to West Saint John athletic department the stadium and scholarship this year we were so happy that we'll be able to we provided $10,000 in scholarships to graduating seniors we have an annual fundraiser a fundraiser is a golf tournament we've been doing this for 15 years and at this time we have Lisa say that we've donated to the West st. John High School over quarter of a million dollars today so we can we continue to work hard and we know that this is my father's dream and we're working hard to make this happen thank you you know the the West Bank of the West Bank the community however born support one another is just amazing everyone can pick up the phone call one another people call me on the phone from the Westbank like we'd like we friends living next to each other for years that conversation recently missed a call when we trying to take care of a little issue with help beautify the school and so I just I just love this entire community and it always comes when actually you know the hill to go to school after former principal was married at has done amazing things and it's hard to follow someone who doesn't amazing job you know but mr. Hill is really stepped up and filled in and done an amazing job St John High School to keep the accolades coming you know since he's been there and it started you know I'm doing this marriage and and like I said mr. Healy just been amazing him and his staff to see me Spears here as well just continuing. the Xbox that's happening so once again this school year you know West st. John high school was distinguished and given the distinction of a a bronze School US News and Report ranks high schools in the country and give them a label so first of all even to be mentioned but also to be recognized this little school right here in Edgard Louisiana that has some of the greatest history summer madness greed is a long night just that go anywhere and do amazing things so we wanted to as on behalf of the board we wanted to present to miss the hill and Miss Spears and his entire team this Banner so they display wide up display for everyone to see so Mister Hill I definitely concur it is great being from the Westbank I'll grab the mic off Mississippi attendant honorable board members audience is definitely a pleasure to receive this but I would be remiss if I didn't think those two previous organizations for all the help and support that they give as well so once again I can always call on the Westbank Civic SI used to provide whatever I need I work closely with the Denver Association which I'm proud to say and I appreciate every amount of time and every amount of dollars that they give to to school and to the Westbank first and foremost after that I like to think the teachers the students in all of the support staff at West Saint John because it takes a team effort it takes a community effort and is mr. George said you know we who won Miss Bailey Miss paste part of the leadership team we have a few people that's missing but once again all of those teachers the custodians the cook my School Board member Miss Holden all the school board members list of Jack who I can always call on but once again everyone on the Westbank which I always recognize and Suites Tech please is the best bank I appreciate all of them mrs. Joyce said he loves the community I love the community as well I was born on the Westbank for those that don't know but I was born in a row so I like to see I came home when I came exit Westbank but once again I like to thank everyone and for the record think the community and all of those teachers and everyone who supports those class 1a state champions in football okay before we move on to the next side I just need to ask the Denver Foundation or which one it was mentioned I thought it was going to be Bonnie and I'll Bell Bill Devoe but she did not mention it and you always come up with little checks just checking to make sure we had no money they was going to get later on all right with ex I don't know Mercy mosquito Valles update regarding NTS board recommendation for a lap and shoulder belts good evening why yes I have noticed the story was recommending that we start installing seat belts in our buses that was the NTSB but I understood that there was a move at least toward buying bus from now on that can be adapted for seatbelts if and when it ever becomes mandatory is that correct or exceed of the federal regulations I'm sorry I don't think that's the point I was making sure we could make that decision as a parish to purchase seatbelt ready seat frames in our buses in the event that there was a mandate to retrofit that would be unprecedented for there to be a mandate to retrofit though but it would position us better if it if we needed to do so what would you say is the likelihood within the next few years the NTSB will mandated Federal Highway safety administration be concerned if we got a head of the national recommendations most of the industry professionals or again focusing on the areas where we are actually having some fatality is even though we have an outstanding safety record Nationwide and the number to fatality of children riding school buses is extremely low per mile driven the school bus is the safest means of transportation surface transportation in the United States each year until there's a fatal accident and I frankly would rather stay ahead of that curve I appreciate it we spoke or possibly acquiring a new buses in the future yes sir is it possible when we do put out those specs and we can start looking at the make sure that I'm a come already with the seat belt so we can start moving in that direction in case they do have a mandate for or child safety restraint systems and we are ordering those with those systems in place now and have been for quite a while we also have some other seating that requires seat belts for wheelchairs you have to have those purchase so it be an expansion of our current program but we could do that yes or no situations we have a tendency not to be first that much of anything in Louisiana and inside Louisiana as a school district wheeler. people lead the way and I have to agree with most of pearl that I would much rather be in front as I said leading the way your child safety as much as we can with the recognition that you completely that we have to reduce or eliminate other vehicle to Broadway before they're a little concerned their children are safe inside the vehicle as well I would like all the parents to know that the school bus is outfitted with a substantial safety mechanism which is called compartmentalize and it is the interior of the school buses design very differently than a car and the engineering principles out of there or designed to protect children without them having to be buckled into a c and so it is a very rare and special eyes type of accident school bus and so the compartmentalize seating is working very effectively and all the you have substantial protection for the children and we should we go to Great Lengths and great expense to maintain that seating in excellent condition so that it functions as intended in the event that there is an accident we would gain a measure seating system in the event that there was a rollover type accident but that would be an exceedingly rare type accident in a school bus alright Adam D talk to Jerry Keller update on Tyler 3 green to monitor private schools Antonio title 3 Grant and I feel that ran his response back to make was that early July so my question is is it complete you speak into the mic. To cover the camera can't hear can you speak into the mic cameras and I asked her to George for a complete copy are the title 3 Grand you should email me back and said that they were working on a grant and hope to complete this Grand by the end of June or early July so my question to mr. Chow is it completed and can we got a copy last Friday and yes and so you're absolutely Deputy Supply you with a copy of that well I have some more questions then what's the most Ranch that I've written here there's a teacher or administrator work at Southeastern private Grant There Was A needs assessment being done and there was also a we had to show the number of students who qualified to meet their grand and I'm concerned about how much money do we request for that Grant and when do we expect that grant information back it's a u.s. government grant or state know this is a federal okay what amount of money the number of students impacted by the number of public as well as English language Grant help with students with head lope English speaking language and this grant would help them work towards speaking better English and help them on taking standardized test that's up a portion of it the federal grants I have think that's five titles on the side of 1 2 3 4 & 5 title 3 is the is the one that you're mentioning that one title three mostly deals with English as a second language yes sir how many students are impacted you wrote The Grand how much money are requesting we don't request that I'm not sure of you saying how this particular Grant works I think you confusing it with like a grant for student based on the level property that is in your district and soul the titles of grants that money is assigned to you and then you have to write to show how you're going to use those dollars how many students have you showing to be impacted that we could have qualified for the Sprint again every school system has the ability to you this is the dollars that you received this requesting money and say send me the money are you saying that they are still miss send me the money talk to Kelly I appreciate that so what was your question question is when you're a grand you should need your right to the US government safe we have a problem in St John the Baptist Parish describe the worst Chicken Little type feeling where the sky is falling how much money are requesting again it's guitar for me to forget you to understand how the title grants work finish I've let you answer the question I please allow me to finish I appreciate that. The Killer you're confusing a normal grandma and let me give you the difference with n i e t that is the Chicken Little as you describe where you say our sky is falling so we need x amount of dollars to help not the sky not to fall with the title grants these grants these These are dollars that are signed and given to every state and then the districts then write a grant to tell the state how are you use those dollars so what I'm going to do at this time because we do have a person that is in charge of all of our title grants and what I'd like her to do is to explain you notes of the title how that money does a sign to 2 school systems interface and how we access those dollars so I'm a Maximus Miss Merrick who is our director of federal programs give the entire board a synopsis of how the title grants do works for you you start if you don't mind can you do you have a notepad all right mr. Keller from redirect to LaPlace Elementary so again back to my point I think as a board member for you to use being a Caucasian using an unfinished a racially insensitive term like Uprising at LaPlace Elementary I need an apology. call me? golf question and the reason why I'm calling for questions all these items we voted on previously we have committed set up everything Finance I think we're going to do it cheaply and go back to the other and see where money is being replaced been in the month because I'm more than sure that the union was in favor or the union was made aware every move it was going to take place so we have 6 days so I'm just going to ask that I call for question and and we can come back within 60 days and take care of this matter I'm sorry just a moment to moment please Mr Sanders can I suggest you misterwives in the meantime advice for a table where you in the meantime I have a finance, so we have a breakdown exactly on how the money being spent and where oil changing I will make a motion to on table this matter until the finance committee can meet and discuss the items that have been brought for today second bonus to wireless Roku McKeldin dr. Wallace Miss Mitchell I'm not miss Kevin George resolutions Contract Services with Lyfe choirs action yes sir at the executive committee a couple days ago we discuss this opportunity working with a pastor Church to help a Fifth Ward Elementary School we all know the Fifth Ward Elementary Schools school that has struggled and we trying to bring it as many resources as possible the church Hazard agreed to adopt the school and portable document the meeting with representatives from the Department of Education Louisiana to discuss how we can best support the key and so we have this Grand opportunity that will we actually won did you begin July 1st to give kids a Foods going into the school year but with delays at the state department we are now bringing it to the board for approval the grant is for a right under $50,000 and what the will provide tutoring they don't like to use the word tutoring because it's more specific it's tailored to the kids need if it's Taylor two kids who fall in a certain Rangers what are the certain level on that their state assessments and they will be given instructional hours throughout the year so that when they come up on the the state assessment this coming year will be better so I'm asking the board to approve this approve this resolution so that we can begin this when the school year begin is there a motion motion motion motion by the entire board and second. We have a doctor with j assistant general counsel the District Attorney's office Administration as well as pertaining to the particular issue I want to say Tuesday's executive committee endeavor you have to ensure that all laws of being the plywood and specifically we sent an email as well as notify the executive committee of issues that we have with the current agreement doesn't have a state of public purpose estate of public purpose must be listed in in order for it to be salad in addition the district we talkin about 46 a grant to be paid to watch this program The District needs to be able to demonstrate or the government essentially offset the funds that are going to be paid it's not clear from this document that that has in fact occurred so at this time we're lodging an objection or strongly urging the board to not enter into at this time I have not received any follow-up information to protect pertaining to this issue so at this point as your status or general counsel we we oppose it and we are just the board to not enter into such a Miss Montgomery the reason why I called I know where we at the executive committee meeting on Tuesday and mr. Jasmine raise those Sam questions through the IRS the resolution and you were saying that some things that were there could be put in so what I'm trying to find out is this Grant time-sensitive and if so have you spoke with mr. on Jasmine to see you as possible you can we adopt it with the addition of what they're recommending would that be suffice for approval forgive me I can I did speak I was able to find the numbers educate the children perhaps and the only reason I was asking was trying to see if it was a time sensitive matter in speaking with the superintendent is his possible of that this won't take place until August we're going to have a meeting in August so in the meantime I'm going to entertain the motion table until the superintendent Council can defer and make sure that the language is correct motion made by Messenger on why second by Michelle I'm in shower I'm so done here in Westbank alright okay I will call yes yes yes mr.
